I submit herewith my report of an audit of the books and accounts of the town of Merrimac for the period from March 3, 1954 to January 31, 1955, made in accordance with the provisions of Chapter 44, General Laws. This is in the form of a report made to me by Mr. William Sch- wartz, Assistant Director of Accounts.

In accordance with your instructions, I have made an audit of the books and accounts of the town of Merrimac for the period from March 3, 1954 the date of the previous examination, to January 31, 1955, and submit the follow- ing report thereon :

The financial transactions, as recorded on the books of the several departments receiving or disbursing money for the town or committing bills for collection, were ex- amined, checked, and verified by comparison with the records in the offices of the town accountant and the town treasurer.


The books and accounts of the town accountant were examined and checked. £ The cash receipts, as re- corded, were checked with the departmental records and with the treasurer's books, while the payments were com- pared with the selectmen's warrants and the treasurer's records.


The ledgers were analyzed, and the recorded trans- fers from the reserve fund were compared with the a- mounts authorized by the finance committee, while other accounts were checked with the records of the various departments in which the transactions originated.


A trial balance was taken off, and a balance sheet showing the financial condition of the town on December 31, 1954 was prepared and is appended to this report.


The books and accounts of the town treasurer were examined and checked. The recorded receipts were an- alyzed and verified by comparison with the records in the several departments collecting money for the town, with other sources from which money was paid into the town treasury, and with the town accountant's books. The pay- ments, as entered, were checked with the selectmen's warrants authorizing the disbursement of town funds and with the records of the town accountant.


The cash book was footed, and the cash balance on

January 31, 1955 was verified by reconciliation of the bank balances with statements furnished by the banks of deposit, by examination of the savings bank books, and by actual count of the cash in the office.


The reported payments on account of maturing debt and interest were compared with the amounts falling due and with the cancelled securities and coupons on file.


The transactions of the several trust and investment funds in the custody of the town treasurer were verified, and the savings bank books representing the investment of these funds were personally examined and listed.


The records of tax titles and tax possessions held by the town were examined and checked. The amounts add- ed to the tax title account were compared with the trea- surer's records. The reported redemptions were checked with the receipts as recorded on the treasurer's books, and the tax titles and tax possessions on hand were listed, prov- ed, and checked with the records at the Registry of Deeds.


It is again recommended that prompt action be taken to foreclose the rights of redemption on tax titles held for over two years, as required by law.


The books and accounts of the tax collector were examined and checked. The poll, personal property, real estate, and motor vehicle and trailer excise accounts out- standing according to the previous examination, as well as all subsequent commitments, were audited and proved with the assessors' warrants issued for their collection. The payment to the treasurer was verified, the recorded abatements were compared with the assessors' records of abatements granted, and the outstanding accounts were listed and reconciled with the ledger controlling accounts.

The collector's cash books were footed, and the cash balance on January 31, 1955, including the petty cash advance, was verified by actual count of the cash in the office and by reconciliation of the bank balance with a statement furnished by the bank of deposit.


The books and accounts of the municipal light and water departments were examined and checked. ' The records of charges were analyzed, the recorded receipts were checked with the payments to the treasurer and with the accountant's books, the abatements and discounts were checked with the departmental records of abate- ments and discounts granted, and the outstanding ac- counts were listed and proved with the accountant's ledger.


It was necessary to check the detailed postings of these accounts, which added materially to the time con- sumed in the audit.


Further verification of the outstanding tax and de- partmental accounts was made by mailing notices to a number of persons whose names appeared on the books as owing money to the town, the replies received thereto in- dicating that the accounts, as listed, are correct.


The records of departmental cash collections by the selectmen, the town clerk, and the sealer of weights and measures, as well as by the police, health, school, library, and cemetery departments, and by all other departments in which money was collected for the town, were exam- ined and checked. The payments to the State and the town treasurer were verified, and the cash on hand in the several departments was proved by actual count.

for the faithful performance of their duties were examined and found to be in proper form.


Appended to this report, in addition to the balance sheet, are tables showing reconciliations of the treasurer's, tax collector's, and municipal light and water department collector's cash, summaries of the tax, tax title, and de- partmental accounts, together with schedules showing the condition and transactions of the trust and investment funds.
