We have had no marked epidemics this year although there have been sporadic cases of diphtheria, sarlet tever, measles and minor children's diseases. In each case, the : schoolroom has been fumigated and appropriate steps taken .to protect the other children from contagion, as far as possi- ble.

Vaccinations are insisted upon in the cases of all child-

36

ren entering the first grade as well as pupils entering higher grades from other schools. There are few if any unvaccina- ted pupils in the schools.

The number of health certificates given out during the year to pupils leaving school between the ages of 14 and 16 years has been large, but is due in most instances, we feel, to- the need of their assistance by the rest of the family rather than to loss of interest in school by the pupils themselves. The school records show that persistence in school is increas- ing and the growth of the High school proves it. We hope that the medical inspection and appreciative response on the part of the parents are factors in bringing about this happy result.

The school buildings and grounds are in good condition and the teachers and janitors are doing their part to keep- them clean and sanitary. Some of the rooms, in the older buildings, are not heated and ventilated satisfactorily, but these faults are being remedied as rapidly as possible. With the completion of the proposed new building, many more pu- pils will be enabled to enjoy the comforts which only a part of them now have in such buildings as the Plains Primary, Oliver, Spruce and High.

Regulations Governing Contagious Diseases.

ADOPTED BY THE SCHOOL COMMITTEE, BOARD OF HEALTH AND SCHOOL PHYSICIANS.]

I. PERIOD OF EXCLUSION FROM SCHOOL. (General Suggestions to Parents.)

The School Committee, Board of Health and parents should co-operate to prevent contagion and epidemics of con- tagious diseases. Any child sent home from school on account of sickness or symptoms of disease should be seen immediately by the family physician, and if afflicted with a contagious dis- ·ease should be kept out of school until at least one week after every sign of the disease has disappeared. This period should not be less than six weeks for scarlet fever ; three weeks for ·diphtheria ; two weeks for measles, German measles, chicken- pox and mumps ; one week for tonsilitis.

Other children living in the house with the sick child should be excluded from school as well as the one who is ill. They should remain out of school until after the recovery of the patient-at least one week in case of diphtheria; two weeks in case of measles, Germin measles, scarlet fever, chicken- pox or mumps.

If well children leave the house upon discovery of conta- gious disease in it, they may return to school at the end of one week, after proper disinfection (directed by a physician).

All pupils, after exclusion from school, should undergo appropriate disinfection and have their clothing sterilized be- fore being re-admitted. The family physician will give direc- tions for this procedure.

II. PRINCIPALS AND TEACHERS.

(1) Whenever a child shows symptoms of any conta- gious disease the teacher shall notify the Principal, who shall

38

immediately send the child home, with a note to the parent ,- stating the reason and reminding the parent of the conditions of the pupil's return to school. If a contagious disease shall develop in such a case, the Principal shall cause all books and supplies used by the pupil so excludel to be burned, at once.

(2) Whenever a pupil is sent home on account of con- tagious disease the Principal (the teacher, in one-room build- ings) shall immediately notify the Superintendent of Schools and the Board of Health.

III. THE BOARD OF HEALTH.

(1) Whenever the Board of Health shall learn of any con- tagious disease, of a school child, or in the family of a school child, they shall im mediately notify the School Committee, as - required by law (Send a printed form of notice, filled out, to the Superintendent of Schools).

(2) The Board of Health shall, of their own motion or at the request of the Superintendent of Schools, cruse to be fumi- gated such school rooms as, in their judgment, require fumi- gation, and take such other measures as seem to offer added. protection.

IV. THE SCHOOL PHYSICIANS.

(1) The school physicians shall, in addition to the usual required individual examinations once a year, make special examinations of individual pupils or of entire rooms when, in their judgment, or the judgment of the Board of Health, such; course is necessary .

V. THE SUPERINTENDENT OF SCHOOLS.

(1) The Superintendent of Schools shall admit no child to the public schools without a certificate of vaccination or of unfitness, and shall co-operate promptly and cheerfuliy with the Board of Health and the School physicians. He shall im- mediately transmit to the Chairman of the Board of Health copies of all reports of children excluded on account of conta -- gious disease, as soon as received from the principals.

39

VI. RE-ADMISSION OF CHILDREN TO SCHOOL.

(1) Children, after recovery from contagious disease, must present to the physician of the Board of Health a certifi- cate from the family physician that the child has so far re- covered that all danger of contagion is past. The physician of the Board of Health shall then endorse the certificate of the family physician, unless there be valid reason why he should not do so, and the child shall present the certificate so issued and endorsed, to the Principal (teacher, in one-room build- ings). of the school, readmission to which is sought.

(2) Upon the readmission of such a child to school, the Principal (teacher, in one-room buildings) shall immediately inform the Superintendent of Schools in writing, of the fact of such readmission.
