It only remains to call attention to the urgent necessity for providing the means to make effective the work of the school physicians.
The principle is now thoroughly established and gen- erally accepted that it is the duty of the state-that is, the people as a whole - to care for the physical welfare of its school children. The welfare of the community requires the control of epidemic and contagious diseases. The wel-
49
fare of the children requires the correction of such physical defects as interfere with their education, and lessen their ability to make their way in the world. Much has already been accomplished in this line, by calling the attention of parents to the defects of their children, and pointing out the way in which they may be remedied. But a large pro- portion of parents do not yet realize the vast importance of correcting these defects, and many have not the means of doing so if they realized its importance. It remains for the town to educate the first class, and provide the means for the second.
We urgently need a dental clinic, wherein the teeth of the children whose parents are not able to look after their own children may be cared for. We believe that the neces- sary arrangements can be made at a comparatively slight expense. We need also a nose and throat clinic, which needs only that the town should provide the material at the Hospital, when the doctors will do the work. We need an eye and ear clinic. And more urgently, we need a school nurse, in order that the various clinics may be made effec- tive.
Sanitary conditions in the schools remain about the same as last year. On the whole, they are good, and with the opening of the new Stacy school, better conditions will be secured for a large number of pupils.
Physical training is an important branch of education which is not given as much encouragement in our schools as it would seem to deserve. There should be a gymnasium in every school, of course; but as the expense is a serious consideration, it might be possible to encourage systematic exercise in some other way. A successful baseball or foot- ball team is a credit to our High school and under proper conditions a benefit to the players, but it demonstrates ath- letic ability in only a comparative few of the pupils. Sports in which the entire pupil body might indulge would be a far greater good. Classes in physical exercise and gymnas- tics might be conducted even without a fully equipped
50
gymnasium and would be well worth while. We cannot afford to neglect this side of education if we expect to de- velop and produce the ideal citizen-"mens sana in corpore sano."
