To either Constable of the town of Milford, in said County, Greeting :


In the name of the Commonwealth aforesaid, you are hereby required to notify and warn the inhabitants of said town, qualified by law to vote in elections and in town affairs, to meet at the town hall in said town, on Monday, the fourth day of October, A. D. 1915, punctually at eight o'clock in the evening, to act upon the following articles, namely :-


Article 1. To choose a moderator to preside at said meeting.


Article 2. To see if the town will vote to authorize the town treasurer to issue and sell notes or bond of the town to an amount not exceeding Eight Thousand Dollars ($3,000.00), at a rate of interest not exceeding four and one half per cent per annum, payable semi-annually, for the purpose of fur- nishing additional money to enable the school committee to construct the school building, for which the town voted to is- sue and sell notes or bonds of the town at the annual March meeting in 1913, of Milford granite, or take any action in re- lation thereto.


And you are hereby directed to serve this warrant by posting up attested copies thereof at each of the public meet- ing houses and at the post office in said town; also cause at- tested copies to be published in The Milford Daily News and Milford Daily Journal, newspapers published in said town, two Sabbaths at least before the time set for stid meeting.

Milford, October 4, 1915. At a legal meeting of the inhabitants of the town of Mil-

ford qualified by law to vote in elections and in town affairs holden this fourth day of October, .1. D. 1915, at eight o'clock in the evening, the said inhabitants proceeded as follows :-


The meeting was called to order by the town clerk who read the warrant and the officer's return thereon.


Under Article 1. The meeting made choice of John T. McLoughlin as moderator. The vote being unanimous.


Article 2. Voted : That the town treasurer be and here- by is authorized to issue and sell from time to time, notes or bonds of the town to an amount not exceeding in the aggre- gate Eight Thousand Dollars ($8,000.00), payable in gold coin of the United States of America of the present standard of weight and fineness, at a rate of interest not exceeding four and one half per cent per annum, payable semi-annually, signed by the town treasurer and countersigned by a majority of the Board of Selectmen, the same to be paid as follows ; One Thousand Dollars ($1,000.00) annually for the eight years next thereafter ensuing the issuing of said notes or bonds, for the purpose of furnishing additional money to enable the school committee to construct the school building for which the town voted to issue and sell notes or bonds of the town, at the annual town meeting in March 1913, of Milford gran - ite.


Result of the vote : Yes 221. No 62.


Voted : That the committee be requested to solicit new bids for the erection of a granite school building.


Voted : To pass over the remainder of the article.


Voted : To dissolve the warrant.

WARRANT FOR THE TOWN MEETING NOVEMBER 2, 1915.


COMMONWEALTH OF MASSACHUSETTS.


Worcester, ss.


To either Constable of the town of Milford in said County,


Greeting :


In the name of the Commonwealth aforesaid, you are hereby required to notify and warn the inhabitants of said town, qualified by law to vote in elections and in town affairs, to meet at the town hall, in said town, on Tuesday, the second day of November, A. D., 1915, it being the first Tuesday after the first Monday, punctually at 5.45 o'clock in the forenoon, at which time the polls will be open for said voters to give in their ballots to the Selectmen of said town, for governor, lieutenant-governor, secretary, treasurer, auditor, and attor- ney-general of the Commonwealth of Massachusetts, a coun - ciller, (for the seventh councillor district), a senator, (for the fourth Worcester senatorial district) two representatives in general court, (for the ninth Worcester representative district) county commissioner (Worcester county), county treasurer (Worcester county), sheriff (Worcester county), all on one ballot designating the office intended for each person voted for as provided for under the provisions of Chapter 835, Acts of 1913, and acts in amendment thereto. Also upon said bal- lots the voters shall give in their votes, "Yes" or "No" in an- swer to the following questions :-


. Acceptance of Chapter 129, Resolves of 1915, entitled "Resolves to provide for submitting to the people the article of amendment of the constitution empowering the general court to authorize the taking of land to relieve congestion of population and to provide homes for citizens."


Acceptance of Chapter 130, Resolves of 1915, entitled "Resolves to provide for submitting to the people the article „of amendment of the constitution striking the word "male" from the qualifications of voters."


Acceptance of Chapter 140, Resolves of 1915, entitled "Resolves to provide for submitting to the people the article

of amendment of the constitution relative to the authority of the general court to impose taxes."


(The polls may be closed at four o'clock in the afternoon on said day ot meeting).


At two o'clock in the afternoon of the above mentioned second day of November, at the same place, there will be & meeting of the above described inhabitants to act upon the following articles, namely :


Article 1. To choose a moderator to preside at said meeting.


Article 2. To see if the town will vote to authorize the treasurer, with the approval of the selectmen, to borrow money on and after January 1, 1916, in anticipation of the revenue of the financial year beginning January 1, 1916.


Article 3. To see if the town will vote to appropriate the sum of Twenty-five Hundred Dollars ($2500.60) to pay the estate of William P. Foley, as a salary for collecting the sewer assessments, or take any action in relation thereto.


Article 4. To see if the town will vote to appoint a com- mittee to investigate the merits of the American Voting Ma- chine and report to the March meeting, or take any action in relation thereto.


Article 5. To hear and act upon the report of any com- mittee's of said town.


Article 6. To see if the town will vote to appropriate the sum of One Thousand Dollars ($1,000.00) for the purpose of cleaning the Charles River from the B. & A. R. R. br.dge to a point below the Archer Rubber Shop, said money to be taken from any unappropriated morey which may be in the hands of the treasurer on or before December 31, 1915, or take any aciton in relation thereto.


Article 7. To see if the town will vote to appropriate the sum of Five Hundred Dollars ($5( 0.00) for gypsy moth suppression, said money to be taken from any unappro- priated money which may be in the hands of the treasurer on

or before December 31, 19:5, or take any action in relation thereto.


Article 8. To see if the town will vote to authorize the selectinen to contract for the town's street lighting, or take any action in relition thereto.


And you are hereby directed to serve this warrant by posting up attested copies thereof at each of the public meet- ing houses and at the post office in said town; also cause at- tested copies to be published in The Milford Daily News and Milford Daily Journal, newspapers published in said town two Sibbiths at least before the time set for said meeting.


Hereof fiil not, and make due return of this warrant with your doings thereon to the clerk of said town, at the time of meeting aforesaid.

TOWN MEETING NOVEMBER 2, 1915.

Milford, November 2, 1915.


In pursuance of the foregoing warrant the inhabitants of the town of Milford, qualified by law to vote in elections and in town affairs, met in Dewey Hall in said town on Tuesday, the second day of November, A. D. 1915, punctuallv at 5.45 o'clock in the forenoon, and were called to order by the town clerk, who read the warrant and the officer's return thereon.


In accordance with the provisions of Chapter 835, Acts of 1913, and acts in amendment thereto, a sealed package said to contain 3100 ballots, and specimen ballots, cards of in- structions, penalty cards, and copies of the proposed amend- ments to the constitution were delivered to James H. Rey- nolds, presiding election officer.


The seal was then publicly broken, the package opened, and the ballots delivered to the ballot clerks and their receipt given to the town clerk, one card of instructions, one penalty card, and one copy of each of the amendments to the constitu- tion were posted in each marking compartment, and five spe- cimen ballots, five cards of instructions, five penalty cards, and five copies of each of the proposed amendments to the constitution were posted in the hall outside the rail.

was then publicly opened and shown to be empty, the register of the box was set at 0000, the box locked, and the keys de- livered to Jeremiah T. Murphy, constable in attendance at said meeting.


Harold K. Bullard and Dominick J. Lang, appointed by the selectmen to check the voting list at the polls, were sworn to a faithful performance of their duties by the town clerk.


Ernest A. Whitney and Michael G. Lynch, ballot clerks, and William G. Pond and James J. Coye, deputy ballot. clerks, were sworn to a faithful performance of their duties by the town clerk.


The polls were opened at 5.51 o'clock A. M.


Voted : To close the polls at 8 o'clock P. M.


Due notice having been given the polls, at 8 o'clock P. M., were declared closed.

At 2 o'clock in the afternoon of the above mentioned sec- ond day of November, at the same place, the above described inhabitants acted upon the articles named in the warrant as follows :-

ticles in the warrant until Thursday, November 4, 1915, at 8 o'clock P. M. in Town Hall.


During the voting the ballot box was opened, by unani- imous consent of the selectmen and town clerk, eight times for the purpose of taking out, sorting and counting the bal- lots, first at 9.45 A. M, when the box registered 500, tben at 12.22 p. M., when it registered 800; then at 1.45 P. M, when it registered 1051; then at 3.17 p. M, when it registered 1262; then at 4.30 p. M., when it registered 1400; then at 5.40 P. M., when it registered 1550; then at 6.45 P. M., when it registered 1710; then at 7.15 P. M, when it registered 1850; then at 7.38 P. M., when it registered 2000; and at the close of the polls at 8 o'clock p M, when it registered 2069.


The ballot box count agreed with the number of names checked at the polls and at the tables of the ballot clerks.


The names of those on the lists of voters which were checked and audibly counted were found to be as follows : List at the polls 2069; list at the tables 2069. The number of ballots cast were found to be 2069.


The tellers, having canvassed the votes given in and found the total number of ballots cast to be 2069, the same having been sorted and counted, declaration thereof was made in open meeting and recorded as follows :-

"Full power and authority are hereby given and granted to the general court to impose and levy a tax on income in the manner herein-after provided. Such tax may be at different rates upon income derived from different classes of property, but shall be levied at a uniform rate throughout the Common- wealth upon incomes derived from the same class of property, the general court may tax income not derived from property at a lower rate than income derived from property and may grant reasonable exemptions and abatements. Any class of property, the income from which is taxed under the provisions of this article may be exempted from the imposition and levy- ing of proportional and reasonable assessments, rates and taxes as at present authorized by the Constitution. In pursúance to a vote passed at a town meeting held November 2, 1915, the inhabitants of the town of Milford met

in Town Hall and were called to order by John T. McLough- lin, moderator, at 8 o'clock p. m.


Under Article 2. It was voted : That the town treasurer, with the approval of the selectmen, be and hereby is author- ized to borrow money on and after January 1, 1916, in an- ticipation of the revenue of the financial year beginning Jan- uary 1, 1916, and to issue a note or notes therefor payable within one year. Any debt or debts incurred under this vote to be paid from the revenue of the financial year beginning January 1, 1916. The vote was unanimous.
