WARRANT FOR THE ANNUAL TOWN MEETING, March 5, 1928.


COMMONWEALTH OF MASSACHUSETTS.


Worcester, ss.


To either constable of the Town of Milford, in said County,


Greeting:


In the name of the Commonwealth aforesaid, you are hereby required to notify and warn the inhabitants of said town, qualified by law to vote in elections and in town affairs to meet at the Town Hall, in said town, on Monday, the Fifth day of March, A. D. 1928, punctually at 5 45 o'clock in the forenoon, to ast upon the following articles, namely: -


(The polls may be closed at four o'clock in the afternoon, on said day of meeting )


Article 1. To choose a moderator to preside at said meet- ing.


Article 2. To choose all necessary town officers, a town clerk, town treasurer, tax collector, three selectmen, a high- way surveyor, (for one year), one assessor, (three years), member of the board of public welfare, (three years), member of the board of health (three years), sewer commissioner, (three

years), two members of the school committee, (three years), two trustees of public library, (three years), two trustees of public library, (two years to fill vacancy) two trustees of Ver- non Grove Cemetery, (three years,) park commissioner, (three years), park commissioner, (two years to fill vacancy), member of planning board, (three years), tree warden, (one year), and five constables (one year), to be voted for on billots prepared and furnished in accordance with the provisions of Chapter 54, of the General Laws of Massachusetts and amendments thereto.


Article 3. To hear and act upon the reports of the se- lectmen, town clerk, town treasurer, tax collector, town ac- countant, assessors, board of public welfare, sewer commis- sioners, school committee, trustees of public library, trustees of Vernon Grove Cemetery, park commissioners, highway survey- or, chief of police, engineers of the fire department, town so- licitor, inspector of wires, inspector of plumbing, inspector of animals, sealer of weights and measures, and any other officers or committees of said town.


Article 4. To raise and appropriate such sum or sums of money as may be necessary to defray town expenses for the financial year beginning January 1, 1929.


Article 5. To determine when all taxes for the year 1928 shall become due and payable, the time from which interest on unpaid taxes of said year shall be charged, and the compensa- tion of the collector of taxes for the year ensuing.


Article 6. To see if the town will vote to raise and ap- propriate the sum of Five Hundred Dollars ($500 00) towards defraying the expenses of Memorial Day.


Article 7. To see if the town will vote to authorize the treasurer with the approval of the selectmen, to borrow money on and after January 1, 1929, in anticipation of the revenue of the financial year beginning January 1, 1929.


Article 8. To see if the town will vote to appoint a town almoner, or take any action in relation thereto.


Article 9. To see if the town will vote to establish a wn forest of 100 acres and to appoint a town forest com-

mittee to report on what areas should be acquired, or take any action in relation thereto.


Article 10. To see if the town will vote to authorize the selectmen to take charge of all legal proceedings for or against the town.


Article 11. To see if the town will vote to raise and ap- propriate the sum of Five Thousand Dollars ($5,000.0(.) for the purpose of extending the Central Street drain, or take any ac- tion in relation thereto.


Article 12. To see if the town wil! vote to raise and ap- propriate the sum of One Hundred Dollars ($100.00) to be paid to the Trustees for County Aid to Agriculture in accordance with the provisions of, and for the purposes of Chapter 128, General Laws of Massachusetts, or for the purposes of demon- stration work in agriculture, home economics, or boys or girls work, under the direction of the agents or instructors, or the trustees cooperating with the local town director, or pass any vole or votes in relation thereto.


Article 13. To see if the town will vote to choose a di- rector in accordance with the provisions of Chapter 128, Gen- eral Laws of Massachusetts, or pass any vote or votes in rela- tion thereto.


Article 14. To see if the town will vote to transfer from Overlay Reserve, to overlay for 1916 the sum of Five Hun- dred Fifty-nine Dollars and Thirty- five Cents ($559 35.)


Article 15. To see if the town will vote to take any ac- tion relative to the appropriation of Three Thousand Two Hundred Ninety. three Dollars and Ninety-nine Cents ($3,293.99) Surplus War Bonus, and Five Hundred Dollars ($500.00) received from the sale of Pearl Street property.


Article 16. To see if the town will vote to raise and ap- propriate a sum of money for the purpose of resurfacing or macadamizing Fountain Street, or take any action in relation thereto.


Article 17. To see if the town will vot- to raise and ap- propriate the sum of One Thousand Dollars ($1,000 00) for the

purpose of constructing a sidewalk on the westerly side of Cedar Street with appropriate curbing, to extend from the cor- ner of Cedar and East Main Streets to the residence of A. Ro- senfeld, or take any action in relation thereto.


Article 18. To see if the town will vote to raise and ap- propriate the sum of One Hundred Dollars ($100.00) for the purpose of planting pine trees on waste land on the town farm under direction of the Board of Public Welfare, or take any, action in relation thereto.


Article 19. To see if the town will vote to raise and ap -- propriate the sum of Seventy-five Dollars ($75.00) for the pur- pose of purchasing and erecting a flag-pole on the Soldiers' lot in Vernon Grove Cemetery,or take any action in relation there- to.


Article 20. To see if the town will vote to raise and ap- propriate the sum of Three Thousand Dollars ($3,000.00) for the purpose of repairing the gutters and eaves of Memorial Hall Building, together with what other similar work may be found necessary, in order to put building in water tight condi- tion, or take any action in relation thereto.


Article 21. To see if the town will vote to raise and appro- priate the sum of One Hundred Dollars ($100.00) plus interest from the same, to be placed upon deposit, and the interest there- from used by the Trustees of North Purchase Cemetery for perpetual care of the lot of Ralph C. Hill, or take any action in relation thereto.


Article 22. To see if the town will vote to raise and ap- propriate the sum of One Thousand Dollars ($1,000.(0) for the purpose of repairing, regrading, rebuilding and draining Hay- ward Street Extension, from Mt. Pleasant Street to East Street, or take any action in relation there to.


Article 23. To see if the town will vote to raise and ap- propriate the sum of Five Hundred Dollars ($500.00) for the purchase and installation of three additional fire-alarm boxes, or take any action in relation thereto.


Article 21. To see if the town will vote to raise and ap-

propriate the sum of Fifteen Hundred Dollars ($1,500 00) for a 500 gallon pump to be installed on Hose No. 1, or take any action in relation thereto.


Article 25. To see if the town will vote to accept and adopt a by-law or by- laws concerning the operation of motor vehicles or other carriages used in so called taxi service, or take any action in relation thereto. '


Article 26. To see if the town will vote to rescind the Plumbing Rules and Regulations adopted at a special town meeting held May 22, 1911, or take any action in relation thereto.


Article 27. To see if the town will accept and adopt Plumbing Rules and Regulations then and there submitted, or take any action in relation thereto.


Article 28. To see if the town will vote to transfer a sum of money from Excess and Deficiency Account to Revenue of 1928.


Article 29. To see if the town will vote to amend its by - laws by adding thereto the following: -


At any town meeting or any action involving the appro- priating or raising of a sum of money in excess of Ten Thou- sand Dollars ($10,000 00), it shall be necessary to have a vote taken by the voter's check list if a request for the san e is made to the moderator in writing by 15 voters of the town. Said written request may be prepared before the meeting, and any article calling for the raising or appropriating where said request is presented shall not be valid, unless vote is taken by the check list.


Article 30. To see if the town will vote to raise and ap- propriate the sum of Two Thousand Dollars ($2,000.00) for the purpose of repairing Fells Avenue, or take any action in relation thereto.


Article 31. To see if the town will vote to locate four electric lights on Dilla Street, between the Macuen Ice House, so-called, and the Minter Quarry property, raise and appropri-

ate the sum of Seventy two Dollars ($72.00) for the same, or take any action in relation thereto.


And you are hereby directed to serve this Warrant by posting up attested copies thereof at each of the Public Meet- ing Houses and at the Post Office in said town; also cause at- tested copies to be published in the Milford Daily News and Milford Gazette, newspapers published in said town, two Sab- baths at least before the time set for said meeting.


Hereof Fail Not, and make due return of this warrant with your doings thereon to the Clerk of said Town, at the time of meeting aforesaid.

Pursuant to the within warrant I have notified the in- habitants of the Town of Milford, herein described, to meet at the time and place and for the purposes within mentioned, by posting up attested copies of this warrant at each of the pub- lic meeting houses and at the post office in said town, and I have likewise caused attested copies of this warrant to be pub- lished in the Milford Daily News and Milford Gazette, news- papers printed in said town, two Sabbaths before the time stt for said meeting.

ANNUAL TOWN MEETING, MARCH 5, 1928. COMMONWEALTH OF MASSACHUSETTS.

At a legal meeting of the inhabitants of the Town of Mil- ford, qualified by law to vote in elections and in town affairs, holden this fifth day of March, A. D. 1928, at 5.45 o'clock in the forenoon, the said inhabitants proceeded as follows :-


The meeting was called to order by the town clerk, who proceeded to read the warrant.


After the reading of Articles 1 and 2. it was voted to dis- pense with the reading of the remainder of the articles in the warrant until the date of the adjourned town meeting, to be determined later at this meeting.


The clerk read the remainder of the warrant after Arti- cle 31, and the officer's return thereon.


Article 1. A ballot was taken for a choice for moderator, the names of those voting being checked on the voting lists.


The result of the ballot was as follows : Whole number of ballots cast five, all of which were for John T. Mc Loughlin.


John T. McLoughlin was declared elected moderator and and was sworn to a faithful performance of his duties by the town clerk.


Article 2. To choose all necessary town officers by bal- lot.


The ballot box used in. elections was examined and found to be empty.


The register on the ballot box was set at 0000, the box locked and the keys delivered to John J. Moloney, constable in attendance at said meeting.

Packages said to contain 6450 ballots, specimen ballots, cards of instructions and penalty cards were delivered to the moderator by the town clerk.


The ballots were then placed in the possession of the bal- lot clerks.


All legal requirements having been complied with the polls were declared open at 5.51 o'clock A. M.


Harold K. Bullard and Charles W. Gould, tellers appoint- ed to check voting lists at the polls by the selectmen, were sworn to a faithful performance of their duties by the town clerk.


Albert L. Condon, James F. Catusi, George V. Larkin and Dominick J. Lang, ballot clerks, and John F. Hennessy and William N. Baxter, deputy ballot clerks appointed by the selectmen, were sworn to a faithful performance of their du- ties by the town clerk.


Voted: To close the polls at eight o'clock P. M.


Voted: That after the completion of action under Article 2 the meeting be adjourned until Friday, March 9, 1923, at eight o'clock p. M. in Town Hall.

The following tellers appointed by the moderator to fill vacancies in the list appointed by the selectmen were sworn to a faithful performance of their duties by the town clerk: Charles V. Touhey, Frederick A. Maroney.


During the voting the ballot box was opened by unani- mous consent of the moderator and town clerk five times, for the purpose of taking out, sorting and counting the ballots, first at 11.35 o'clock A M. when the box registered 1054, then at 2.40 o'clock p. M when it registered 2000, then at 4.15 o'clock P M. when it registered 2657, then at 5.50 o'clock P. M. when it registered 3399, then at 8 o'clock p. M, close of the polls, when it registered 4635.


The ballot box register and the count of the tellers and ballot clerks checking the names on the voting lists at the polls and the tables agreed.


The ballots having been sorted and counted and the whole number cast found to be 4635, said ballots were sealed in envelopes, placed in a box which was sealed and the en- dorsement of the election officers placed thereon.


The voting lists used at the polls and at the tables of the ballot clerks were sealed and endorsed by the tellers checking the lists and the ballot clerks.


The ballots cast and the voting lists were delivered to the town clerk.
