Milford, March 9, 1928.


In pursuance to a vote passed at the annual town meet ing March 5, 1928, the inhabitants of the Town of Milford qualified by law to vote in elections and in town affairs, mett in town hall on the atove date and proceeded as follows:


The meeting was called to order by John T. McLoughlin, moderator, at eight o'clock P M.


Article 3. Voted: To receive and accept the reports of all town officers as printed in the annual town reports.


The committee appointed at the last annual town meeting? to investigate the matter of the abolition of the "Round l'ond" submitted the following report.


March 8, 1928.


Mr. Moderator.


The Committee to investigate the matter of the abolition of the "Round Pond" submit the following report:


The Cutler Grain Company, owners of the property, were consulted with, and we were finally informed if the tom wished to buy the "Round Pond," it would also have to pac- chase the entire Cedar Swamp Pond Property, at the assessed valuation of $7,000.00.


In addition there would be the expense of constructing & covered channel to take care of the present flowage condi- tions, which was estimated to cost about 85500.00.


The Manguso property (so called) situated on the westrely side of the Round Pond would probably be desired and this is assessed for $4100.00.


In view of the above expense and the more or less liabili- ty the town would incur in taking the entire Cedar Swaren, Pond, together with the present unsettled industrial coudi- tions, the committee recommends that no action be taken.

The Committee appointed by the Selectmen to investi- gate the advisability of establishing a town forest submitted the following report :


TO THE HONORABLE BOARD OF SELECTMEN:


Your committee met at the house of William Prentiss and organized with William Prentiss, chairman, and Fred Clarridge, secretary.


The matter of establishing a town forest was discussed to considerable extent at this meeting.


Later a meeting was arranged with the Department of Public Welfare and the Superintendent of the Town Farm. It seemed to be the opinion of all, that as there was probably some fifty acres of waste land that could profitably be made to grow white pine or other timber, we had an article put in the town warrant to that effect.

Article 6. To see if the town will vote to raise and ap- propriate the sum of Five Hundred Dollars ($500 00) for de- fraying the expenses of Memorial Day, the Finance Committee recommend this article be passed over as it has already been provided for in general budget. The Finance Committee rec- ommend the sum of Four Hundred and Thirty Dollars ($430.00) be appropriated as in former years.


Article 11. To see if the town will vote to raise and ap- propriate the sum of Five Thousand Dollars ($5,000 00) for the purpose of extending the Central Street drain, or take any action in relation thereto. The Finance Committee recom- mend favorable action and the sum of Forty-five Hundred Dollars ($4,500 00) be appropriated for this work.


Article 12. To see if the town will vote to raise and ap- propriate the sum of One Hundred Dollars ($100.00) to be paid to the Trustees For County Aid To Agriculture. The Finance Committee recommend it be passed over as it has already been provided for in the General budget and recommend Fifty Dol- lars ($50.00) be appropriated.


Article 14. To see if the town will vote to transfer from overlay reserve, to overlay for 1916, the sum of Five Hundred Fifty-nine Dollars and Thirty five Cents ($559.35). The Finance Committee recommend favorable action.

Article 15. To see if the town will vote to take any ac- tion relative to the appropriation of Three Thousand Two Hundred Ninety-three Dollars and Ninety nine Cents ($3,293.99) Surplus War Bonus, and Five Hundred Dollars re- ceived from the sale of Pearl Street property. The Finance Committee recommend favorable action and the sum of Three Thousand Seven Hundred Ninety-three Dollars and Ninety- nine Cents, ($3,793.99) be used for permanent improvements in Town Park.


Article 16. To see if the town will vote to raise and ap- propriate a sum of money for the purpose of resurfacing or macadamizing Fountain street, or take any action in relation thereto. The Finance Committee recommend this article be passed over and left in the hands of the highway surveyor to give such attention as he sees fit.


Article 17. To see if the town will vote to raise and ap- propriate the sum of One Thousand Dollars ($1,000.00) for the purpose of constructing a sidewalk on the westerly side of Cedar street, with appropriate curbing, to extend from the corner of Cedar and East Main streets to the residence of A. Rosenfeld, or take any action in relation thereto. The Fi- nance Committee recommend that this article be passed over.


Article 18. To see if the town will vote to raise and ap- propriate the sum of One Hundred Dollars ($100.00) for the purpose of planting pine trees on waste land on town farm, under direction of the Board of Public Welfare, or take any ac- tion in relation thereto. The Finance Committee recommend favorable action.


Article 19. To see if the town will vote to raise and ap- propriate the sum of Three Thousand Dollars ($3,000 00) for the purpose of repairing the gutters and eaves of Memorial Hall building, together with what other similar work may be found necessary, in order to put building in water tight con- dition, or take any action in relation thereto. The Finance Committee recommend that this article be passed over, as Twenty-five Hundred Dollars ($2,500.00) has been provided for in general budget.

Article 21. To see if the town will vote to raise and ap- propriate the sum of One Hundred Dollars ($100.00) plus in- terest from the same, to be placed upon deposit, and the in- terest therefrom used by the trustees of North Purchase cem - etery for perpetual care of lot of Ralph C. Ilill, or take any ac- tion in relation thereto. The Finance Committee recommend. no action necessary, as steps are taken to transfer the interest- money to North Purchase cemetery for care of lot of Ralph C. Hill.


Article 22. To see if the town will vote to raise and ap- propriate the sum of One Thousand Dollars ($1,000.00) for the purpose of repairing, rebuilding and draining Hayward Street Extension, from Mt. Pleasant street to East street, or take any action in relation thereto. The Finance Committee recommend the article be passed over, as ($1000 00) has been provided for in regular budget for the same.


Article 23. To see if the town will vote to raise and ap- propriate the sum of Five Hundred Dollars ($500.00) for the purchase and installing of three additional fire alarm boxes or take any action in relation thereto. The Finance Commit- tee recommend no action be taken.


Article 24. To see if the town will vote to raise and ap- propriate the sum of Fifteen Hundred Dollars ($1,500.00) for a 500 gallon pump to be installed on Hose 1, or take any ac- tion in relation thereto. The Finance Committee recommend favorable action.


Article 28. To see if the town will vote to transfer a sum of money from excess and deficiency account to revenne of 1928. The Finance Committee recommend favorable ac- tion.


Article 30. To see if the town will vote to raise and ap- propriate the sum of Two Thousand Dollars ($2,000.00) for the purpose of repairing Fells Avenue, or take any action in relation thereto. The Finance Committee recommend this be passed over and left in the hands of the highway surveyor.

Voted: To appropriate the dog tax for 1927 ($1,557.99) for Town Library.


Article 5. Voted: That all personal and real estate taxes shall become due and payable Oct. 15, 1928.


On all taxes remaining unpaid November 1, 1928, inter- est at the rate of six per cent per annum on all taxes amount- ing to Two Hundred Doilars, and eight per cent on all taxes in excess of Two Hundred Dollars shall be charged from Oc- tober 15, 1928.


The collector shall be paid eight-tenths of one per cent of each payment made to the town treasurer on account of taxes and assessments.


The collector shall pay all expenses of his office, namely printing, postage and office supplies.

He shall be allowed expenses for rent, telephone, light and heat of office room no v used by him, and all expenses, incurred by him at law or equity for collection of taxes or as- sessments.


Article 6. Voted: To piss over the article.


Article 7. Voted: That the town treasurer, with the ap- proval of the selectmen, be ard hereby is authorized to bor- row money on and after January 1, 1929, in anticipation of the revenue of the financial year beginning January 1, 1929, and to issue a note or notes therefor, payable within one year, any debt or debts incurred under this vote to be paid from the revenue of the financial year, beginning January 1, 1929. Article 3. Voted: That the Board of Public Welfare be directed to engage a competer t person to take charge of the active administration of the public welfare duties, and in con- nection therewith, he investigate and report to the Selectmen on applicants for and recipients of soldiers' relief, and the le- gal settlement of applicants and recipients of relief from the Board of Health. That they determine the length of service and establish the salary therefor.


Voted: To raise and appropriate the sum of Eight Hun- dred Dollars ($800.00), and appropriate the sum of Four Hun- dred Dollars ($100.00) from Public Welfare appropriation for the salary of person engaged for said purpose.

Article 15. The following motion was presented by Fran- cis H. Lally :-


Considering that the town of Milford has at present but one permanent memorial to those who served in the World War, and that one not centrally located. Considering also the present wooden Honor Roll, a temporary aff tir, wili soon need replacement, and remembering that the money in question was originally intended for war purposes, I make a motion that the sum of $3,293.99, surplus war bonus, as named in Article 15 of the warrant for this meeting be used for the pur- pose of erecting a suitable permanent memorial to those who served, and particularly to those who gave their lives in the World War. This memorial to be of bronze or stone, or a combination of both, suitably inscribed.


Voted: To lay the matter on the table.


Article 16. To raise and appropriate the sum of Three Thousand Dollars ($3,000.00) for the purpose of resur- facing Fountain street.


Voted: To pass over the remainder of the article.


Voted: To adjourn until Wednesday, March 14, 1928, at eight o'clock p. M. in Town Hall.

At any town meeting on any action involving the appro- priating or raising of a sum of m mey in excess of Ten Thou- sand Do'lur's ($10,000.00), it shall be necessary to have a vote taken by the voter's check list if a request for the same is made to the moderator in writing by 15 voters of the town. Said written request may be prepared before the meeting, and any action calling for the raising or appropriating where said request is presented shall not be valid, unless vote is taken by the check list.

Article 1. To choose a Moderator to preside at said meeting.


Article 2. To see if the town will vote to authorize the Selectmen to contract with the Milford Water Company for the installation of additional hydrants for providing water for fire purposes, raise and appropriate money therefor, or take any action in relation thereto.


And you are hereby directed to serve this warrant by posting up attested copies thereof at each of the Public Meet- ing Houses and at the Post Office in said to vn, also cause an attested copy to be published in the Milford Daily News, a newspaper published in said town, Two Sabbaths before the time set for said meeting.
