To either Constable of the Town of Milford, in said county, Greeting :


In the name of the Commonwealth aforesaid, you are hereby required to notify and warn the inhabitants of said town, qualified by law to vote in elections and in town affairs, to meet at the town hall, in said town, on Monday, the third of March, A. D. 1930, punctually at 5:45 o'clock in the forenoon, to act upon the following articles, namely :


(The polls may be closed at four o'clock in the afternoon on said day of meeting.)


Article 1. To choose a moderator to preside at said meeting.


Article 2. To choose all necessary town officers, a town clerk, town treasurer, tax collector, three selectmen, high- way surveyor (for one year), assessor (three years), member of board of public welfare (three years) , member of board of health (three years), sewer commissioner (three years), two members of the school committee (three years) , two trustees of public library (three years), two trustees of Vernon Grove Cemetery (three years), park commissioner (three years), member of planning board (three years), tree warden (one year), five con- stables (one year), to be voted for on ballots prepared and furnished in accordance with the provisions of Chapter 54, of the General Laws of Massachusetts, and amendments thereto.


Article 3. To hear and act upon the reports of the selectmen, town clerk, town treasurer, tax collector, town accountant, assessors, board of public welfare, board of health, sewer commissioners, school committee, trustees

of public library, trustees of Vernon Grove Cemetery, park commissioners, highway surveyor, chief of police, engi- neers of the fire department, town solicitor, inspector of wires, inspector of plumbing, inspector of animals, sealer of weights and measures, and any other officers or com- mittees of said town.


Article 4. To raise and appropriate such sum or sums of money as may be necessary to defray town expenses for the financial year beginning January 1, 1930.


Article 5. To determine when all taxes for the year 1930 shall become due and payable, the time from which interest on unpaid taxes of said year shall be charged, and the compensation of the collector of taxes for the year ensuing.


Article 6. To see if the town will vote to raise and appro- priate the sum of Four Hundred and Thirty Dollars ($430.00) towards defraying the expenses of Memorial Day.


Article 7. To see if the town will vote to authorize the treasurer, with the approval of the selectmen, to borrow money on and after January 1, 1931, in anticipation of the revenue of the financial year beginning January 1, 1931.


Article 8. To see if the town will vote to authorize the selectmen to take charge of all legal proceedings for or against the town.


Article 9. To see if the town will vote to raise and appro- priate the sum of Thirty Thousand Dollars ($30,000.00) for the purpose of constructing cement sidewalks on Main Street, or take any action in relation thereto.


Article 10. To see if the town will vote to raise and appro- priate the sum of Five Thousand Dollars ($5,000.00) for permanent improvements on town park, or take any action in relation thereto.


Article 11. To see if the town will vote to raise and appropriate a sum of money for the purpose of purchasing the property at the corner of Exchange and Congress Streets, and removing the house thereon, or take any action in relation thereto.


Article 12. To see if the town will vote to raise and

appropriate a sum of money for the purpose of providing a public comfort station, or take any action in relation thereto.


Article 13. To see if the town will vote to raise and appropriate a sum of money for the purpose of improving Round Pond, or take any action in relation thereto.


Article 14. To see if the town will vote to raise and appropriate a sum of money for the purpose of surveying Cedar Swamp Pond and placing proper bounds, or take any action in relation thereto.


Article 15. To see if the town will vote to raise and appropriate a sum of money for the purpose of improving the conditions in Godfrey Brook, and other brooks within the town, or take any action in relation thereto.


Article 16. To see if the town will vote to raise and appropriate a sum of money for the purpose of paying land damages caused by the reconstruction of the Milford- Upton state highway on West Street, or take any action in relation thereto.


Article 17. To see if the town will vote to raise and appropriate a sum of money for the purpose of paying land damages caused by the reconstruction of the state highway on East Main Street, or take any action in rela- tion thereto.


Article 18. To see if the town will vote to establish the salary of each member of the board of health at Two Hun- dred and Fifty Dollars ($250.00) per year, or take any action relative to establishing the salary of each member of the Board of Health.


Article 19. To see if the town will vote to appropriate the sum of Three Hundred Dollars ($300.00) for the pur- pose of painting rooms in town hall building, said sum having been raised and appropriated at a town meeting March 5, 1926, for the purpose of repairs in town hall.


Article 20. To see if the town will vote to transfer a sum of money from Excess and Deficiency Account to Revenue of 1930, or take any action in relation thereto.


Article 21. To see if the town will vote to transfer the

sum of Twenty-three Hundred Dollars ($2,300.00) from Overlay Reserve to Overlay of 1926.


Article 22. To see if the town will vote to raise and appropriate the sum of Ten Thousand Dollars ($10,000.00) for the purpose of defraying expenses in connection with the celebration of the One Hundred and Fiftieth (150th) Anniversary of the town in 1930, said money to be ex- pended under the direction of the committee appointed to plan and carry out the celebration, or take any action in relation thereto.


Article 23. To see if the town will vote to authorize the selectmen to renew the present contract with the Milford Electric Light & Power Company for street lighting, or take any action in relation thereto.


Article 24. To see if the town will vote to choose a director for county aid to agriculture in accordance with the provisions of Chapter 128, General Laws of Massa- chusetts, or take any action in relation thereto.


Article 25. To see if the town will vote to authorize the selectmen to appoint a committee to investigate and recom- mend to the next annual town meeting what action the town should take in regard to the establishment of a town forest.


Article 26. To see if the town will vote to raise and appropriate the sum of Twelve Thousand Dollars ($12,000.00) for the purpose of rebuilding West Street from the Milford-Upton state highway at a point near the Clancey property, towards Congress Street, said sum to be used in conjunction with money which may be allotted by the state and county for that purpose, or take any action in relation thereto.


Article 27. To see if the town will vote to raise and appropriate a sum of money for the purpose of building and constructing a suitable memorial to con tomate the services and sacrifices of persons who served in the World War, or take any action in relation thereto.


Article 28. To see if the town will vote to transfer the sum of $3,293.99 from the Surplus Wer Bonus Fund, and

the sum of $500.00 received by the town from the sale of the Pearl Street property to the fund required for the purpose of building and constructing a suitable memorial to commemorate the services and sacrifices of persons who served in the World War, or take any action in relation thereto.


Article 29. To see if the town will vote to authorize its sewer commissioners to appoint any member or members. of its board to any position necessary for the carrying out of its work or take any action in relation thereto.


Article 30. To see if the town will vote to raise and appropriate the sum of One Thousand Dollars ($1,000.00) for the purpose of installing approved traffic lights at the corner of Exchange, West and Congress Streets, or take any action in relation thereto.


Article 31. To see if the town will vote to authorize its finance committee to investigate the matter of a readjust- ment of the salaries of all elected town officers, and report at a future town meeting.


Article 32. To see if the town will vote to raise and appropriate the sum of Two Thousand Dollars ($2,000.00) for the purpose of repairing East Street from No. 2 to No. 89, a distance of 2,200 feet, and for the construction of a sidewalk from No. 65 East Street to No. 89 East Street, a distance of 650 feet, or take any action in relation thereto.


Article 33. To see if the town will vote to raise and appropriate the sum of Three Thousand Dollars ($3,000.00) for the purpose of repairing or reconstructing Central Street from the Charles River Bridge to its inter- section with Alden Street on Bear Hill, or take any action in relation thereto.


Article 34. To see if the town will vote to raise and appropriate the sum of Five Thousand Dollars ($5,000.00) for the purpose of constructing sidewalks, and resurfacing or macadamizing Beach Street, or take any action in rela- tion thereto.


Article 35. To see if the town will vote to raise and appropriate the sum of Three Thousand Dollars

($3,000.00) for the purpose of constructing an extension to the sewer system on Fairview Road to extend from East Walnut Street to Carroll Street, or take any action in relation thereto.


Article 36. To see if the town will vote to buy a piece of land now owned by Nellie Batchelor located between Hay- ward and Beach Streets, and raise and appropriate such sum of money as is necessary for this purpose, or take any action in relation thereto.


Article 37. To see if the town will vote to recommend that the board of selectmen grant licenses to conduct enter- tainments on the Lord's Day, in accordance with the pro- visions of General Laws, Chapter 136, or take any action in relation thereto.


Article 38. To see if the town will vote to raise and appropriate a sum not exceeding Twelve Thousand Dol- lars ($12,000.00) for the purpose of alterations in and addition to the Purchase Grammar School, or take any action in relation thereto.


Article 39. To see if the town will vote to raise and appropriate the sum of One Hundred Dollars ($100.00) to be paid to the trustees for County Aid to Agriculture in accordance with the provisions of and for the purposes of Chapter 128, General Laws of Massachusetts, or pass any vote or votes in relation thereto.


Article 40. To see if the town will vote to raise and appropriate the sum of Two Thousand Dollars ($2,000.00) for the purpose of repairing Beaver Street between Med- way Street and East Main Street, or take any action in relation thereto.


Article 41. To see if the town will vote to accept and allow the report of the selectmen on the laying out of Como Court.


Article 42. To see if the town will vote to accept and allow the report of the selectmen on the laying out of Prairie Street.


Article 43. To see if the town will vote to accept and

allow the report of the selectmen on the laying out of Sulmone Street.


And you are hereby directed to serve this warrant by posting up attested copies thereof at each of the public meeting houses and at the Post Office in said town; also cause attested copies to be published in the Milford Daily News and Milford Gazette, newspapers published in said town, two Sabbaths at least before the time set for said meeting.


Hereof fail not, and make due return of this warrant with your doings thereon to the clerk of said town, at the time of meeting aforesaid.

ANNUAL TOWN MEETING, MARCH 3, 1930 COMMONWEALTH OF MASSACHUSETTS

Milford, March 3, 1930.


At a legal meeting of the inhabitants of the Town of Milford, qualified by law to vote in elections and in town affairs, holden this third day of March, A. D. 1930, at 5:45 o'clock in the forenoon, the said inhabitants proceeded as follows :


The meeting was called to order by the town clerk, who proceeded to read the warrant.


After the reading of Articles 1 and 2, it was voted to dispense with the reading of the remainder of the Arti- cles in the warrant until the date of the adjourned town meeting to be determined later in the meeting.


The clerk read the remainder of the warrant after Arti- cle 43, and the officer's return thereon.


Article 1. A ballot was taken for a choice for moderator, the names of those voting being checked on the voting lists.


The result of the ballot was as follows ; whole number of ballots cast, two, all of which were for John T. McLoughlin.


John T. McLoughlin was declared elected moderator and was sworn to a faithful performance of his duties by the town clerk.


Article 2. To choose all necessary town officers.


The ballot box used in elections vas examined and found to be empty.


The register on the ballot box was set at 0000, the box locked and the keys delivered to John J. Moloney, Consta- ble in attendance at said meeting.


The following election officers appointed by the select-

men were sworn to a faithful performance of their duties by the town clerk.

Packages said to contain 7,200 official ballots, specimen ballots, cards of instructions and penalty cards were deliv-, ered to the moderator by the town clerk.


The ballots were then placed in the possession of the ballot clerks.


All legal requirements having been complied with the polls were declared open at 5:56 o'clock A. M.

During the voting the ballot box was opened, by unani- mous consent of the moderator and town clerk, twelve times for the purpose of taking out, sorting and counting the ballots, first at 9 o'clock A. M. when it registered 500, then at 10:10 o'clock A. M. when it registered 700, then at 10:35 A. M. when it registered 800, then at 11:20 A. M. when it registered 1000, then at 1:10 P. M. when it regis- tered 1450, then at 2:12 P. M. when it registered 1950, then at 3:03 o'clock P. M. when it registered 2350, then at 3:50 P. M. when it registered 2600, then at 4:54 P. M. when it registered 3000, then at 6:35 P. M. when it regis- tered 3900, then at 7:35 P. M. when it registered 4700, then at the close of the polls, 8 o'clock P. M. when it reg- istered 4895.


The ballot box register and the count of the tellers and ballot clerks checking the names of the voters on the voting lists, did not agree.


. The ballots having been sorted and counted and the whole number cast found to be 4888, said ballots were sealed in envelopes, placed in a box, which was sealed and the indorsement of the election officers placed thereon.
