the selectmen, be and hereby is authorized to borrow a sum not exceeding Thirteen Thousand Dollars ($13,000.00), and to issue bonds or notes of the town therefor, said bonds or notes to be payable in accordance with the provisions of Section 19, Chapter 44, of the General Laws, so that the whole loan shall be paid in not more than three years, or at such earlier dates as the treasurer and selectmen may determine.

The committee appointed by the selectmen to look into the matter of a suitable memorial to commemorate the services and sacrifices of persons who served in the World War, have at its meetings during the past several months given considerable thought and consideration to the sub- ject, both as to location and to kind of memorial, and have at this time two projects under consideration, but are not ready at this time to report, and would respectively ask to be given further time, and report at a later town meeting.

Article 36. Voted: That a committee of three be appointed to investigate and consider the matter, and re- port at a future town meeting. Alton H. Metcalf, Rudolph Mainini, and Michael S. McMahon were appointed a com- mittee by the moderator.

ADJOURNED TOWN MEETING, MARCH 14, 1930
In pursuance of a vote passed at the adjourned town meeting, March 11, 1930, the inhabitants of the town of Milford qualified by law to vote in elections and in town affairs met in Dewey Hall on the above date and proceeded as follows :
The meeting was called to order by John T. McLoughlin, moderator, at three o'clock P. M.
Article 37. To see if the town will vote to recommend that the board of selectmen grant licenses to conduct enter- tainments on the Lord's Day, in accordance with the pro- visions of general laws, Chapter 136, or take any action in relation thereto.
A vote was taken by a Yes and No ballot and the use of the voting lists.
Charles W. Gould, William E. Moore, George V. Larkin and John F. Maher were appointed by the moderator to check the voting lists.
Michael J. Collins and William J. Williams, Jr., were appointed to distribute ballots.
Harry L. Webber, Walter B. McFarland, Frank A. Bixby, Frank R. Fahey, Rudolph Mainini, John F. Damon, Joseph Kurlansky, Dominic Guiliani, Charles A. Humes, Edward D. Herlihy, John J. Kelley and Joseph S. Morey were appointed by the moderator to count the ballots.

In pursuance to the foregoing warrant, the inhabitants of the town of Milford, qualified by law to vote in elections and in town affairs, met in town hall in said town on Wed- nesday the twentieth day of August, A. D. 1930, and were called to order by the town clerk, who read the warrant and the officer's return thereon.
Under Article 1. The meeting made choice of John T. McLoughlin as moderator, the vote being unanimous.
Article 2. L. Blaine Libbey, secretary of the finance committee, submitted the following report for the com- mittee.

The finance committee submit the following report and recommendations on the articles contained in the town warrant to be acted upon at the special town meeting, Wednesday, August 20th.
Article 2. To see if the town will vote to transfer any part of the balance of the 1929 appropriation for the reconstruction of Main Street, to other accounts, or take any action in relation thereto.
The committee recommends favorable action under the article.

treated like all other departments of the town, and return to the town treasury all money received from sewer assessments.
They therefore recommend that in the future all money received from sewer assessments be turned into the town treasury.

To see if the Town will vote to appropriate for the purposes of general sewer construction any unex- pended balance that may be left from the sum of $3,000.00 which was appropriated at the last March meeting for the construction of sewer in Fairview Road, or take any action in relation thereto.
The committee recommends favorable action under the article.
Article 10. To see if the town will vote to raise and appropriate the sum of $1,200.00 for general appropria- tion, board of health, or take any action in relation thereto.
The committee recommends that the article be passed over, with the explanation that there is sufficient funds in the emergency Appropriation to take care of this amount, if found necessary later in the year.

The proposed amendment of the Constitution provides for the annulment of Article XXI of the Articles of Amend- ment of the Constitution and the substitution therefor of a new Article XXI, and for the annulment of Article XXII of the Articles of Amendment of the Constitution and the substitution therefor of a new Article XXII. The proposed amendment embodies in substance the following changes in and additions to said Articles XXI and XXII :
1. In proposed Article XXI, towns of twelve thousand inhabitants or more may be divided in forming represen- tative districts. No precincts, however, in such towns may be divided. In taking the census the special enumeration of legal voters shall specify the number residing in each pre- cinct of such towns. Under existing Amendment XXI no town may be divided and no specification of the number of voters in a precinct is required.
