Milford, March 7, 1930.
In pursuance to a vote passed at the annual town meet- ing, March 3, 1930, the inhabitants of the town of Milford qualified by law to vote in elections and in town affairs met in the town hall on the above date and proceeded as follows :
The meeting was called to order at eight o'clock P. M. by John T. McLoughlin, moderator.
Article 3. Voted : To receive and accept the reports of all town officers as printed in the annual town reports.
Article 4. L. Blaine Libbey, secretary of the finance committee, submitted the report of the finance committee, and after reading a part of the report and explaining the position of the committee on matters submitted to them, it was voted to dispense with further reading of the report.
Voted: To receive the report of the finance committee and act upon the same item by item.

REPORT OF THE FINANCE COMMITTEE OF THE TOWN OF MILFORD
February 28, 1930.
Mr. Moderator:
The finance committee during the past six weeks have held weekly meetings, in consultation with the various town boards, regarding the desired appropriations for 1930.
From the start it was evident that the amounts asked for would reach a total far in excess of any previous year, and call for a prohibitive tax rate.
Following the hearings the committee went over the figures submitted in the budget and special articles in the town warrant, and found the total far in excess of $700,000.00.
Such a sum, if appropriated, would demand a tax rate of approximately $40.00 a thousand, and would be too great a burden for any tax-payer to stand.
With these facts confronting the committee, any voter will see the necessity of making reductions in order to have a tax rate for 1930 comparable with that of 1929, viz, in the vicinity of $33.00. The report submitted to this meet- ing calls for appropriations amounting to $614,319.51, as compared with last year of $603,774.34. That is $10,545.17 over last year's figures. It is hoped that the voters will stand back of this report, and thereby make possible a 1930 tax rate very close to $33.00 per thousand. Any devia- tion by way of added appropriations made in this meeting will materially add to your tax rate coming due in the fall.

TOWN WARRANT
Article 5. To determine when all taxes for the year 1930 shall become due and payable, the time from which inter- est on unpaid taxes of said year shall be charged, and the compensation of the collector of taxes for the year ensuing.
The committee recommends the collector shall be paid $3,500.00 for all taxes and assessments collected and turned over to the town treasurer, the town to pay for office expenses, not including clerk hire.
Article 6. Calling for an appropriation of $430.00 for Memorial Day.
This amount has been included in the budget.
Article 9. To see if the town will vote to raise and appropriate the sum of $30,000.00 for the purpose of con- structing cement sidewalks on Main Street, or take any action in relation thereto.
The committee recommends that $25,000.00 be raised and appropriated for the purpose of rebuilding sidewalks on Main Street, the same to be constructed of cement, and that, to meet said appropriation, there be raised in the tax levy of the current year the sum of $12,000.00, and the

treasurer, with the approval of the selectmen, be and hereby is authorized to borrow a sum not exceeding $13,000.00 and to issue bonds or notes of the town there- for, said bonds or notes to be payable in accordance with the provisions of Section 19, Chapter 44, General Laws, so that the whole loan shall be paid in not more than one year, or at such earlier dates as the treasurer and select- men may determine.
Article 10. To see if the town will vote to raise and appropriate the sum of $5,000.00 for permanent improve- ments on town park, or take any action in relation thereto.
The committee recommends that the article be passed over.
Article 11. To see if the town will vote to raise and appropriate a sum of money for the purpose of purchasing the property at the corner of Exchange and Congress Streets, and removing the house thereon, or take any action in relation thereto.
The committee recommends that the article be passed over.
Article 12. To see if the town will vote to raise and appropriate a sum of money for the purpose of providing a public comfort station, or take any action in relation thereto.
The committee recommends that a committee be appointed to investigate the question and suitable loca- tions.
Article 13. To see if the town will vote to raise and appropriate a sum of money for the purpose of improving Round Pond, or take any action in relation thereto.
The committee recommends that the article be acted on favorably, and that $6,000.00 be raised and appropriated for the purpose, also that local contractors be favored in the work.
Article 14. To see if the town will vote to raise and appropriate a sum of money for the purpose of surveying

Cedar Swamp Pond and placing proper bounds, or take any action in relation thereto.
We recommend that $750.00 be raised and appropriated for the purpose stated in the article.
Article 15. To see if the town will vote to raise and appropriate a sum of money for the purpose of improving the conditions in Godfrey Brook, and other brooks within the town, or take any action in relation thereto.
The committee recommends that the article be passed over, with the suggestion that before commencing any work of this kind, that all abutters must first waive all land damages.
Article 16. To see if the town will vote to raise and appropriate a sum of money for the purpose of paying land damages caused by the reconstruction of the Milford- Upton state highway on West Street, or take any action in relation thereto.
Your committee has already provided for this article by including an item in the budget.
Article 17. To see if the town will vote to raise and appropriate a sum of money for the purpose of paying land damages caused by the reconstruction of the state highway on East Main Street, or take any action in rela- tion thereto.
The committee has already taken care of this article with an item in the budget.
Article 18. To see if the town will vote to establish the salary of each member of the board of health at $250.00 per year, or take any action relative to establishing the salary of each member of the board of health.
The committee recommends that the article be passed over, in view of the fact that the subject matter is con- tained in another article in the warrant, and would be better dealt with under that article.
Article 19. To see if the town will vote to appropriate the sum of $300.00 for the purpose of painting rooms in town hall building, said sum having been raised and

appropriated at a town meeting March 5, 1926, for the purpose of repairs in town hall.
We recommend that the $300.00 now standing on the books for town hall repairs be transferred, and appropri- ated for painting rooms in town hall building.
Article 20. To see if the town will vote to transfer a sum of money from Excess and Deficiency Account to Revenue of 1930, or take any action in relation thereto.
We recommend that the sum of $30,000.00 be trans- ferred from Excess and Deficiency to Revenue for 1930.
Article 21. To see if the town will vote to transfer the sum of $2,300.00 from Overlay Reserve to Overlay of 1926.
Your committee recommend the adoption of the article.
Article 22. To see if the town will vote to raise and appropriate the sum of $10,000.00 for the purpose of defraying expenses in connection with the celebration of the 150th Anniversary of the town in 1930, said money to be expended under the direction of the committee appointed to plan and carry out the celebration, or take any action in relation thereto.
The committee recommends that the article be adopted, and the sum of $10,000.00 be raised and appropriated.
Article 26. To see if the town will vote to raise and appropriate the sum of $12,000.00 for the purpose of re- building West Street from the Milford-Upton state high- way at a point near the Clancey property towards Con- gress Street, said sum to be used in conjunction with money which may be allotted by the state and county for the purpose, or take any action in relation thereto.
The committee recommends that the article be passed over, as it is doubtful if any allotment can be secured from the state and county this season in view of the road pro- gram already arranged for.
Article 27. To see if the town will vote to raise and appropriate a sum of money for the purpose of building and constructing a suitable memorial to commemorate the services and sacrifices of persons who served in the World War, or take any action in relation thereto.

The committee recommends that the article be passed over.
Article 28. To see if the town will vote to transfer the sum of $3,293.99 from the Surplus War Bonus Fund, and the sum of $500.00 received from the sale of the Pearl Street property to the fund required for the purpose of building and constructing a suitable memorial to com- memorate the services and sacrifices of persons who served in the World War, or take any action in relation thereto.
The committee recommends that the article be passed over.
Article 30. To see if the town will vote to raise and appropriate the sum of $1,000.00 for the purpose of install- ing approved traffic lights at the corner of Exchange, West, and Congress Streets, or take any action in relation thereto.
The committee recommends that the article be adopted, and the sum of $1,000.00 be raised and appropriated.
Article 32. To see if the town will vote to raise and appropriate the sum of $2,000.00 for the purpose of repair- ing East Street from No. 2 to No. 89, a distance of 2,200 feet, and for the construction of a sidewalk from No. 65 East Street to No. 89 East Street, a distance of 650 feet, or take any action in relation thereto.
The committee recommends that the article be passed over because the highway surveyor has agreed to do this work.
Article 33. To see if the town will vote to raise and appropriate the sum of $3,000.00 for the purpose of recon- structing Central Street from the Charles River Bridge to its intersection with Alden Street, on Bear Hill, or take any action in relation thereto.
The committee recommends that the article be passed over, for the reason that the highway surveyor has agreed to do this work from his general appropriation.
Article 34. To see if the town will vote to raise and appropriate the sum of $5,000.00 for the purpose of con-

structing sidewalks, and resurfacing or macadamizing Beach Street, or take any action in relation thereto.
The committee recommends that the article be passed over, for the reason that the highway surveyor has agreed to give this article his attention.
Article 35. To see if the town will vote to raise and appropriate the sum of $3,000.00 for the purpose of con- structing, an extension to the sewer system on Fairview Road to extend from East Walnut Street to Carroll Street, or take any action in relation thereto.
The committee recommends that the article be passed over, as it is the understanding of the committee that this street sewer extension is included in the program of the sewer commissioners.
Article 36. To see if the town will vote to buy a piece of land now owned by Nellie Batchelor located between Hayward and Beach Streets, and raise and appropriate such sum of money as is necessary for this purchase, or take any action in relation thereto.
The committee recommends that the article be passed over.
Article 38. To see if the town will vote to raise and appropriate a sum not to exceed $12,000.00 for the pur- pose of alterations in and addition to the Purchase Gram- mar School, or take any action in relation thereto.
The committee recommends that the article be accepted, and the sum of $12,000.00 be raised and appropriated.
Article 39. To see if the town will vote to raise and appropriate the sum of $100.00 to be paid to the trustees for county aid to agriculture in accordance with the provi- sions of and for the purposes of Chapter 128, General Laws of Massachusetts, or pass any vote or votes in relation thereto.
The committee recommends that the article be passed over, because an item has been inserted in the budget for this purpose.
Article 40. To see if the town will vote to raise and appropriate the sum of $2,000.00 for the purpose of repair-

ing Beaver Street between Medway Street and East Main Street, or take any action in relation thereto.
The committee recommends that the article be passed over, for the reason that the highway surveyor has agreed to do this work.

Voted : To appropriate the dog tax for 1929 ($1,305.81) for town library.
An amendment to increase the amount recommended by the committee to be raised and appropriated for pay of members of the fire department from $17,340.00 to $18,450.00 was defeated on a voice vote.
An amendment to increase the amount recommended by the committee to be raised and appropriated for the school department from $204,055.00 to $207,555.00 was defeated on a voice vote.
The vote was doubted, a standing and hand vote was asked for, and the moderator called for a standing and hand vote.
John F. Damon, Benjamin J. Clancey, Ernest E. O'Brien, Maurice J. Quinlan, Joseph Kurlansky, William A. Birmingham and P. Eugene Casey were appointed tellers to count the vote. Result of the vote: Yes 431, No 443. The moderator declared the amendment lost. The vote was doubted.
It was voted that the question be determined by the use of a Yes and No ballot, and the voting lists.
The same tellers were appointed to receive and count the vote.
William E. Moore, Joseph V. Carey, Joseph A. Visconti, and George V. Larkin were appointed to check the voting lists.
Result of the vote: Yes 438, No 426.
The moderator declared the amendment carried, and it was voted to raise and appropriate $207,555.00 for the school department.
Voted : To take up Article 37.
A motion was made that a Yes and No ballot be taken and the voting lists used in determining the question under Article 37, in Dewey Hall, on Monday, March 10, 1930, from two o'clock P. M. until eight o'clock P. M.
The motion was amended that the question be deter- mined by a Yes and No ballot in Dewey Hall on Wednes-

day, March 12, 1930, from two o'clock P. M. until eight o'clock P. M.
The amendment and motion were declared lost on a voice vote.
Voted: To adjourn until Tuesday, March 11, 1930, at eight o'clock P. M. in town hall.

John T. McLoughlin, moderator, paid tribute to the memory of Hon. William Howard Taft, ex-Chief Justice and former President of the United States, and the follow- ing resolutions were adopted :
RESOLUTIONS
Resolved : That the voters of Milford, in annual town mesting assembled, have heard with deep regret and pro- found sorrow of the death of Hon. William Howard Taft, ex-Chief Justice and former President of the United States.
Resolved: That as a further mark of respect, business of the meeting be suspended and that the voters stand with bowed heads as a silent tribute to his memory.
Resolved : That the clerk be directed to communicate a copy of these resolutions to the family of the deceased.

Article 5. Voted : That all personal and real estate taxes shall become due and payable October 15, 1930.
On all taxes remaining unpaid November 1, 1930, inter- est at the rate of six per cent per annum on all taxes amounting to Two Hundred Dollars ($200.00) and eight per cent per annum on all taxes in excess of Two Hundred Dollars ($200.00) shall be charged from October 15, 1930.
The collector shall be paid the sum of Thirty-five Hun- dred Dollars ($3,500.00) per annum for the collection of all taxes and assessments; the town of Milford shall pay all expenses incurred by the collector in law or equity in collecting said taxes and assessments.
The town of Milford shall pay all expenses of the col- lector's office, excepting only clerk hire, which expense shall be paid by the collector from his own salary.
Article 6. Voted : To pass over the article.
Article 7. Voted: That the town treasurer, with the approval of the selectmen, be and hereby is authorized to borrow money on and after January 1, 1931, in anticipa- tion of the revenue of the financial year beginning Janu- ary 1, 1931, and to issue a note or notes therefor, payable within one year, any debt or debts incurred under this vote to be paid from the revenue of the financial year begin- ning January 1, 1931. Yes 442, No 0.
Article 8. Voted: That the selectmen be authorized to take charge of all legal proceedings for or against the town.
Article 9. Moved : That the town raise and appropriate the sum of Twenty-five Thousand Dollars ($25,000.00) for the purpose of constructing sidewalks on Main Street, the same to be constructed under the supervision and control of the selectmen in accordance with the specifications of the department of public works, division of highways, and bids for same to be restricted to Milford contractors, and that to meet said appropriation there be raised in the tax levy of the current year the sum of Twelve Thousand Dol- lars ($12,000.00), and the treasurer, with the approval of
