WARRANT FOR THE ANNUAL TOWN MEETING, MARCH 7, 1932.


COMMONWEALTH OF MASSACHUSETTS.


Worcester ss.


To either Constable of the Town of Milford, in said County, Greeting:


In the name of the Commonwealth aforesaid, you are hereby required to notify and warn the inhabitants of said Town, qualified by law to vote in Elections and in Town af- fairs, to meet at the Town Hall, in said Town, on Monday, the seventh day of March, A. D. 1932, punctually at 5.45 o'clock in the forenoon, to act upon the following articles, namely :-


(The polls may be closed at four o'clock in the afternoon on said day of meeting.)


Article 1. To choose a Moderator to preside at said meet- ing.


Article 2. To choose all necessary Town Officers, a town clerk, town treasurer, tax collector, three selectmen, highway surveyor, (for one year), assessor, (three years), member of the board of public welfare (three years), member of board of health (three years), sewer commissioner (three years), two members of the school committee (three years), two trustees of public library, (three years), two trustees of Vernon Grove Cemetery (three years), two trustees of Vernon Grove Ceme- tery (two years), park commissioner, (three years), member of planning board (three years), member of planning board (two years, to fill vacancy), tree warden (one year), five constables (one year), to be voted for on ballots prepared and furnished in accordance with the provisions of Chapter 54, General Laws of Massachusetts, and amendments thereto.


Article 3. To hear and act upon the reports of all town officers or committees of said town.


Article 4. To raise and appropriate such sum or sums of

money as may be necessary to defray town expenses for the financial year beginning January 1, 1932.


Article 5. To determine when all taxes for the year 1932 shall become due and payable, the time from which interest on unpaid taxes of said year shall be charged, and the com- pensation of the collector of taxes for the year ensuing.


Article 6. To see if the town will vote to authorize the treasurer, with the approval of the selectmen, to borrow money on and after January 1, 1933, in anticipation of the revenue of the financial year beginning January 1, 1933.


Article 7. To see if the town will vote to authorize the treasurer, with the approval of the selectmen, to renew any note or notes issued in anticipation of revenue of 1932, as may be given for a period of less than one year, in accordance with Section 17, Chapter 44 of the General Laws, any debt or debts incurred under this vote to be paid from the revenue of the financial year beginning January 1, 1932.


Artiele 8. To see if the town will vote to authorize the selectmen to take charge of all legal proceedings for or against the town.


Article 9. To see if the town will vote to raise and ap- propriate the sum of One Hundred Dollars ($100.00) to be paid to the Trustees for County Aid to Agriculture, in ac- cordance with the provisions of and for the purposes of Chap- ter 128, General Laws of Massachusetts, or pass any vote or votes in relation thereto.


Article 10. To see if the town will vote to choose a di- rector for County Aid to Agriculture, in accordance with the provisions of Chapter 128, General Laws of Massachusetts, or take any action in relation thereto.


Article 11. To see if the town will vote to appropriate the dog tax of 1931, Twelve Hundred Seventy Dollars and thirty-five cents ($1,270.35) for Town Library.


Article 12. To see if the town will vote to raise and ap- propriate the sum of Twenty Thousand Dollars ($20,000.00), for the purpose of re-constructing Main and E. Main streets

from the New York, New Haven & Hartford R R crossing to the junction of East Main and Medway Streets, of perma- nent pavement, re-inforced concrete, said money to be used in conjunction with money allotted by the Commonwealth and County for this purpose, or take any action in relation there- to.


Article 13. To see if the town will vote to raise and ap- propriate the sum of Ten Thousand Dollars ($10,000.00) for the cleaning of Godfrey Brook and other brooks throughout the town, or take any action in relation thereto.


Article 14. To see if the town will vote to raise and ap- propriate the sum of Five Thousand Dollars ($5,000 00) for the purpose of covering Charles River with stone masonry, side walls and re-inforced concrete top slab, from Central Street northerly, as far as the appropriation will go, or take any action in relation thereto.


Article 15. To see if the town will vote to raise and ap- propriate the sum of Four Thousand Dollars ($4,000.00) in ad- dition to the usual Park appropriation, for the purpose of building a tennis court, the laying of a drain pipe where the present brook is now, and other general Park improvements, or take any action in relation thereto.


Article 16. To see if the town will vote to raise and ap- propriate the sum of Two Thousand One Hundred Dollars ($2,100 00) for the purpose of macadamizing Beich Street Ex- tension, from Central Street, a distance of nine hundred feet, or take any action in relation thereto.


Article 17. To see if the town will vote to raise and ap- propriate the sum of Six Hundred Dollars ($600 00) for the purpose of constructing a sidewalk or sidewalks on Beach Street Extension, from Central Street, or take any action in relation thereto.


Article 18. To see if the town will vote to raise and ap- propriate the sum of Seven Hundredand Fifty Dollar ($750.00) for the purpose of repairing Ferguson Street, or take any ac- tion in relation thereto


Article 19. To see if the town will vote to record itself

in favor of a general ten per cent (10%) reduction in all sala- ries paid by the town, or take any action in relation thereto.


Article 20. To see if the town will vote to appoint a committee to investigate the present rates charged by the Milford Electric Light and Power Company, and the Milford Gas Light Company, and the Milford Water Company, or take any action in relation thereto.


Article 21. To see if the town will vote to accept the provisions of General Laws, Chapter 32, Section 85, as amend- ed by the Acts of 1931, Chapter 161, relative to the providing of pensions for policemen and firemen in towns, or take any action in relation thereto.


Article 22. To see if the Town will vote to establish an annual salary for the Inspector of Plumbing in accordance with the provisions of Chapter 142, Section 12, of the General Laws, or take any action in relation thereto.


Article 23. To see if the town will vote to accept Seo- tion 120 A of the General Laws of Massachusetts and require the payment by the licensee of a further fee, if established by the town meeting, for each animal slaughtered under such li- cense, or take any action in relation thereto.


Article 24. To see if the town will vote to raise and ap- propriate a sum of money for the purpose of constructing manholes on Madden Avenue, or take any action in relation thereto.


Article 25. To see if the town will instruct the Modera- tor to appoint a committee, consisting of not more than seven to investigate the advisability of changing the form of town government, said committee to report at a special town meet- ing to be held not later than November 1, 1932, or take any action in relation thereto.


Article 26. To see if the town will vote to change the name of that portion of Prospect and Elm Streets, respective- ly, over which the new Cape Highway, so-called, has been con- structed, to "American Legion Parkway", or take any action in relation thereto.

Article 27. To see if the town will vote to accept and allow the report of the Selectmen on the laying out of a pub- lic way to be known as Courtland Street Extension.


Article 28. To see if the town will vote to raise and ap- propriate the sum of Three Hundred Dollars ($300.00) for land damages caused by the laying out of said Courtland Street Extension.


Article 29. To see if the town will vote to accept and allow the report of the Selectmen on the relocation and alter- ation of the northerly line of West Street from the easterly line of Highland Street, easterly for a distance of about 330 feet.


Article 30. To see if the town will vote to raise and ap- propriate a sum or sums of money for the purpose of paying land damages caused by the relocation and alteration of said northerly line of West street.


And you are hereby directed to serve this warrant by posting up attested copies thereof at each of the Public Meet- ing Houses and at the Post Office in said town; also cause at- tested copies to be published in the Milford Daily News and Milford Gazette, newspapers published in said town, two Sab. baths at least before the time set for said meeting.


Hereof Fail Not, and make due return of this warrant with your doings thereon to the Clerk of said town, at the time of meeting aforesaid.

Pursuant to the within warrant, I have notified the in- habitants of the Town of Milford, herein described, to meet at the time and place, and for the purposes within mentioned, by posting up attested copies of this warrant at each of the Pub- lic Meeting Houses, and at the Post Office in said Town, and I have likewise caused attested copies of this warrant to be published in the Milford Daily News and Milford Gazette, newspapers printed in said Town, two Sabbaths before the time set for said meeting.

ANNUAL TOWN MEETING, MARCH 7, 1932.

At a legal meeting of the inhabitants of the Town of Milford, qualified by law to vote in elections and in town affairs, holden this seventh day of March, 1932, at 5.45 o'clock in the forenoon, the said inhabitants proceeded as follows :


The meeting was called to order by the Town Clerk, who proceeded to read the warrant at 5.45 o'clock A. M.


After the reading of Articles 1 and 2, it was voted: To dispense with the reading of the remainder of the articles in the warrant until the date of the adjourned Town Meet- ing, to be determined later in the meeting.


The Clerk read the remainder of the warrant after Arti- cle 30, and the officer's return thereon.


Article 1. A ballot was taken for a choice for Moderator,

the names of those voting being checked on the voting lists.


The result of the ballot was as follows: Whole number of votes cast, two; all of which were for John T. McLoughlin. John T. McLoughlin was declared moderator, and sworn to a faithful performance of his duties by the Town Clerk.


Article 2. To choose all necessary town officers.


The ballot box used in elections was examined and found to be empty.


The register on the ballot box was set at 0000, the box locked, and the keys delivered to John J. Moloney, constable in attendance at said meeting.


The following election officers appointed by the Select- men were sworn to a faithful performance of their duties by the Town Clerk.


Tellers to check voting lists at the polls: J Roy Kerr and Harry C. Tilden


Ballot clerks : Edward B. Blain, John F. Maher, Henry I. Cahill, Michael J. Collins.


The following additional ballot clerks, appointed by the moderator, were sworn to a faithful performance of their duties by the Town Clerk: Joseph T. Hayes, David Davoren, William J. Williams, George E. Stanley.


Packages said to contain 7380 official ballots, specimen ballots, cards of instructions and penalty cards were delivered to the moderator by the Town Clerk.

All legal requirements having been complied with, the polls were declared open at 5.52 o'clock A. M.


Voted: To close the polls at eight o'clock P. M.


Voted: That after the completion of action under Arti- cle 2, the meeting be adjourned until Friday, March 11, 1932, at eight o'clock P. M. in Town Hall.


During the voting the ballot box was opened, by unani- mous consent of the moderator and Town Clerk, for the pur- pose of sorting and counting the ballots, first at 11.20 A M. when the box registered 1000, then at 2 o'clock P. M when it registered 1800, then at 4 30 o'clock P.M when it registered. 2900, then at 5.55 o'clock P. M when it registered 3790, then

at the close of the polls, 8 o'clock P. M. when it registered 4860. The number of names checked on the voting lists was 4862.

The following tellers appointed by the moderator to fill vacancies in list appointed by the selectmen were sworn to a faithful performance of their duties by the Town Clerk:

The ballots having been sorted and counted and the whole number cast found to be 4862, said ballots were sealed in envelopes, placed in a box which was sealed and the en- dorsement of the election officers placed thereon.


The voting lists used at the polls and at the tables of the ballot clerks were sealed and endorsed by the tellers checking the lists and the ballot clerks.


The ballots cast and the voting lists were delivered to the Town Clerk.


The Town Clerk then read the result of the ballot. The vote was announced at 8.30 o'clock A. M., March 8, 1932.
