In pursuance to a vote passed at the Annual Town Meet- ing, March 7, 1932, the inhabitants of the Town of Milford,

qualified by law to vote in Elections and in Town Affairs, met in Town Hall on the above date and proceeded as follows:


The meeting was called to order at eight o'clock by John T. McLoughlin, moderator.


Article 3. Voted: To receive and accept the reports of all Town Officers as printed in the annual town reports.


Article 4. L. Blaine Libbey, Secretary of the Finance Com- mittee, submitted the report of the Committee, and after read- ing a part of the report it was voted to defer further reading of the report until action under Article 19.


Voted: To take up Article 19, and act thereon.


A motion to pass over the Article was declared carried on a voice vote, and then doubted.


The motion was again put to the meeting and defeated on a voice vote.


A motion to use the voting lists and determine the ques- tion by a ballot was defeated on a voice vote.


A motion to determine the question by a standing vote was carried, on a voice vote.


A motion, That the Town record itself against a general ten per cent reduction in all salaries paid by the Town, was laid on the table by a voice vote.


Voted: To take up Article 4.


Voted: To raise and appropriate the sum of $112.50 as compensation for the Moderator.


Article 19. Voted: To take the matter relative to salary reductions from the table. Voice vote.


It was moved: That the Town record itself in favor of a general ten per cent reduction in all salaries paid by the Town, and that the question be determined by ballot and the use of the voting lists.


Voted: To determine the question by ballot and use of the voting lists.


The Moderator appointed John F, Maher, Edward N. Blain, William E Moore and Walter B. MoFarland to check voting lists, and Daniel J. O'Connell, George V. Larkin and J. Roy Kerr to receive ballots.

REPORT OF THE FINANCE COMMITTEE OF THE TOWN OF MILFORD.


MARCH 11, 1932.


Mr. Moderator.


The Finance Committee, an unpaid Town Board, consist- ing of fifteen members, composed of Marcus W. Rose, Myron Morey, Norry Miett, Michael S. MeMahon, L. Blaine Libbey, John F. Damon, Philip S. Kimball, Patrick C. J. Dacey, Ru- dolph Mainini, Joseph Morcone, Walter L. Adams, Alton H. Metcalf, Frederick T. Cahill, William H. Casey, Patrick L. Lally, appointed by the Selectmen, submit their annual report.


They have given unlimited time in considering the ex- penses and suggested expenditures of the Town, and adhered strictly to a policy of co-operative effort with officials, stress- ing at all times a desire to secure needed economy.


The present unsettled conditions and consequent readiness of voters generally to become alarmed have actuated the com- mittee to carefully search out all possible savings and relieve all unnecessary burdens to officials and taxpayers alike.


The appropriations recommended should be sufficient in all cases for the proper conduct of the particular department, and the Finance Committee will not look with favor on any further appropriations which may be asked for later in the year.


We urge the voters to follow the recommendations of rhe Committee, and not be swerved by efforts of any organized group to increase expenditures. The Committee's report was printed in full in the local paper. By following its recom-

mendations a substantial saving of approximately $37,686.68 may be had over last year's figures.


The report contains two sets of figures, in as much as favorable action by the meeting under Article 19, will reduce the appropriations ten per cent. We recommend that Article 19 be next considered, in order that proper appropriations thereafter may be made for all purposes.

TOWN WARRANT.


Article 9. To see if the Town will vote to raise and appropriate the sum of $100.00 to be paid to the trustee for County Aid to Agriculture, in accordance with the provisions of and for the purpose of Chapter 128, General Laws of Mas- sachusetts, or pass any vote or votes in relation thereto.


The Finance Committee recommends favorable action under the article, and that $25.00 be raised and appropriated under the article,


Article 11. To see if the Town will vote to appropriate the dog tax, of 1931, ($1,270.35) for Town Library.


The Finance Committee recommends favorable action under the article.


Article 12. To see if the Town will vote to raise and appropriate the sum of $20,000.00 for the purpose of recon- structing Main and East Main Streets, from the N. Y., N. H. & II. R. R. crossing, to the junction of East Main and Med- way Streets, of permanent pavement, re-inforced concrete, said money to be used in conjunction with money allotted by the Commonwealth and County for this purpose, or take any action in relation thereto.


The Finance Committee recommends favorable action under the article, and that the sum of $5,000.00 be raised and appropriated out of the 1932 tax levy, the balance of $15,- 000.00 to be spread over the following three years, $5,000.00 to be paid each year, and the treasurer with the approval of the selectmen, be and hereby is authorized to borrow a sum not exceeding $15,000.00, and to issue bonds or notes of the town therefor, said bonds or notes to be payable in accordance with the provisions of Section 19, Chapter 44, of the General Laws, so that the whole loan shall be paid in not more than four years, or at such earlier dates as the treasurer and select- men may determine.


Article 13. To see if the Town will vote to raise and ap- propriate the sum of $10,000.00 for the cleaning of Godfrey brook, and other brooks throughout the Town, or take any action in relation thereto.

The Finance Committee recommends that the article be passed over.


Article 14. To see if the Town will vote to raise and ap- propriate the sum of $5,000 00 for the purpose of covering Charles River with stone masonry side walls, and re-inforced concrete top slab, from Central street northerly, as far as the appropriation will go, or take any action in relation thereto.


The Finance Committee recommends that the article be passed over.


Article 15. To see if the Town will vote to raise an 1 ap- propriate the sum of $4,000.00 in addition to the usual Park: appropriation, for the purpose of building a tennis court, the laying of a drain pipe, where the present brook is now, and other general park improvements, or take any action in rela- tion thereto.


The Finance Committee has provided the sum of $500 00 in the budget to purchase and lay drain pipe along Walnut Street, to take care of the brook complaint, said drain to be installed uuder the direction of the Highway Surveyor. The committee recommends that the rest of the article be passed over.


Article 16. To see if the Town will vote to raise and appropriate the sum of $2,100 00 for the purpose of macada- mizing Beach Street Extension, from Central Street, a dis- tance of nine hundred feet, or take any action in relation thereto.


The Finance Committee recommends that the article be passed over.


Article 17. To see if the Town will vote to raise and appropriate the sum of $600.00 for the purpose of construct- ing a sidewalk or sidewalks on Beach Street Extension, from Central Street, or take any action in relation thereto.


The Finance Committee recommends that the article be passed over.


Article 18. To see if the Town will vote to raise and appropriate the sum of $750 00 for the purpose of repairing Ferguson Street, or take any action in relation thereto.

Article 19. To see if the Town will vote to record itself in favor of a general 10 per cent (10%) reduction in all salar- ies paid by the Towu, or take any action in relation thereto.

Article 20. To see if the Town will vote to appoint a committee to investigate the present rates charged by t' e . Milford Electric Light and Power Company, the Milford Gas Light Company, and the Milford Water Company or take any action in relation thereto

Article 21. To see if the Town will vote to accept the provisions of General Laws, Chapter 32, Section 85, as amend- . ed by the Acts of 1931, Chapter 161, relative to the providing of pensions for policemen and firemen in Towns, or take any action in relation thereto.


The Finance Committee recommends that the article be passed over.


Article 22. To see if the Town will vote to establish an annual salary for the Inspector of Plumbing in accordance with the provisions of Chapter 142, Section 12, of the General Laws, or take any action in relation thereto.


The Finance Committee recommends that the article be passed over.


Article 23. To see if the Town will vote to accept Sec- tion 120 A, of the General Laws of Massachusetts, and re- quire the payment by the licensee of a further fee, if estab- lished by the Town meeting, for each animal slaughtered under such license, or take any action in relation thereto.

Article 24. To see if the Town will vote to raise and appropriate a sum of money for the purpose of construction

manholes on Madden Avenue, or take any action in relating thereto.

In pursuance to a vote passed at the adjourned Town Meeting, March 11, 1932, the inhabitants of the town of Mil- ford, qualified by law to vote in elections and in town affairs, met in Town Hall on the above date and proceeded as follows:


The meeting was called to order at eight o'clock p. m , by John T. McLoughlin, Moderator.


Voted: To take up Article 4.


Voted: To raise and appropriate the sum of Ninety three dollars and Sixty-one cents ($93.61) for unpaid bills, Main street sidewalks, 1930.


Moved: To reconsider that part of the report of the Fi- nance Committee whereby it was voted: To raise and appro- priate the sum of One Hundred and Fifty Dollars ($150.00) for Memorial Day, Post 22, G. A. R.


The motion was declared lost. Yes, 152. No, 177.


Article 5. Voted: That all personal and real estate taxes shall become due and payable October 15, 1932.


On all taxes remaming unpaid November 1, 1932, interest at the rate of six per cent (6%) per annum, on all taxes amounting to Two Hundred Dollars ($200.00), and eight per cent (8%) per annum on all taxes in excess of Two Hundred Dollars ($200.00) shall be charged from October 15, 1982.


The Collector shall be paid the sum of Thirty- five Hun- dred Dollars ($3,500.00) per annum for the collection of all taxes and assessments. The town of Milford shall pay all ex- penses incurred by the Collector in law and equity in collect- ing said taxes and assessments.


The town of Milford shall pay all expenses of the Collec- tor's office, excepting clerk hire, which expense shall be paid by the Collector from his own salary.

row money from time to time in anticipation of the revenue of the financial year, beginning January 1, 1982, and to issue a note or notes thereof, payable within one year, and to re- new such note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws, any debt or debts incurred under this vote to be paid from the revenue of the financial year beginning Jan- uary 1, 1933. Article 7. Voted: That the Town Treasurer, with the approval of the Selectmen, be and hereby is authorized to re- new any note issued in anticipation of the revenue of the year 1933, given for a period of less than one year, in accordance with Section 17, Chapter 44 of the General Laws, any debt or debts incurred under this vote to be paid from the revenue of the financial year beginning January 1, 1932. Article 8. Voted: That the Selectmen be authorized to take charge of all legal proceedings for or against the town.


Article 9. Voted: To pass over the article.


Article 10. Mrs. Nettie M. Rose was chosen director for County Aid to Agriculture for one year under the provisions of Chapter 128, General Laws of Massachusetts.


Voted: To pass over the remainder of the article.


Article 11. Voted: To appropriate the dog tax of 1931 Twelve Hundred Seventy Dollars and Thirty-five Cents ($1,270.35) for Town Library.


Article 12. Voted: That the town raise and appropriate the sum of Twenty Thousand Dollars ($20,000 00) for the pur- pose of reconstructing Main and East Main Streets from the New York, New Haven & Hartford R. R. crossing to the junction of East Main and Medway Streets, of permanent pavement, re-inforced concrete, said money to be used in con- junction with money allotted by the Commonwealth and County for this purpose, the same to be constructed under the supervision and control of the Selectmen in accordance with the specifications of the Department of Public Works, Divi- sion of Highways, and that to meet said appropriation there be raised in the tax levy of the current year, the sum of Five
