In pursuance to a vote passed at the adjourned Town Meeting, March 15, 1933, the inhabitants of the Town of Milford, qualified by law to vote in elections and in Town affairs, met in Town Hall on the above date and pro- ceeded as follows :


The meeting was called to order at eight o'clock P. M. by John T. McLoughlin, Moderator.


Article 13. Voted: To take matter from the table. Voice vote.


Voted: That the Town accept contributions made by the employees of the School Department for the year 1933 and authorize the Town Accountant and the Town Treasurer to credit all such contributions which may have been made or which are to be received up to De- cember thirty-first, nineteen hundred and thirty-three, to the appropriation voted for the School Department, in addition to such sums appropriated by the Town. Voice vote.


Voted: To take up Article 4.


Voted: To take up the report of the Finance Commit- tee and act upon the same item by item.


REPORT OF THE FINANCE COMMITTEE


In making up the report of the Finance Committee for the year 1933, it seems unnecessary to emphasize the real necessity for further economy and more reduction over 1932.


Your committee feel that, unlike years in the past, it is not now a question of the needs of the department as much as the ability of the citizens to meet the tax levy. The long lists in the daily paper of property, including

many homes sold for taxes, speak in language stronger and more eloquent than is at the command of your Finance Board. That worthy citizens should lose their homes, or any property for that matter, through no fault of their own should be the concern of every citizen.


There seems to be no question but that the Collector of Taxes finds it more difficult each year to gather the funds necessary to carry on the functions of the Town. This in turn has an effect on the Town's credit and makes it diffi- cult for our Treasurer to negotiate loans in anticipation of taxes, which may cause deferred payments of bills and weekly payrolls, which again reflects discredit on our Town as a going concern. This present unsatisfactory condition is, unfortunately, not just a local matter, but is universal.


The national income is less than half, and many basic industries are working below 25 per cent of normal with no indications of improvement visible at present, in which case it seems the part of prudence to lay plans for its continuance for some time to come.


Your committee lays no claim to being infallible, but at least have made an honest effort to prepare a budget which would be fair to both the taxpayers and the Town employees. To get exact and entailed information on all items of the various departments would require more time than your Board has at its disposal, but any matter which seems to warrant it has been looked into thor- oughly by individual members or sub-committees,, and for that reason we would ask that you do not lightly dis- regard the recommendations of your Finance Board who have the difficult task of considering the merits of an ap- propriation, and also the ability of the taxpayers to pay the bill.

Article 4. Motion to increase certain appropriations laid on the table.


Voted: To reconsider Article 5. Voice vote.


Article 5. Voted: That all personal and real estate taxes shall become due and payable October 15, 1933.


On all taxes remaining unpaid Nov. 1, 1933, interest at the rate of six per cent per annum, on all taxes amounting to Two Hundred Dollars ($200.00) and eight per cent per annum on all taxes in excess of Two Hundred Dollars ($200.00) shall be charged from October 15, 1933.

The Collector shall be paid the sum of Thirty-five Hun- dred Dollars ($3,500.00) per annum for the collection of all taxes and assessments, and that the Town accept a five per cent voluntary contribution, and a further con- tribution if necessary.


The Town of Milford shall pay all expenses incurred by the Collector in law and equity in collection of said taxes and assessments.


The Town of Milford shall pay all expenses of the Col- lector's office, excepting Clerk hire, which expense shall be paid by the Collector from his own salary.


Article 8. Voted: To appropriate the sum of Thirteen Hundred Fourteen Dollars and Eight Cents ($1,314.08), dog tax of 1932, for Town Library.


Article 9. Voted: To pass over the Article.


Article 10. Mrs. Nettie M. Rose was chosen as Direc- tor for County Aid to Agriculture, in accordance with the provisions of and for the purposes of Chapter 128, General Laws of Massachusetts.


Voted: To pass over the remainder of the Article.


Article 11. Voted: To pass over the Article.


Article 12. Voted: That the sum of Ninety-seven Thousand and Twenty Dollars ($97,020.00) being the amount of the assessment already made for the Town's proportion of the cost of providing the Worcester County Tuberculosis Hospital be and the same is hereby appro- priated, and that of said amount the sum of Seven Thou- sand and Twenty Dollars ($7,020.00) be raised in this year's tax levy and the balance of Ninety Thousand Dol- lars ($90,000.000) be funded as authorized by Chap- ter 111 of the Acts of 1932, and paid in substantially equal installments over a period of fifteen years in ac- cordance with the provisions of said Chapter 111, and the Town Clerk be and hereby is directed to file with the County Commissioners promptly a copy of this vote and any other papers requested.
