Article 27. To see if the town will vote to raise and appropriate the sum of Five hundred dollars ($500.00) for use by the Selectmen and the Milford Athletic Field Com- mittee in establishing a temporary baseball diamond, keeping the grass cut and doing any necessary main- tenance of the property of the Town at the new athletic field located on Granite St. Extension, or take any action in relation thereto.
Article 28. . To see if the Town will vote to put the Tree Warden's Salary on an annual basis, or take any ac- tion in relation thereto.
Article 29. To see if the Town will vote to raise and appropriate, or transfer from available funds in the treas- ury, a sum of money for the purchase of war bonds or other bonds that are legal investments for savings banks, in order to establish a post-war rehabilitation fund, in accordance with the provisions of Chapter 5, Acts of 1943, or take any action in relation thereto.
Article 30. To see if the Town will vote to raise and appropriate a sum of money for the purpose of repairing West Fountain Street, or take any action in relation thereto.
Article 31. To see if the Town will vote to raise and appropriate the sum of Fifteen thousand dollars ($15,000.00) for the construction of a sewer in East Street from the existing summit manhole (located 375 ft. south- erly from Central Street to the southerly end of the street as now developed together with an interceptor, or take any action in relation thereto.
Article 32. To see if the Town will raise and appro- priate a sum of money for the purpose of erecting an Honor Roll in honor of Milford men who entered the armed forces during the present war, or take any action in relation thereto.
Article 33. To see if the Town will vote to authorize the Selectmen to sell, lease or otherwise dispose of such equipment now owned by the Town that may have been procured for W.P.A. purposes, or take any action in rela- tion thereto.

At a legal meeting of the inhabitants of the Town of Milford qualified by law to vote in Town Affairs held in Town Hall on the tenth day of March A. D. 1943, the said inhabitants proceeded as follows:
The Moderator being absent the Clerk called the meeting to order and informed the Town Meeting Mem- bers that during the absence of the Moderator the Mem- bers were impowered to elect a Moderator pro tempore.

The Clerk called for nominations and the names of William A. Murray and John F. Curran were submitted. Nominations were closed and a standing vote taken. Mr. Murray received 60 votes and Mr. Curran 45. Mr. Murray having received the larger number of votes he was de- clared elected Moderator pro tempore for the meeting.
Upon taking the chair the Moderator called upon the following Monitors of the precincts to check the lists:

TO THE VOTERS OF MILFORD
The Finance Commission has made a careful study of both the budget and warrant articles and our recom- mendations are found on the following pages.
As Federal and State Taxes are increasing due to the national emergency and our source of income is materially reduced, we sincerely hope that each item will be care- fully considered by you at this meeting.

We felt that the appointive employees of the Town received an increase in their salaries in 1942 and we have recommended an amount in each appropriation to con- tinue them. Therefore we recommended that a 10% in- crease be given to the Selectmen, Assessors and Town Treasurer to correspond with our recommendation of last year and the necessary amount is included in their bud- gets. We further recommend under Article 18 that the Moderator appoint a committee to make a survey of the salaries of all the elective Town Officials and report back at the next annual Town Meeting.
There appears on the warrant articles for permanent improvements, namely, Articles 12, 13, 14, 15, 16, 25, 30, 31. The Finance Commission recommends, that due to the shortage of vital materials and necessary skilled labor that would be necessary to efficiently complete this work, that all these permanent improvements be held over until after the duration of the war.

Article 3. Asks authority for Town Treasurer to bor- row money for town expenses with the approval of the Selectmen. Finance Commission recommends that such authority be given.
Article 4. Asks authority for the Selectmen to take charge of all legal proceedings for or against the town. Finance Commission recommends that such authority be given.
Article 5. Seeks to set the compensation of the Col- lector of Taxes for 1943. Finance Commission recommends that the salary be continued at $3,000.00 per annum.
Article 6. Asks that the sum of $1,667.85 returned from the County for 1942 Dog Taxes be appropriated for Town Library. Finance Commission recommends that $1,667.85 be appropriated to the Salary and Wages Account of the Town Library.
Article 7. Asks the Town choose a Director of County Aid to Agriculture. Finance Commission does not act on this article.
Article 8. Asks authority for the Selectmen for the year 1943 to sell any Real Estate acquired by Tax Title foreclosures. Finance Commission recommends that this authority be given.
Article 9. Asks authority to use available funds against the total of Town appropriations for 1943. To be used by the Assessors in setting the Tax Rate for 1943. Finance Commission recommends that a sum not to exceed $25,000.00 be authorized for this purpose from the Excess and Deficiency account.

Article 10. Asks that $800.00 be raised and appro- priated for Chapter 90 Maintenance. Finance Commission recommends that $800.00 be provided for this purpose, and has included this amount under Article 2, provided that equal amounts are allotted by both State and County.
Article 11. Seeks to establish the annual salaries of the Board of Assessors at $1200.00 per annum and $500.00 additional to the member appointed as Clerk. Finance Commission recommends that the annual salary of the Board of Assessors be established at $1,100.00 per annum for each member and $500.00 additional to the member ap- pointed as Clerk. This represents a 10% increase.
