Gentlemen :
The annual report for the Rent Control Board is con- tained herewith and submitted for your approval. The new rent control board appointed John C. Lynch, Jr. to the position of Director because of his long experience in this field of work for the federal government. A cen- trally located office was chosen by the board in the M. F. Green block on Main Street.
The number of available rentals is still at a premium despite building programs by private enterprise and not- withstanding the relatively few decontrolled properties in this town. The continued transient population and the influx of new families in this locality due to the new in- dustries in the surrounding areas, is a determining factor for the continued substantial shortage of rental units in Milford.

The number of cases, inquiries, complaints, registra- tions, hearings by the board, and decontrol petitions has been steadily increasing since the first day of business for the rent control board. There were 975 people who used the benefits of the rent control office from August 10, 1953 to January 1, 1954. Milford has 2,297 regis- tered rental units exclusive of 33 registered rooming houses. The continuation of the rent control program be- yond June 30, 1954 is strongly recommended for the con- sideration of town meeting members and the citizens of Milford.

Report of the Milford Town Library
To the Honorable Board of Selectmen:
The Trustees of the Milford Town Library submit the following report for 1953:
The past year marked the completion and formal opening of the new children's section, located on the main floor of the Library.
New standard library furniture and shelving, plus a new stock of juvenile reading material feature the modern section.

The Board of Trustees hope to expand and improve the new addition, to meet the demand of the ever in- creasing number of juvenile readers.
The Library staff, through Inter-Library Loan Serv- ice of the Division of Library Extension, filled 173 re- quests for material not included in our catalogue.
The periodical and reference room, under the super- vision of Miss Cecelia Wallace, had a total attendance of 6374 and a magazine circulation of 4800.
The Trustees and Mr. Pyne wish to thank the mem- bers of the staff, Miss Cecelia Wallace, Mrs. Grace Rooney and Mrs. Alice Morgan for their efforts during the year.

Report of Park Commissioners
To the Honorable Board of Selectmen and the Citizens of Milford :
We hereby submit our annual report for 1953 with financial report appended.
This year we were able to hot-top another tennis court and it has improved the courts greatly.
The Little League Baseball Field was built in Town Park for youngsters up to twelve years of age. It was needed badly as the older boys use Town Park and this allows the younger boys to have their own league.
A new program was started for the Playgrounds under the supervision of Mr. Benjamin F. Consoletti. Adult instructors were added as suggested by the various PTA units and worked out very well. Arts and crafts were started again and badminton, soccer and table tennis and golf were started for the first time.
The children attended a Red Sox ball game and went to a cook-out at Purgatory Chasm. A tag day was held and a very successful Field Day. Attendance was in- creased at all the Playgrounds as a result of Mr. Conso- letti's planned program which included activities for fair days but also inclement ones. The average attendance was 1500 for all the Playgrounds, weekly, which shows a planned program is worth-while to occupy the children's time and minds while they learn various crafts or just good sportsmanship.

To the Honorable Board of Selectmen
and Citizens of the Town of Milford :
The Planning Board respectfully submits the follow- ing report for the year ending December 31, 1953.
The Board held bi-monthly meetings during the year, with several special meetings being called, on sub-division projects, and considered numerous matters for the better- ment and advancement of the Town. It had under con- sideration and made disposition of several plans for land development and new sub-divisions, some of which were approved and others had to be returned to the proposer for further information and specifications.

Complaints regarding zoning law violations were re- ceived and investigated and in several cases hearings were conducted.
The Planning Board believes that any person hav- ing recommendations or suggestions for the betterment and improvement of the Town and its Welfare, should either in writing, or personally advise the Board, which will be interested in considering same.
We wish to thank our Town Clerk Catherine L. Coyne for her help and cooperation throughout the year.
