Report of the Board of Health


To the Honorable Board of Selectmen and the Citizens of the Town of Milford:


The Board of Health respectfully submits the fol- lowing report for the year ending December 31, 1953:


Dr. Nicholas J. Capece was re-elected Chairman of the Board for the year at the organization meeting on March 10, 1953. Other members of the Board are Frank Calzone and Harris Tredeau.

The appointments were as follows: Clerk and Agent, Louis A. Marino; Nurse, Alice Fitzpatrick; Physician, Dr. Eugene E. Allen; Dentist, Dr. Joseph MacLellan ; Plumbing Inspector, Charles J. Ferrante, and John F. Powers, additional Plumbing Inspector; Burial Agent, Oscar Ayotte; Meat and Slaughtering Inspector, Nelson C. Dion; Emergency Slaughtering Inspector, Ross Maz- zarelli; Person to Receive and Report Contagious Dis- eases, Louis A. Marino. Mr. Marino, being ill, in the month of June, 1953 was replaced by Benjamin N. Cola- bello, who was appointed in June 9, 1953 as Agent and Clerk.


During the year twenty-four regular meetings, two special meetings, and several conferences were held.


Contracts for the collection of garbage were awarded to John Molinari for three years for $12,000.00, and to James Ferrucci, for three years for $10,000.00.


Under the new regulations regarding collection of Garbage, beginning Jan. 1, 1954, the collected material must be cooked before feeding to hogs. We are com- plying with such regulations, but, find that the garbage collection costs have risen.


The Food Handling Training Course was not given by the State in 1953, but, preparations are being made to co-operate with the State Dept. of Health in such a course for 1954.


As a result of the course held, correct methods of washing, sanitizing and storing eating utensils, dishes and glasses are being stressed, together with proper handling of sanitary paper service, safe practices in serv- ing food and personal hygiene.


The Rodent control program at the town dump is being carried out so that an expert exterminator con- ducting the work is producing satisfactory results.

The Board of Health is working on the feasibility and advisability of fluoridation of the local water supply as a means of helping reduce tooth decay and will give the report at the next Annual Town Meeting.


A Mass. Vision Eye Test apparatus was obtained by the Dept. and is used to assist in determining vis- ual problems in our school children.

PHYSICIAN'S REPORT


Students of the Milford High School, Sacred Heart and St. Mary's Parochial Schools were examined at spaced intervals during the school term. A form issued by the State was given to each pupil by the school nurse and any defects which were found at the time of the examination were listed. These forms were taken home and signed by the parents or guardians.


TOXOID CLINICS


Immunization clinics against Diphtheria, Tetanus and Whooping Cough were held in the Milford High School Auditorium. Double and triple antegen was pro-

vided by the State. The first Clinic was held on Novem- ber 17th and only Booster injections were given. There were 175 injections given at this clinic. The second clinic was held on December 15th.


The three remaining clinics will be held in January, February and March of 1954.


VACCINATION CLINICS


Two vaccination clinics were held during the month of June. On June 8th, there were 69 children vaccinated. On June 16th, there were 64 children vaccinated. Total number of vaccinations was 133.


HEALTH NURSE'S REPORT

Spaced physical examinations are given to the paro- chial school children by Dr. Eugene Allen, Board of Health Physician. Notices of defects are sent home to the parent or Guardian, and corrections are made by their own family physician.


The Massachusetts Vision Test is given to the school children and failures are given slips provided by the State, one to the parent and one for the eye specialist. These slips are returned to the school nurse to be recorded on the children's records. The Audiometer Hearing test is also given and the same procedure as above is carried out. Follow-up work is being done, during all of the school year to be sure the corrections are being made.


The students are weighed and measured during the school year, and are inspected frequently for evidences of diseases, and for cleanliness of scalp, hands, and nails. Also dental defects are noticed and referred to the Dental

Clinic for treatment. Dr. Joseph MacLellan is the Den- tist. The school clinic is held each week day morning, and all school children up to the fourth grade may have appointments, also others who cannot afford dental care, or for emergencies.


Any child with specialized health problems are re- ferred to the Worcester Health clinics which are held monthly.


The children for Sterling Health Camp this year gave up their places for the children who were in the Worcester Tornado. The Tuberculosis Association pro- vides for this camp each year. Children who are con- tacts to this disease, and children who need a health camp are sent each year.


IMMUNIZATION CLINICS


The Vaccination clinic was held June 8th, and June 16th, in the Board of Health rooms, 129 Main Street. Dr. Allen was the attending physician. Total number of vac- cinations given were 133.


PREMATURE BIRTHS


A new State rule is to visit each home where there is a new born premature baby. The Hospital where the baby was born sends a form to be filled out and sent back to the Hospital. The baby is not discharged from the hospital unless adequate care is provided for the baby at home.


ANTIGEN CLINIC


The Immunization clinic for double and triple antigen was held at the Milford High School. The first clinic was a booster clinic. 175 Booster doses were given at the first clinic. There are four more clinics to be held.

Report of the Tree Warden and Insect Pest Control Superintendent


I hereby submit my annual report of the Tree De- partment for the year 1953.


During the past year it was necessary to remove or top 23 trees in various sections of the town.


During the week of April 1, 1953 I bought and planted 20 Rock Maple shade trees.


Brush was cut and removed from all the back roads of the town.


Beginning May 22, 1953 I sprayed the town for the Spring Tent Caterpiller using a total of 2400 gallons of spray. Beginning June 1, 1953 I began my regular hydraulic spraying for the various insect pests using 19.450 gallons of Spray. During the same period I did the regular areil spraying by plane covering all the out- skirts of the town.


At this time it is appropriate that I call your atten- tion to the menace of the Dutch Elm Disease insofar as

it effects your town. If this condition is allowed to progress it will lead to the destruction of all the Elms in the Town. Our first outbreak of this disease occurred in 1952 when 8 Elms were affected and after several meetings with the Finance Committee a transfer from their "Reserve Fund" was made by them to remove and burn the infected trees but in the 1953 Town Meeting no additional money was appropriated for this purpose as the Finance Committee suggested at that meeting that the same method could be used; namely a transfer from "Reserve Fund" to take care of any trees affected by this disease in 1953. However during 1953 13 trees were infected with the Dutch Elm Disease but when I applied to the Finance Committee for a transfer to re- move and burn them I was informed that all the money in the "Reserve Fund" was allocated for other purposes. Therefore it is my recommendation that a sum of money for the removal and destruction of infected trees be ap- propriated at the Town Meeting because if they are allowed to stand that will infect other trees. It is also my hope that the many people who have justly complained about the different insects particularly the Elm Leaf Beetle make wishes known to the Town Officials so that more money is provided to Control these pests.


I also recommend additional money be appropriated for spraying to control a very bad infestation of Gypsy Moth that broke out the latter part of 1953 extending from Wales St. to Dilla St. or approximately 12 to 15 hundred acres. It may well repeat the situation that existed in 1945 when in June of that year practically all the trees in the north end of the Town were stripped of their leaves and unless additional control sprays are provided it will happen again.

Gentlemen:


We respectfully submit our report for the expendi- tures and results for the Christmas Town Lighting for 1953.


The amount of $1,300.00 was appropriated at the March Town Meeting.


There were two bids submitted. One was for $1,148.00 from Niro & Niro Co. and the other was for

$1,292.00 from Rubenstein Electric Supply Co. Your Committee awarded the contract to the lowest bidder, Niro & Niro Co., their bid being for $1,148.00. An addi- tional expenditure of $140.00 was approved for stringers, new colored bulbs, switches, etc.


We wish to thank the Milford Police Department, under the supervision of Chief William F. Fitzpatrick, Mr. David I. Davoren, Chairman of the Christmas Light- ing Committee for the Mercantile Bureau, and Lloyd McCarthy of the Milford Hardware Co., for their splendid assistance in making what we believe, Milford one of the best lighted and decorated towns in the state, during the Christmas Season.

Report of Inspector of Animals


December 28, 1953


To The Honorable Board of Selectmen

Milford, Massachusetts


Gentlemen :


I hereby submit my report as Animal Inspector for the Town of Milford for the year ending December 31, 1953.


There were 30 cases of dogs investigated and quar- antined for having bitten people, however, no signs of Rabies was reported in any of the cases.


As required for the Commonwealth of Massachu- setts, and in accordance with Section 19, Chapter 129 of General Laws all barns containing livestock in the Town were inspected and found to be satisfactory.


In conclusion I wish to thank the Board of Health and the citizens of Milford for their cooperation during 1953.
