ANNUAL TOWN MEETING, MARCH 14th, 1956

The meeting was called to order by Moderator John F. Curran at 8 P. M. The following monitors were ap- pointed:


At Large - Edward C. Carroll

The Town Clerk received the resignation of Matteo DeVita as a Precinct Member in Precinct No. 1. An elec- tion to fill the vacancy for one (1) year was held and Esther L. DeVita was elected as a member.


The Monitors reported 178 persons present so the Town Clerk read the warrant for the annual meeting and the officer's return thereon, also, the warrant for the special town meeting was read and the officer's return thereon.


It was moved and seconded to take action on the Special Town Meeting.


Article 1. Voted: To pass over the article.


It was moved and seconded to dissolve the warrant for the special town meeting. The warrant was dissolved at 8:20 P. M.


Under Article 1. of the annual warrant the following committee submitted said report:

Report of World War II Memorial Committee and Korean War and Memorial Committee


These committees comprised of five town meeting members each, appointed by Moderator John F. Curran, and representing the five precincts were established by the authority of the vote of the Town Meeting Members under Article 73 of the Town Warrant, at the last annual Town Meeting, held in March 1955.


These committees voted to combine and act as a joint committee at its first meeting held May 9, 1955. The mission of these committees, under the article was to investigate the possibility of erecting a monument or mon- uments to honor persons from Milford mustered into the Armed Forces during World War II and the Korean Con- flict.


The various members of the combined committees were polled after study and consideration was given to a natural monument, and the resulting opinion was to rec- ommend that these committees be continued to further investigate the possibility of erecting a memorial to our heroes living and dead.

Voted: That this report be accepted as one of progress and that the committees be continued with in- structions to further investigate the possibility of erecting a monument to honor the persons mustered into the armed forces from Milford during World War II and the Korean Conflict and to report back at the next annual Town Meeting.


Article 1. Voted: That the reports of all Town Officers and Committees of said town be accepted.

Under Article 2. Mr. John L. Manuel, Chairman of the Finance Committee presented the Moderator with a Finance Committee's Report.


Article 2. Voted: That the town vote to receive the report of the Finance Committee and that the Mod- erator inquire if any voter wishes to consider any item separately. Any voter who so wishes shall ask the Mod- erator to remove this item from the report and when this has been done, that the town vote to raise and appro- priate the amounts recommended by the Finance Com- mittee. The meeting shall then consider the items to which objection has been made by taking up each item individu- ally.

The adjourned meeting was called to order by Mod- erator Curran at 8 P. M. The monitors reported 166 persons present.


Mr. Ferrucci submitted the following motion and it was duly seconded:


I move you, Mr. Moderator, that the town vote to adopt a rule of Town Meeting to read as follows:


When a request for a written ballot is made by a member, no motion shall be accepted by the Moderator until such time as all members have had a reasonable opportunity to request a written ballot.


It was moved and seconded to "pass over" the motion.

Article 3. Voted: That the Town vote to authorize the Treasurer with the approval of the Selectmen, to bor- row money from time to time, in anticipation of the rev- enue of the financial year beginning January 1st, 1957, and to issue a note or notes therefore, payable within one year, and to renew such note or notes, as may be given for

a period of less than one year, in accordance with Sec. 17, Chap. 44, of the G. L.

Article 4. That the Town vote to authorize the Se- lectmen to take charge of all legal proceedings for or against the Town.


Article 5. Voted: That the Town vote to appoint Mrs. Lillian Luby as Director of County Aid to Agriculture in accordance with the Provisions of Chapter 128 of the G. L.


Article 6. Voted: That the Town vote to authorize the Selectmen to sell any or all real estate owned by the Town by reason of the foreclosure of tax titles thereon and to execute, acknowledge and deliver a proper deed or deeds therefore, authority therefore, to terminate March 1st, 1957.


Article 7. Voted: That the Town vote to fix the salary and compensation of all elected officers of the Town as provided by Section 108 of Chapter 41 of the General Laws as amended and such salary and compensation be made effective from January 1st, 1956:

Voted: That the Town vote to authorize the Sewer Commissioners to appoint a member of the Sewer Commissioners to the position of part-time Super- intendent of Sewers and that the compensation of said appointee be Thirteen hundred twenty ($1320.00) dollars, retroactive to January 1st, 1956, in compliance with Chap- ter 41, Section 4A of the General Laws (Ter. Ed.)


Article 9. Voted: That the Town vote to appro- priate the dog tax of Seventeen hundred seven dollars and ninety-seven ($1707.97) cents to the Salaries and Wages Account for the Town Library.


Article 10. Voted: That the Town vote to accept as a gift the sum of One thousand ($1000.00) dollars which has been donated to the Town of Milford by Madame Draper Boncompagni, which funds are now in the Town Treasury, said sum of money to be used for the purpose of caring and maintaining the General Draper Park. Said sum of money to be used and expended by and under the supervision of the Park Commissioners.


Article 11. Voted: That the Town vote to raise and appropriate the sum of One thousand ($1,000.00)

dollars for electrically lighting certain main streets during the Christmas Holidays, to be expended under the super- vision of a committee consisting of three (3) to be ap- pointed by the Moderator.


Article 12. Voted: That the Town vote to au- thorize the Selectmen to name the square formed by the intersection of Walker and Lavoie Ave. as the Joseph L. Gubana, Jr. Square.


Article 13. Voted: To pass over the article.


Article 14. Voted: That the Town vote to transfer from the Parking Meter Collection Account to the Police Department Maintenance and Operating Account, the sum of $15,039.44 for the purpose of paying salaries.


Article 15. Voted: That the Town vote to trans- fer from the Parking Meter Collection Account, to the Police Department Parking Meter Maintenance Account, the sum of $1500.00.


Article 16. Voted: To pass over the article.


Article 17. I move that the Town vote to raise and appropriate the sum of $10,856.00 for the purpose of car- rying out the Provisions of Chapter 32B of the General Laws.


It was moved and seconded to adjourn to April 2nd, 1956. The meeting adjourned at 11:30 P. M.

ADJOURNED TOWN MEETING, APRIL 2nd, 1956


The meeting was called to order by Moderator Cur- ran at 8 P. M. The Monitors checked the lists and 148 persons being present the business meeting was opened.


The question now came on the motion that the Town vote to raise and appropriate the sum of $10,856.00 for the purpose of carrying out the Provisions of Chapter 32B of the General Laws.


Arthur L. Delfanti stood as one for a secret ballot. John J. Barlow stood as one for a secret ballot.


Henry R. Acquafresca stood as one for a secret ballot. Philip Roy stood as one for a secret ballot.


Frederick Besozzi stood as one for a secret ballot.


Carl J. Barberi stood as one for a secret ballot.


It was moved to have debate shut off. Moved and seconded to have previous question.


Standing vote taken and it was unanimous.


Monitors and assistants previously appointed by Mod- erator checked lists on secret ballot. The counters made the return to the Moderator. 89 voted in the affirmative and 83 in the negative and the motion was carried.
