Since the establishment of the Milford Medical Home in December, 1955, I have made an average of six calls weekly there. The average number of patients for the first quarter was ten; during the last quarter the average was thirty-three. The total number of admissions for the year was seventy-nine.


The establishment of the Milford Medical Home and the utilization of the excellent physical facilities owned by the Town of Milford for the purpose of providing nursing care for the people of this community has been a most worthwhile project. Steady progress has been made to provide the institution with modern equipment in order that patients may receive the best care possible. Since the institution is operating on a financially profitable basis, further improvement is contemplated.


I wish to state further that I consider the Milford Medical Home an asset to this community fulfilling an ur- gent need for people who require nursing home care.


I wish to express my appreciation to the nursing staff who have done their work with enthusiasm and devotion.


I wish also to express my appreciation for the pleasant relations and cooperation extended to me by Mr. James Ahearn, the members of the Welfare Board, and to the en- tire personnel of the Department of Public Welfare.

Report of the Board of Health


To the Honorable Board of Selectmen and the Citizens of the Town of Milford:


The Board of Health respectfully submits the follow- ing report for the year ending December 31, 1956.


Dr. Nicholas J. Capece was re-elected Chairman of the Board for the year at the organization meeting on March 6, 1956. Other members of the Board are Frank Calzone and Harris Tredeau.


The appointments were as follows: Clerk and Agent, Benjamin N. Colabello; Nurse, Alice Fitzpatrick; Physi- cian, Eugene E. Allen; Dentist, Dr. Joseph C. MacLellan; Plumbing Inspector, Charles J. Ferrante; and, John F. Power, additional Plumbing Inspector; Burial Agent, Oscar Ayotte; Meat and Slaughtering Inspector, Nelson C. Dion; Emergency Meat and Slaughtering Inspector, Philip Roy; Person to Receive and Report Contagious Diseases, Benja- min N. Colabello.


During the year twenty-four regular meetings, two spe- cial meetings, and several conferences were held.


Contracts for the collection of garbage were awarded to John Molinari for three years for $12,000.00 and to James Ferrucci, for one year for $3,350.00.


Under the new regulations regarding collection of garbage, beginning Jan. 1, 1954, the collected material must be cooked before feeding to hogs. We are complying with such regulation, but, find that the garbage collection costs have risen.


The Food Handling Training Course was not given by the State in 1956, but, preparations are being made to co-operate with the State Dept. of Health in such a course for 1957.

As a result of the course held, correct methods of wash- ing, sanitizing and storing eating utensils, dishes and glasses are being stressed, together with the proper handling of sanitary paper service, safe practices in serving food and personal hygiene.


The rodent control program at the town dump is be- ing carried out so that an expert exterminator conducting the work is producing satisfactory results.


The Board of Health is working on the feasibility and advisability of fluoridation of the local water supply as a means of helping reduce tooth decay. An article will be inserted in the Warrant to determine public sentiment.


In conjunction with the Mass. Public Health Dept., the Salk Vaccine Program was instituted and injections were given to first and second grades.


In connection with the Mass. Public Health Dept., the Salk Vaccine Program was instituted. Over 5500 injections were administered.


Our Town had no Polio Cases reported in 1956.


Because of the sleeping sickness here, a spraying pro- gram was conducted for Public Interest.


Preliminary Steps Taken in Milford Air Pollution Survey Following Conference


Following a conference with town officials and staff personnel of the Division of Sanitary Engineering, prelimin- ary steps for conducting a special Air Pollution Survey have been taken. The conference was held about April 15, 1956, with Division personnel and Mr. Nathan Rosenfeld, Town Counsel, and Mr. Benjamin N. Colabello, Agent and Clerk for the Town of Milford. The survey will be conducted under the provisions of Chapter 784 of 1955. The Town appropriated $525.00 for this survey.

Spaced physical examinations are given to the stu- dents during the school year by the Board of Health Physi- cian, Eugene E. Allen, M.D. Notices of these defects are sent home to the parents or guardians, and corrections are made by their family physician or the child may be re- ferred to any of the various clinics, held at the Worcester Clinics.


The Massachusetts Vision Test is given to the students during the school year, and follow-up work is done to be sure the corrections are being made.

The students are weighed and measured during the school year, and are frequently inspected for evidences of disease and for cleanliness.


Any child with specialized health problems are re- ferred to the Worcester health clinics which are held month- ly, or to the Children's Hospital in Boston, where an ap- pointment can be made for them.


The Dental Clinic is held each day of the week in the morning, at the Board of Health rooms for all the schools in the town up to the fourth grade, and the children who are unable to pay for dental care, and for any emergencies. Joseph MacLellan, D.M.D., is the attending dentist.


Immunization Clinics:


Vaccination clinic was held at the Milford High School June 19 and 26. Eugene E. Allen, M.D., attending phy- sician.

Antigen Clinics:


Antigen clinics were held at the Milford High School, Feb. 9, March 8, and April 25, for babies and the younger children. Triple antigen is given to the children under six, and double antigen to the children six and over. Total inoculated-one dose, 42; two doses, 37; three doses, 11.


A double antigen clinic was held one school day morn- ing at the Milford High School for the High School Juniors and the six graders of all the schools in the town. These classes were given a booster dose, because of the rise of diphtheria cases in some parts of the country in young adults.


Polio Clinics:


There were twenty polio clinics held at the Milford High School this year and each morning, approximately 375 to 400 children and babies were immunized. Attending

physicians were Nicholas J. Capece, M.D., Eugene E. Allen, M.D., and John Cicchetti, M.D.


All of the children have received their second inocu- lation, the third inoculation will be given in the near fu- ture. All parents will have to sign another consent slip for the third inoculation as the other consent slips from the State Dept. were only for the first two inoculations.


At this time we would like to thank all who assisted at these clinics.


Tuberculin Patch Test:


The tuberculin patch test was given to all public and parochial school children in the pre-primary grades, and to all the students entering school. This consists in putting a patch (which is like a band-aid) on the child's back. It is put on Monday, removed Wednesday, and the reaction is read on Friday. Any positive reactions are recommended to have a chest x-ray at the Worcester County Sanatorium. A positive reaction does not suggest any tuberculosis in the child, but does show that the child had been a contact to tuberculosis at some time, and an x-ray should be taken.

Report of Park Commissioners


To the Honorable Board of Selectmen and Citizens of Milford:


We hereby submit our annual report for 1956 with financial report appended.


Calzone Park was repaired after the Flood of 1955 but more work is still to be done on resurfacing and resodding of this park.


The Playgrounds had another successful season under the supervision of Mr. Benjamin F. Consoletti. The Pros- pect Heights Playground was added this year, making a total of six playground areas. We hope to extend the sea- son this year to eight weeks. More equipment is needed for the Prospect Heights Playground and it should be de- veloped more, including the moving of the War Memorial to another area.


The last tennis court was hot-topped this year and with the fences straightened and painted, the courts should be in top condition.


The Park Commissioners wish to thank Madame Bon- compagni for her annual gift to the Town for the care of Draper Park. It is with regret that we mention here the death of Samuel Morcone, a conscientious and faithful employee, who was the caretaker of Draper Park, on May 8, 1956. We wish to extend our sympathy to his widow and son.


Bleachers were added to the Little League Field and these were badly needed for the enthusiastic fans of the Little League. The field now is in the condition that the Little League Committee requested and saw a good deal of use in the past season.

Report of the Chief of Police


To the Honorable Board of Selectmen: Town Hall, Milford, Mass.


Gentlemen:


It is my pleasure to submit the following report of ar- rests and other duties, performed by your Police Depart- ment, during the year of 1956.


The Town of Milford was honored by the American Automobile Association with a citation for our program of Pedestrian Accident Control. The Town was also hon- ored by the National Safety Council in recognition of its accomplishments in completing the year of 1955 without a fatal motor vehicle traffic accident, within the municipal limits. Our Safety program is under the direction of Sgt. James J. Curley, Safety Officer.


Sgt. John J. McGrath, Director of the Auxiliary Po- lice Unit, has continued the fine program for the year 1956. They certainly are essential in an emergency, for with- out their assistance we, in the Police Department, would be sorely taxed.


Patrolmen Joseph J. Nigro and Americo V. Mancini were graduated from the Police Officers Training School, sponsored by the Mass. Police Chief's Association and con- ducted by the State Police Training School at Framingham, Mass. Since the School has been operating we have had ten patrolmen graduated from our total of sixteen patrol- men. We commend the school and hope to continue our policy of sending them to the school.


Recommendation is respectfully made, that Police Call Boxes be installed on Main and Central Streets for the protection of the public and the patrolmen on those beats.

Further recommendation is made, that the Town pur- chase a Servi-car (three-wheel motorcycle) which will en- able your Police Department to better enforce the Traffic Rules and Orders of the Town of Milford.


I further recommend that immediate action be taken to relieve the Traffic situation in our Town. To point up the most important facts to justify my recommendation I submit the following from the records of the Board of As- sessors: In 1952 cars registered totaled 5,192 compared with 1956 the complete records show 6,235 cars registered. An increase of 1,143 cars.


The Tax Collector will receive, for the year 1955 a total of $139,667.21 for Excise Taxes. Therefore, I recommend that an authority for Off Street Parking, be set up, similar to the Housing Authority and that they be authorized to borrow sufficient funds to set up the Off Street Parking areas and that the income be used to pay off the debt. This manner of financing would not raise the tax rate appre- ciably.


The facilities in your Police Department are so small that we are unable to carry out our duties in an up to date manner. The cells in lower Town Hall are a disgrace to a community such as Milford. The law states that we should have adequate and private facilities for Juveniles, that, we do not possess and do not have the room to provide. We have no room for lockers and for meetings for our police officers. No room for private and complete interrogation of suspects, no room for inspections and roll calls. No room for the storage of records that are so important to every citizen of our Town. I could go on and on about the neces- sity of more space.


Therefore, I recommend that a Committee be appoint- ed to investigate the advisability of converting the build- ing on Spruce Street, formerly occupied by the Highway Department, into a new Police Station. This building is in an ideal location, it is owned by the Town of Milford and

could be converted into a Police Station for a very small amount of money.


I also recommend that Traffic Lights be installed at the intersection of South Main, Water and Congress Streets. After long investigation by the Department of Public Works of the Commonwealth of Massachusetts and with the as- sistance of the Board of Selectmen and Judge William P. DiVitto, who was serving as Representative, the Common- wealth will defray two-thirds of the total cost, about $4,000, provided the Town of Milford will defray one-third or about $2,000, for the work incidental to installation. The Com- monwealth has already set aside their share for that pur- pose, until after Town Meeting.


I also recommend the licenses for pin-ball machines be prohibited except in places used exclusively by adults. They are a temptation to our youth and serve no purpose and the Town's income from the- source does not justify their existence.
