Cemetery Commissioners' Report.
FOR THE YEAR ENDING FEBRUARY 15, 1909.
In submitting their annual report, the Cemetery Commissioners would acknowledge the support and cooperation of the citizens, in their endeavor to make our cemeteries more worthy of the Town of Palmer.
We would express our appreciation of the generous donations of the Woman's Tuesday Club, the Woman's Relief Corps and others that enable us to beautify the grounds at Palmer by the planting of shrubbery.
The terraces begun two years ago have been completed, placing on the market desirable lots to the value of more than seventeen hundred dollars. We have paved over two hundred yards of gutter, have hardened and widened our roadways and sodded nearly one- fourth of a mile of embankment, thus removing the unsightly yellow sand banks that skirted our drives.
In accordance with the vote of the town we have set apart a suitable lot for the erection of a monument to the unknown dead, have graded and re-sodded the same and a neat monument has been placed thereon by the ladies of the W. R. C. Circle.
The plan adopted at the beginning of the year, of engaging two men permanently for work in the cemeteries of the town, has proven a complete success. Our care of private lots has benefitted both the lot owners aud the town ; our building foundations have been of like advantage and the improved condition of our cemeteries is the direct result of this plan.
We would say a word of appreciation of the work of both Mr. H. M. Bliss and Mr. J. L. Dean, who have taken a personal interest in our cemeteries as well as performed their duties faithfully. We have had two fires, caused by sparks from engines on the N. Y. C.

& H. R. R. at Four Corners cemetery, which damaged the fence ; claim for damages has been made and is in the process of adjustment.
We would ask the cooperation of those who frequent our burial grounds, that the lawns and embankments may be as carefully pre- served as possible.

In accordance with a vote taken at the last annual town meeting the assessors have procured an excellent map of the Depot Village, the work of William H. Brainerd, civil engineer. The cost of the map was $250, but its value in assisting the board in making an equitable assessment cannot be overestimated.
We recommend that a similar map of the villages of Thorndike and Bondsville be obtained during the coming year which we are advised can be had at a cost approximating $400.
Some systematic numbering of the buildings of the Depot Village would be a great aid to the assessors and also increase the value of the card system which has been procured for this board.

For the year just closed 62 less than the year before were reported, and this is all the more surprising in view of the fact that five of the cases of last year were diseases that, previous to the past year, were not in the class required to be reported. We are again indebted to Dr. H. C. Emerson, State Medical Examiner, of Springfield, for the valuable assistance he has given the Board.
The drinking water in the villages has been improved during the year. The Boston Duck Company will soon be able to supply good drinking water for its tenants and others of Bondsville who wish it. The Thorndike Company is also preparing to supply its tenants with good drinking water.
The expenses of the Board have been more than usual. This is due to the fact that many bills previously chargeable to the Over- seers of the Poor are now paid by the Board of Health. If a contagious disease exists in a family, and application is made for aid, the Board of Health, and not the Overseers of the Poor, is called upon to furnish the same. If a wage earner is quarantined because of a contagious disease in his family, he may apply to the Board of Health and receive two-thirds of his wages, not exceeding, however, $2.00 per day. For this reason the Board recommends that a sum of $1000.00 be appropriated for its use, in addition to the amount required for salaries. Much of the money expended by the Board is for persons who have settlements in other towns. This

money in time is paid back to the Town Treasurer. Under the present vote of the Town, the Board cannot receive or use the money again, which has been once expended for this purpose.

Enclosed I hand you my report of the work done for your board during the year ending February 28, 1909.
There have been submitted to me for examination cultures from 34 cases of supposed diphtheria. All but one of the cases were sub- mitted for diagnosis. Seventeen of the cases showed the presence of diphtheria organisms, while 16 did not show diphtheria.
The largest number of cases examined in any one month was during March, 1908. The rest of the cases were distributed through- out the year. A total of 125 examinations were made upon these 34 cases.
The following table shows the distribution of the work month by month.

In compliance with the requirements of the Revised Ordinances, I have the honor to submit the annual report of this department.
The annual report of this department dates from Nov. 15th, 1907 to Nov. 15th, 1908. I have tested, sealed, corrected or condemned as required, the following :

The general inspection, testing, sealing, etc., was made in April and May, when said inspection was completed ; all scales, weights, measures, etc., brought to my notice, were carefully tested and left in a satisfactory condition.

In October an inspection was made. and while some irregulari- ties were found, (such as using a liquid measure for the sale of beans, nuts or cranberries), these were corrected, and at the present time this department believes the merchants are complying with the law. Many commodities are sold by the bottle, pint and package and not as a measured or weighed quantity (while some are un- certain as to quantity) ; if they are accepted by the purchaser as a bottle, print or package, remember you have bought a package and not a measured or weighed quantity.
