The tax assessed by the state on automobiles is appar- ently being expended entirely on the state roads. It would, in our opinion be more equitable were the state to assess a larger tax on automobiles and contribute some- thing to the Towns for road repairs; otherwise, it will be necessary for the Town, in our opinion, to make appropri- ations larger for the repairs of highways than those made in the past.


During the year the question of special repairs on Lee's Bridge was brought to the attention of the Selectmen, by a petition presented by some of our citizens to the

County Commissioners. Hearings were held according to law on these petitions and the County Commisisoners adjudged that certain specific repairs and alterations were necessary, but have not as yet issued any orders in con- nection therewith. In the opinion of the Selectmen action might have well been delayed with reference to this matter to the advantage of the Town. The bridge, in our opinion is perfectly safe and the County Commission- ers entirely agree with that view. Action, however, had been taken by the Town of Concord, by which they were proceeding to build a new bridge on their end, and it is by reason of this action of Concord that the County Com- missioners think that now is an opportune time to re- construct the whole bridge. What definite action will be taken by them in the near future is uncertain, inasmuch as some of the people most interested, including Mr. Adams, propose to make contribution to the cost, in order that the bridge may be ornamental, as well as safe.


STREET LIGHTING.


The Selectmen have taken up the matter of street light- ing by electricity with the Edison Electric Illuminating Company and herewith present copy of the letter which has been received. Many of our citizens are desirous of having electric lights in their homes and we believe that there is now presented a feasible and economical method of not only supplying the Town with electric lights for the streets which have been heretofore lighted, but also of supplying any of our citizens who desire, and the Selectmen recom- mend that a contract be made with the E. E. I. Co.

Gentlemen :- Confirming conversation in the matter of the Edison Company extending its lines and furnishing street lighting and commercial service for the Town of Lincoln, I have to say that if the Town of Lincoln will execute a ten year contract with the Edison Company for not less than eighty street lights under the Edison terms and conditions, as herewith submitted, said lights to be not more than 400 ft. apart, the Edison Company will extend its lines and furnish street lights and electric com- mercial service to such citizens of said town as may re- quire the same.


The said terms and conditions as are in effect through- out the Edison system will be extended to the Town of Lincoln. A commercial schedule setting forth the rates, terms, conditions, etc., is herewith submitted.


The method of charging for street lights is as follows :- Fixed charge per light . $10.80

Report of the Fire Engineers.


To the Board of Selectmen :-


The Board of Fire Engineers submit the following report :-


We had a number of forest fires the past season, the largest one on Mt. Tabor, being practically burned over; also two chimney fires.


The past year we have been rather unfortunate with our fires, as these fires were where Town water was not available. They were two dwelling houses, two stables, and one small building, at a loss of about $13,000. One house was damaged to the amount of $100.


A list of articles purchased by the department will be found in the Auditor's report.

Report of the Superintendent of Streets.


To the Selectmen of Lincoln :-


Dear Sirs :- The work on the highways has been distrib- uted in the different parts of the Town as far as possible, and the most needed places attended to; all the stone that could be purchased at the crusher up to late in the Fall has been "ground up" and distributed on our several roads, with the exception of a few tons sold the Harvey Construction Co., but this amount was more than replaced by stone bought of the . "Waltham Trap Rock" people at less cost per ton. The crusher has been over-hauled this Spring and is ready for work as soon as the weather per- mits. There are perhaps 500 tons of stone in the yard ready for crushing. As I said in my report three years ago it is difficult to get stone, the price per ton has been raised from thirty-five to forty cents delivered, and yet they come in very slowly. I am in sympathy with the cry of economy which was so plainly heard when our new school house was in process of construction, and yet I can see where a large appropriation for highways could be used to advantage. There are times when too much economy proves to be extravagance. One horse has been sold where he is not able to do the work required of him, and there is little danger of his losing a good home; the rest of the horses are in good working condition; one more should be disposed of before long, and two new ones bought in his place; the carts are old and well worn, as is also the scraper. $1,000 could easily be spent in replacing this property.

The severe cutting of brush and trees by the U. S. Gov- ernment has made it necessary to build long stretches of guard rails, and it is my opinion $300 will be needed to carry on the same work as soon as the weather permits. A petition has been presented to the County Commis- sioners for a new bridge over Concord River, near Nine Acre Corner, and still another petition to change the location of the approach to the bridge. In my opinion we have many sharp curves and corners that need straight- ening, much more than the one mentioned. The bridge has been repaired the past year and pronounced by com- petent judges to be safe for the present, although the operations of Concord in trying to rebuild their end had no tendency to strengthen our part.


A petition was filed some twelve years ago with the Massachusetts Highway Commission for a State Road over the South Great Road. This petition was accom- panied with a profile of the road drawn by Albert Wood of Concord. I have attended several hearings on the subject, one very recently, and am in hopes that the Commission are considering it seriously. The State Road to Billerica is about five miles north of the one in Bedford, the one in Bedford about the same distance from ours in Lincoln, which is about ten miles from the State Road in Wayland. This brings our South Road about in the five mile space. I believe this should be and could be, if properly handled, a State Road within a short time, and as there is no material at the upper end of the road with which to make repairs, it would be a great relief to our Town. The guide boards have been repaired and are in their proper places.
