Proceedings of a Town Meeting held March 6, 1922
WARRANT
COMMONWEALTH OF MASSACHUSETTS.
MIDDLESEX, SS.
To either of the Constables of the Town of Lincoln in said County :
GREETING :
In the name of the Commonwealth of Massachusetts you are hereby required to notify the legal voters of said, Town of Lincoln, qualified to vote at Town Meeting for the transac- tion of Town affairs, to meet in the Town Hall in said Lincoln on Monday, the sixth day of March next at 1 o'clock P. M., then and there to act on all of the following Articles except Article 2, and to meet in said Town Hall on Saturday, the eleventh day of March next at 12 o'clock noon, then and there to act on the following Article 2, by posting a copy of this Warrant, by you attested, in each of the Post Offices and in some other public place in said Town seven days at least before the sixth day of March next:
The polls for voting the Australian ballot on Saturday, March 11th, will be open at 12 o'clock noon and may be closed at 6:30 o'clock P. M.

ARTICLE 1. To choose a Moderator.
ART. 2. To bring in their votes for the following Town Officers and any other officers required by law to be elected by Australian ballot :
One Town Clerk for one year.
One member of the Board of Selectmen for three years. One member of the Board of Assessors for three years. One member of the Board of Health for three years.
One Treasurer for one year.
One Collector for one year. One Auditor for one year.
Two Constables for one year.
One Tree Warden for one year.
One member of the Trust Fund Commissioners for three years.
One member of Trustees for Free Public Lectures for three years.

ART. 3. To bring in their votes for any committees, com- missioners, trustees and officers required by law to be elected by ballot or otherwise.
ART. 4. To hear and act upon the reports of Town Offi- cers, Committees, Commissioners and Trustees.
ART. 5. To appropriate money for necessary and expe- dient purposes of the Town and enact anything in relation to the same.
ART. 6. To determine the manner of collecting taxes for the ensuing year.
ART. 7. To determine the compensation of the Collector of Taxes for the ensuing year.
ART. 8. To see if the Town will authorize the Treasurer, with the approval of the Selectmen, to borrow during the muni- cipal year, beginning January 1st, 1922, in anticipation of the collection of taxes for the said year, such sums of money as may be necessary for the current expenses of the Town, but not exceeding the total tax levy for the said year, giving the notes of the Town in payment therefor payable in one year from the date thereof. All debts incurred under authority of this vote shall be paid from the taxes of the present municipal year.

ART. 9. To see if the Town will extend the electric lights -street and commercial-from near the house of the Misses Chapin to the house of the Misses Peirce or make any exten- sion of street lighting.
ART. 10. To see if the Town will adopt any by-law to control advertising signs on or near the highways, or revise the by-laws in any respect, or take any action in relation to the matter.
ART. 11. To see if the Town will appoint a Committee to confer with the Prudential Committee of the 1st Parish to determine if possible the relative interests of the town and parish in the Common (so-called) or take any action in rela- tion to the matter.
ART. 12. To see if the Town will purchase additional equipment for the Fire Department and appropriate money for the same or take any action in relation to the matter.
ART. 13. To see if the Town will authorize the Selectmen to appoint a committee of citizens to investigate and report at the next Town Meeting on the possibility of establishing a Town forest and to appropriate the sum of Twenty-five Dol- lars ($25) for the use of the committee for this purpose.
ART. 14. To see if the Town will purchase the Lewis Pickle Factory property (so-called) or take any action with reference to the matter.
ART. 15. To see if the Town will maintain a District Nurse in Lincoln until March 1st, 1923, or take any action re- garding the same.

ART. 16. To see if the Town will acquire, by purchase or otherwise, sufficient land for a playground or athletic field and appropriate any money for the same, or take any action there- on, or appropriate a sum of money to improve the schoolhouse grounds or take any action with reference to the matter.
ART. 17. To see if the Town will take any action toward providing an addition to the present school building in the center of the Town, or take any action toward the erection of a new schoolhouse building, and appropriate money for the same.
ART. 18. To see if the Town will vote to adopt some method or methods of keeping the citizens informed on Town business, or take any action relative to the same.

ART. 10. Voted: That the Town choose a committee consisting of the Selectmen, Conrad P. Hatheway and F. Winchester Denio, to draft a new set of By-laws for the Town, to be presented at some future meeting for approval.
ART. 11. Voted: That the Town choose a committee consisting of Edward F. Flint, George G. Tarbell and C. Lee Todd, to confer with the Prudential Committee of the First Parish, to determine the relative interests of the Town in the Common, with authority to prepare and execute in the name of the Town the proper deeds for finally adjusting the matter.
ART. 12. Voted: That the sum of $800.00 be appro- priated for a motor apparatus and appliances for the Fire Department.
ART. 13. Voted to pass over.
ART. 14. A motion was made that the Town purchase the Lewis Pickle Factory property (so called) at a cost not to exceed $16,000.00, and that a committee be appointed to arrange for the purchase, and to investigate and report to che Town the best method of providing the funds for said pur- chase. Vote was Yes 67, No 126. The check list was used.
Under Art. 14 the following vote was passed :
Voted: That a committee consisting of C. Lee Todd, An- drew J. Dougherty, William H. Sherman and George G. Tarbell, be a committee to look into the matter of housing the Town teams and all Town equipment and to report to the Town at the next Town Meeting with recommendations, if any.
ART. 15. Voted: That the Town maintain a District Nurse for one year from March 1, 1922 to March 1, 1923 and appropriate $750.00 towards her salary.

ART. 16. Voted: That it is the sense of this meeting that the Town stands in need of an athletic field or playground and that the location most suitable for this purpose is the lot of land owned by the Codman family in the south part of the Town opposite St. Joseph's Church, and adjoining the Jackman land, and that the present playground committee be directed to take further steps to secure this land and report its progress and recommendations to the Town at a future meeting.
The report of the Playground Committee is recorded on the Town Books.
ART. 17. Motion made that the whole matter be referred to the School Committee for investigation and to report at the next annual Town Meeting, and an amendment was offered that an additional committee of three be appointed by the chair to serve with the School Committee.
Both motion and amendment carried.
The Moderator appointed Chester G. Peck, C. Lee Todd and Thomas J. Dee to serve with the School. Committee.
Voted to adjourn.

Proceedings of a Town Meeting held March 11, 1922 for the Election of Town Officers
The meeting for the election of Town Officers was called to order at 12 o'clock noon. The Moderator appointed Thomas J. Dee and Harold S. Cousins, Ballot Clerks; Winslow A. Eaton, Edward M. Stone and Jennie B. Bent, Tellers. The polls were then declared open. At 7.15 P. M. the polls were closed. There were 416 ballots cast, and the counter on the ballot box agreed with the check list used by the Ballot Clerks and Tellers.

To any Constable in the Town of Lincoln in said County :
GREETING :
In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of the Town of Lincoln duly qualified to vote in the election of State and County Officers to assemble in Town Hall on Tuesday, November 7th, at seven o'clock in the forenoon to give in their votes for the following officers, viz .: Governor, Lieu- tenant-Governor, Secretary, Treasurer, Auditor, Attorney-Gen- eral, Senator in Congress, Congressman, Councillor, Senator, Representative in General Court, County Commissioner, Asso- ciate County Commissioners (two), District Attorney and any other officer required by law to be chosen in the month of November of the current year.
All officers enumerated above are to be designated and voted for on one ballot, and also the various referenda.
The polls to be opened at seven o'clock A. M. and may be closed at six o'clock P. M., and you are directed to serve this Warrant by posting an attested copy thereof in each of the Post Offices and on one of the Churches or in some other

Pursuant to the above Warrant, the meeting was called to order at 7 o'clock A. M. by John F. Farrar, acting chairman of the Board of Selectmen, who read the Warrant, and ad- ministered the oath of office to Thomas J. Dee as Ballot Clerk and to George G. Tarbell and Thomas L. Giles, as Tellers. Later in the day Jennie B. Bent, A. Harriet Peirce and An- drew J. Dougherty, Jr., were sworn as Tellers, by the Town Clerk. There were 372 ballots cast, 148 women and 224 men having voted. This count agreed with the check list used by the Ballot Clerk, and with the counter on the Ballot box. At 7 o'clock P. M. the polls were declared closed.
