School Finances
In following out the policy of paying salaries that would attract good teachers and help to retain them in Lincoln, your committee has established a definite schedule of yearly advancement for the teachers, whereby grade teachers who remain with us receive an increase of one hundred dollars yearly, and high school teachers an in- crease of one hundred and fifty dollars yearly, these in- creases to be effective until maximums of fifteen hundred dollars and sixteen hundred and fifty dollars, respectively, are reached. This policy has been adopted with a view to enhancing in every way possible the probability of our teachers remaining with us. It is hoped that when the number of teachers graduating from normal schools be- come large enough to care for the demand for new teachers, that the effect of such an equalization of supply and de- mand will be reflected in fewer changes in our teaching force.
With the amount received from the Commonwealth and from other sources, your committee has been able to keep practically within the appropriation granted by the town for this year. It will be noted that the greatest increase in the expenditures were for salaries and High School tuition, both of which items have increased materially.
For the year 1922, to carry on the school work, will re- quire an appropriation of $26,000, which sum is recom- mended by your committee.
Below will be found a grouped statement of expendi- tures for the present year, together with other sums, re- ceived from outside sources and credited to the school account.
Also attached hereto is the report of the Superintendent for the ensuing year. In this report are mentioned certain

important matters, some having been referred to by your committee. One mentioned particularly, is that of the : ! '1- ployment of a school nurse, which position is required to be filled, according to a recent law passed by the Legalrare.

Without taking into consideration the added expense incidental to the re-opening of the South School, and including the matter of additional transportation, to continue the school work as at present arranged, your committee would recommend an appropriation by the town of twenty-two thousand dollars for the present year.
Owing to the illness of Mr. Morss, the Superintendent, the superintendent's report will undoubtedly have to be omitted from the Annual Town Report.

In the name of the Commonwealth of Massachusetts you are hereby required to notify the legal voters of said Town 'of Lincoln, qualified to vote at Town Meeting for the transaction of Town Affairs, to meet in the Town Hall in said Lincoln on Monday, the seventh day of March next at 11:30 o'clock o'clock A. M., by posting a copy of this Warrant, by you attested, in each of the Post Offices and in some other public place in said Town seven days at least before the seventh day of March, then and there to act on the following Articles :
The polls for voting the Australian ballot will be open at 12 o'clock noon and may be closed at 6:30 o'clock P. M.

ART. 13. To see if the Town will accept provisions of Chapter 39, Section 23 of the General Laws.

To see if the Town, for the purposes of prop- erly commemorating the services and sacrifices of its soldiers. sailors and marines who have served the country in war, will acquire by purchase, by right of eminent domain, or other- wise, sufficient land for a playground or athletic field in the south part of the town and appropriate any money for the same, or take any action thereon.
ART. 15. To see if the Town will appropriate a sum of money to improve the schoolhouse grounds, or take any action with reference to the matter.

ART. 5. Voted: That the taxes be collected in the same manner as last year.

ART. 6. Voted : That the compensation of the collec- tor be 134% of the amount collected.
ART. 7. Voted: That the Town authorize the Treas- urer, with the approval of the Selectmen, to borrow during the municipal year beginning January 1, 1921, in antici- pation of the collection of taxes for the said year, such sums of money as may be necessary for the current ex- penses of the Town but not exceeding the total tax levy for the said year, giving the notes of the Town in payment therefor payable in one year from the date thereof. All debts incurred under authority of this vote shall be paid from taxes of the present municipal year.
ART. 8. Voted: That the Water Board collect the water rates within three months after the date of the bill.
ART. 9. Voted: To appropriate the sum of $4,500.00 for transporting school children.
ART. 10. Voted: That the Selectmen be instructed to take such action as is necessary to secure street and com- mercial lighting in the north part of the Town.
ART. 11. Voted: That a committee of three, consist- ing of Henry E. Warner, James E. Baker and Henry R. Page, be appointed to investigate the matter of housing the Town teams and report at some future meeting.
ART. 12. Voted: That the Town appropriate the sum of $600.00 to guarantee the salary of a Public Health Nurse from September 1, 1921 to March 1, 1922, with the under- standing that the Town be reimbursed to the amount of the fees collected by the nurse for her services.
ART. 13. Voted: To accept the article.

ART. 14. Voted: That a committee consisting of Herbert G. Farrar, Donald Gordon, Winslow A. Eaton, Thomas L. Giles, Anthony J. Doherty, be a committee to investigate the whole matter of a playground and report at a special Town meeting to be called by the Selectmen at a convenient time at the request of the committee.
