REPORT OF THE SELECTMEN
Fellow Citizens:
We herewith submit the Ninety-Seventh Annual Re- port of the officers and committees of the Town of Duxbury.
Mr. Harry B. Bradley, who has served as moderator for many years, resigned early in 1949 and this resig- nation was accepted with regret and with sincere thanks for his kindliness and efficiency.
Detailed information concerning the progress and future requirements of the town is contained in the reports of the various Department Heads.
The Chapter 90 program is being continued and following the recommendations of the Department of Public Works the straightening and widening of Church Street was started in 1949 and will be com- pleted in 1950. Our project for 1951 should be the reconstruction of Tobey Garden Street.
Shortly after the close of the summer season the Plymouth and Brockton Street Railway informed us that they were about to curtail bus service to and from the Kingston Railroad Station. We immediately named a committee to study the problem and as a result of their findings the bus service has been continued. This was accomplished by donations from individuals who were interested in maintaining this service, and in some

instances the donors were not commuters. We cannot expect continued subsidies by citizens who have no direct interest in the continuance of this service and we must warn the public that unless the bus is patron- ized to the fullest extent it will have to be discon- tinued, or sharply curtailed.
On behalf of the town we have attended hearings of the Outdoor Advertising Authority and objected to the placing of bill-boards in Duxbury.
Every effort has been made during the year to obtain action by federal authorities regarding funds for the dredging project in the Duxbury basin and channel. The Army Engineers reported favorably to the Bureau of the Budget, but our Congressman informs us that the President did not see fit to include funds for any new work in this area. Therefore, we will have to put up with conditions as they are until such time as federal funds are allocated to this district.
The issuance of certain liquor licenses was dis- approved by the selectmen and their decision was supported by the Alcoholic Beverage Control Commis- sion. Our action in this matter was the result of care- ful study of public opinion as well as our judgment as to the manner in which the best interests of the town might be served.
The new elementary school was dedicated on Sep- tember 10, 1949, with appropriate exercises.
We recommend the appointment of a committee to study the need for a building to house various town offices and possibly a "public" auditorium as the pre- sent facilities are most inadequate and maintenance costs are excessive.

Additional land is available in the Wright's Dyke area and the selectmen recommend that this be pur- chased for municipal purposes, as the acquisition of these lots would improve the contour of our present holdings.

I submit herewith my report of an audit of the books and accounts of the town of Duxbury for the fiscal year ending December 31, 1948, made in accordance with the provisions of Chapter 44, General Laws. In accordance with your instructions, I have made an audit of the books and accounts of the town of Dur- bury for the fiscal year ending December 31, 1948, and report thereon as follows:

The recorded financial transactions of the several departments receiving or disbursing money for the town or committing bills for collection were examined, checked, and verified by comparison with the books of the town accountant and the town treasurer.
The books and accounts in the office of the town accountant were examined and checked. The receipts, as recorded on the ledger, were checked with the records of the several departments making payments to the treasurer and with the treasurer's books, while the recorded payments were checked with the treasury warrants issued by the selectmen and with the treas- urer's cash book. The appropriations and loan author- izations, as recorded on the ledger, were checked with the town clerk's records of town meetings and the transfers from the reserve fund were verified.
The town accountant's ledger was analyzed, and a balance sheet, which is appended to this report, was prepared showing the financial condition of the town on December 31, 1948. This balance sheet indicates that the town is in excellent financial condition.
The books and accounts of the town treasurer were examined and checked in detail. The recorded receipts were analyzed and compared with the records in the departments collecting money for the town and with the other sources from which money was paid into the tovn treasury, while the payments were checked with the selectmen's warrants authorizing the disbursement of town funds. The cash balance on March 8, 1949 was proved by reconciliation of the bank balances with statements furnished by the banks of deposit and by actual count of the cash in the office.
The savings bank books and securities representing tle investment of the trust and investment funds in

the custody of the town treasurer and of the Plymouth Five Cent Savings Bank were examined and listed. The income was proved and the withdrawals were checked with the receipts as entered in the treasurer's cash book.
The tax title deeds on hand were examined and listed. The amounts transferred from the tax levy of 1948 to the tax title account were reconciled with the collector's accounts, the tax titles redeemed were com- pared with the treasurer's recorded receipts, and the tax title deeds, as listed, were reconciled with the accountant's ledger and checked with the records in the Registry of Deeds.
The books and accounts of the tax collector were examined and checked. The poll and property taxes and motor vehicle and trailer excise outstanding according to the previous examination and all sub- sequent commitments were audited and checked to the warrants issued for their collection. The payments to the treasurer were checked to the treasurer's cash book, the recorded abatements were compared with the assessors' records of abatements granted, and the outstanding accounts were listed and reconciled with the respective ledger accounts.
The records of departmental accounts committed for collection were examined and checked. The charges were proved, the recorded receipts were checked with the payments to the treasurer, and the outstanding accounts were listed and reconciled with the respective ledger accounts.
Verification of the correctness of the outstanding tax, motor vehicle and trailer excise, and departmental accounts was made by mailing notices to a number of persons whose names appeared on the books as owing

money to the town, and from the replies received it would appear that the accounts, as listed, are correct.
The town clerk's records of dog, sporting, and miscel- laneous town licenses, as well as of permits and fees collected, were examined. The payments to the State were verified by comparison with the receipts on file, and the payments to the town treasurer were compared with the treasurer's cash book.
The surety bonds furnished by the several town officials required to file such surety for the faithful performance of their duties were examined and found to be in proper form.
The records of receipts from selectmen's licenses and permits, from the sealer of weights and measures, and from the police and health departments, as well as from all other departments in which money was collec- ted for the town, were examined and reconciled with the treasurer's and the accountant's books.
In addition to the balance sheet previously men- tioned, there are appended to this report tables show- ing a reconciliation of the treasurer's and the collec- tor's cash, summaries of the tax motor vehicle and trailer excise, tax title, and departmental accounts, as well as tables showing the transactions and condition of the trust and investment funds.
