RESOLUTION.
WHEREAS Mr. Harry B. Bradley has served the Town of Duxbury unselfishly and faithfully for many years as Moderator; and
WHEREAS Mr. Harry B. Bradley has displayed the utmost fairness and consideration for all points of

view that have come before the Meetings, and in show- ing exceptional good humor in his conduct of our Meetings, has relieved the tension and tedium arising from the business at hand; and
WHEREAS Mr. Harry B. Bradley has shown out- standing judgment in his appointment of those officers and committees placed in his trust and has, thereby, contributed so much toward the advancement and im- provement of our Town; and
WHEREAS Mr. Harry B. Bradley has felt it wise to retire from office and has tendered his resignation; NOW, THEREFORE,
Be it hereby resolved that:
The Meeting, assembled here this 5th day of March 1949, extends to Mr. Harry B. Bradley the thanks of the people of the Town for his great services; and
This Meeting hereby makes known the depths of its feeling by rising to voice its vote; and
This Meeting hereby directs the Town Clerk to transmit a record of these proceedings to Mr. Harry B. Bradley, in order that he may know the high esteem in which he is held by his fellow Townspeople.
A gavel suitably inscribed was presented to Mr. Bradley who responded with words of appreciation.

All men are endowed by their Creator with a love of peace and a hatred of strife.
In our days, even before the advent of the atomic bomb, warfare as waged by the nations of the world had become so destructive, so horrible and so terrify- ing that it has cried out to Heaven for redress. There can be no peace without justice, no justice without law, no law without governmental institutions to make, interpret and enforce the law. In view of the fact that the Commonwealth of Massachusetts has always stood for the ideals which have been epitomized by the ex- pression that Massachusetts eternally seeks peace even at the price of warfare,

Under Article 8, Voted, unanimously, to apply the dividend from the Plymouth County Dog Fund amount- ing to $565.29 to the support of schools.

Under Article 13, Voted, that the Town raise and appropriate the sum of $1,000.00 to meet the Town's share of the cost of Chapter 90 Highway Maintenance, and that, in addition, the sum of $2,000.00 be trans- ferred from unappropriated available funds in the treasury to meet the State's and County's share of the cost of the work, the reimbursements from the State and County to be restored, upon their receipt, to un- appropriated available funds in the treasury.
Under Article 14, Voted, that the Town raise and appropriate the sum of $2,000.00 to meet the Town's share of the cost of Chapter 90 Highway Construction,

Under Article 15, Voted, to appropriate from the Excess and Deficiency Account a sum not to exceed $20,000.00 to be used to reduce the tax rate.
Under Article 16, Voted, to raise and appropriate the sum of $950.00 to be expended under the direction of American Legion Post, No. 223, July 4th, Duxbury Days Committee, in connection with this year's parade and celebration.
Under Article 17, Voted, to raise and appropriate the sum of $500.00 for the exchange of a car for the Police Department.
Under Article 18, Voted, to grant to the Plymouth . County Electric Company of Massachusetts an ease- ment authorizing the said Company to install and main- tain five poles together with the necessary wires and fixtures on and over land of the Town so that electric service may be supplied to the new Duxbury Elemen- tary School Building off Alden Street.
Under Article 19, Voted, to raise and appropriate the sum of $1,500.00 to be paid to the Duxbury Fire and Water District for installing a hydrant, with suit- able connections, adjacent to the new Grade School.
Mr. Frederick Pratt was extended the courtesy of the floor at this time.
Under Article 20, which reads will the Town vote to raise and appropriate the sum of $6,000.00 to be ex- pended on the improvement of Autumn Avenue, or take any other action relative thereto, No action was taken.

Under Article 21, Voted, to install street lights at the following locations: Tremont Street from Island Creek southerly to the Kingston Line; Gurnet Road; and Bryant Avenue ; and raise and appropriate the sum of $110.00 for this purpose.
Under Article 22, which reads will the Town vote to raise and appropriate a sum of money to be used to ex- tend the sea wall at Duxbury Beach Southerly 1,500 feet from the Northerly side of the Hummock where the present sea wall now terminates, and to petition the County and the State Department of Public Works to contribute 1/4 and 1/2 respectively toward the expense of said Sea Wall, or take any other action thereon, Voted no action.
Under Article 23, which reads will the Town vote to raise and appropriate $2,000.00 for the purpose of improving Vine and Cross Streets, or take any other action thereon, Voted no action.
Under Article 24, Voted to raise and appropriate the sum of $1,800.00 for the purpose of placing all fire insurance on town Buildings and their contents on a schedule submitted by the local insurance agents.
Under Article 25, Voted, to raise and appropriate the sum of $141.00 to pay Awards for property damage for taking on part of Congress Street.
Under Article 26, Voted, to accept that portion of Priscilla Avenue, so called, between White Street and Brewster Street, as laid out by the Selectmen in accord- ance with the vote of the Town at its regular meeting held on March 8, 1948 and raise and appropriate the sum of $1,000.00 for its improvement.
Under Article 27, Voted, to raise and appropriate the sum of $1,300.00 for the purpose of conducting a Greenhead Fly control project as recommended by the

State Reclamation Board as a result of a survey made in September 1948.
Under Article 28, Voted, to raise and appropriate the sum of $1,300.00 for the purpose of expanding the mosquito control program by spraying certain areas by airplane.
Under Article 29, Voted, to raise and appropriate the sum of $12.83 to pay contributions to Contributory Retirement Systems on account of members thereof in the Military or Naval service, as provided in Chapter 708 of the Acts of 1941.
Under Article 30, which reads will the Town vote to raise and appropriate a sum of money not to exceed $21,250.00 to be used for the purchase of land and construction of the Duxbury Municipal Airport, and determine whether the money shall be provided for by appropriation from available funds in the treasury, by appropriation from the Stabilization Fund, or by the issuance of a loan under Chapter 44 of the General Laws, or by any or all of these methods. The Selectmen of Duxbury are authorized to purchase or take by Eminent Domain sufficient land for said purpose, and the Duxbury Airport Commission is hereby authorized to expend said appropriation, to determine the size and location of said airport, and to do all other things necessary and proper to construct said landing field, or take any other action relative thereto, Voted no action.
Under Article 31, Voted, that the present War Me- morial Committee be discharged and that a new com- mittee of seven citizens be appointed by the Moderator prior to the first of May to investigate possible War Memorials and to present to the Town not later than the next Annual Town Meeting several suggestions or plans for a memorial for the Town of Duxbury.

Under Article 34, Voted, to amend the Protective By-Law of the Town of Duxbury in the following manner:
By inserting in Section 1 immediately after the caption the following new paragraph: " "Authorized by" or "on approval of" (the Board of Appeals or Board of Selectmen.) When a special permit has been granted by the Board of Appeals or the Board of Selectmen for an exception to the terms of the by-law in harmony with its general purposes and intent and subject to appropriate conditions and safe-guards."
By inserting in Section 1 after the paragraph cap- tioned "Front Yard" the following new paragraph: " "Guest House", a single family dwelling house in which rooms are rented by the person resident therein to persons occupying such rooms for the night or for longer periods."
By inserting at the end of Section 3, Paragraph (i) the following: "10. Guest House".
By inserting at the end of Section 4, the following : " "12. Guest House, on approval of the Board of Appeals".
By striking out the whole of Section 8 except the caption and inserting in place thereof the following paragraphs :

"(a) Enforcements. This By-Law shall be enforced by the Board of Selectmen, either directly or by an inspector appointed by them ; and upon any well found- ed information as to a violation, the board shall take immediate steps to enforce this By-Law in any manner provided by law. No person shall erect or externally alter a building or other structure in this town with- out a permit from the Selectmen granted upon appli- cation made to them upon a form prescribed by them. If the Selectmen find that the construction, location and proposed use of the building or structure to which the application relates in the place specified in the applica- tion are authorized by this by-law, they shall grant such permit; otherwise they shall refuse it.
"(b) A Board of Appeals is hereby established which shall have all of the powers of a board of appeals under sections 25 to 30 B inclusive of Chapter 40 of the General Laws, and acts in amendment thereof and in addition thereto. The board of appeals shall consist of three members, appointed by the selectmen, for terms of three years and so arranged that the term of one member shall expire each year. No member shall act on any appeal in which he has a personal or financial interest, and in such case his place shall be taken by an associate member designated by the Select- men.
"(c) An appeal may be taken to the Board of Appeals by any person aggrieved by any order of any administrative official of the town in violation of sec- tions 25 to 30 B inclusive of chapter 40 of the General Laws or of the Protective By-Law of the town. An appeal under this paragraph, or under the provisions of statute, may be taken within fifteen days after the order or action complained of.
"(d) The Board of Appeals may, in appropriate cases and subject to appropriate conditions and safe-

guards, make special exceptions to the terms of the by-law in harmony with their general purpose and in- tent, and in accordance with the specific rules con- tained in this by-law."
