Took up Article 25.


Voted, To raise eighty five thousand dollars by taxation the ensuing year.


Took up Article 26.


Voted, That the town horses be placed under the care of the Selectmen and that they be instructed to place one pair at Ballardvale Engine House for use of the town.


Voted, That the Chair appoint a Committee of fifteen as a Finance Committee, this committee to examine into and

carefully consider all appropriations recommended by the Selectmen before the Annual Town Meeting, and report such changes in said appropriations, as in their judgment the best interest of the town requires.


The Chair appointed the following persons as that Com- mittee : William G. Goldsmith, Samuel H. Boutwell, John S. Stark, John H. Flint, William S. Jenkins, Joseph T. Lovejoy, Lewis T. Hardy, John L. Brewster, John W. Bell, William Marland, Jacob W. Barnard, John L. Smith, Felix G. Haynes, John Nelson Cole, J. Warren Berry.


Voted, That all bills be audited before paid, that bills be presented by the first day of each month, and that they be paid on the second Monday in each month, that Auditors be paid five dollars ($5.00) per month to be divided as they shall decide.


Voted, That a committee of three be appointed by the Chair to examine the methods of book-keeping of the town, and report thereon at the next annual meeting.


The Chair appointed the following as that Committee : John Newton Cole, Howell F. Wilson, George A. Parker.


Voted, That a Committee of five be appointed by the Chair, to take into consideration the matter of revising the names of the streets in the town, and report at the next annual Town Meeting.


The Chair appointed the following persons as that Com- mittee : George W. Foster, Colver J. Stone, Albert Poor, Walter S. Donald, H. Bradford Lewis.


Voted, That the meeting be dissolved.


The meeting was dissolved at six o'clock p. m.


The foregoing is a true copy of the Warrant and the Offi- cer's Return thereon, also a true record of the doings of the meeting.

Special Town Meeting, May 9, 1899.


WARRANT.


ESSEX, SS. : To either of the Constables of the Town of Andover. GREETING :


In the name of the Commonwealth of Massachusetts you are hereby directed to notify the inhabitants of the Town of Andover, quailified to vote in town affairs, to meet and assem- ble in the Town House in said Andover, on Tuesday, the ninth day of May, 1899, at 7.30 P.M., to act on the following articles, namely :


Article 1st .- To choose a Moderator to preside at said meeting.


Article 2nd .- To see if the Town will vote to discontinue the street laid out and voted for by the Town, March 6, 1899, between Main and Bartlett streets, south of Town House and Engine House and estate of James H. Smith, on petition of John E. Pitman and eleven others.


Article 3rd .- To see if the town will vote to reduce the width of said street by taking off five feet on the north side on the petition of John E. Pitman and others.


Article 4th .- To see if the Town will authorize the Board of Public Works to construct sewers on Main and Porter streets, from end of line shown on plan of Mcclintock and Woodfall, to house of Prof. C. H. Forbes, on Chestnut street from Whittier street to New street, and on Washington av . enue from Summer street to Elm street, on petition of the Board of Public Works.


Article 5th .-- To see if the Town will purchase a piece of land from Hardy & Cole, with building and half of tracks thereon, for use as a storage yard for the Board of Public

Works, and move the workshop to said land. and appropriate the sum of three thousand dollars ($3000.00) therefor, on petition of the Board of Public Works.


Article 6th .- If Article 5th is not carried, to see if the Town will build a brick wall from the Town House to Engine House No. 1, on Park street, and move the repair shop of the Board of Public Works to the space between the Town House and Engine House No. 1, and appropriate a sum of money therefor.


Article 7th. To transact any other Business that may legally come before the meeting.

ESSEX SS. Pursuant to the foregoing Warrant, I, the subscriber, one of the Constables of the Town of Andover have notified the inhabitants of said town to meet at the time and place, and for the purposes stated in said Warrant, by posting a true and attested copy of the same on the Town House, on each school house, and in not less than five other public places, where bills and notices are usually posted, said Warrants have been posted two Sundays.

the Town House in said Andover, agreeably to the require- ments of the foregoing Warrant, and after reading a portion of the Warrant by the Town Clerk, it was


Voted, to dispense with the further reading of the Warrant.


Then took up Article 1st, and


Chose George H. Poor moderator by nomination from the floor.


Took up Article 2d,


Moved, to discontinue the street laid out and voted for by the town March 6, 1899, between Main and Bartlett streets south of the Town House and Engine House and estate of James H. Smith. This motion was not carried, the vote standing as follows : Yes, 16 ; No, 87.


Took up Article 3rd,


Voted, That this Article be indefinitely postponed.


Took up Article 4th,


Voted, That the Board of Public Works be authorized to construct sewers through Main street and Porter street to the house of Prof. C. H. Forbes, through Chestnut street from Whittier street to Mrs. May's house, through Washing- ton avenue from Summer street to Elm street, and the town accept a plan for sewers for Town of Andover made by John E. Smith, dated May 9th, 1899, the said plan being the exten- sion of the original plan of the system of sewers for the Town of Andover, made by McClintock and Woodfall, dated Janu- ary, 1894.


Took up Article 5th,


Voted, That the Board of Public Works be authorized to purchase a piece of land of Hardy & Cole for a storage yard, and move the Water Works building thereon, and appropri- ate the sum of three thousand dollars ($3000.00) therefor.

Voted, That the Town Treasurer be authorized with the approval of the Selectmen to give the town's note for three thousand dollars ($3000.00) on one year's time with interest not exceeding three and one-half (3 1-2) per cent. for the purpose of paying for land voted for under Article 5th.
