Several years ago the Town took possession of two islands in Haggetts pond to prevent pollution of the water from campers who frequented them. The owner or owners were not known at the time. The ownership was established this year, the Town paid for them $436.50 and a title to the property secured. Construction work has been very light this year. The total length of new mains laid was 1087.5 feet. The trough formerly near the corner of Railroad and Central streets, was moved across the river to the corner of Andover street and the road leading to West Parish Church. As the amount of money available for construction purposes is prac- tically exhausted, your board will ask for a small appropri- ation for that purpose. It will probably not require a very large amount any one year as no great extensions or any great call in this line of construction is looked for, for some time. Mr. John E. Smith was elected superintendent of both departments last spring, and also the sewer construction for this year has been under his personal supervision. We refer you to his report accompanying this for a detailed account of work done in the two departments and other in- formation which may be of interest.


The efficiency of the water system for the past ten years is already established. It has affored an abundance of water for all the purposes for which it was intended every day since it went into commission. While the sewer system is yet in its infancy it has thus far been a success and will no doubt, like the water system, accomplish the purpose for which it was designed. Both are of great value to the health

of the Town, and are designed to be a lasting benefit to future generations.

NOTE .- Since writing the above report a petition has been received from land owners on Phillips street requesting the construction of a sewer therein. This construction will of necessity be required within a few years and the present ex- igencies of the case would seem to demand that it be built this coming season, as the new dormitory in course of erec- tion by the Trustees of Phillips Academy will increase the population of an already polluted section by about one hun- dred. To avoid the necessity of coming before the Town for small bond issues from year to year, your Board would rec- ommend that the Town authorize the issue of twenty thous- and dollars of sewer bonds. These bonds will not be sold except as the proceeds shall be required.
