The Board of Public Works herewith submit their first annual report, for the year ending Jan. 10, 1900.

Sewers have been completed on all streets of the system adopted by the Town, excepting parts of Abbott, Central, Chestnut, Elm, School streets and Walnut avenue, and the whole of Phillips street. The estimated cost to construct these is $17,366.77.

The firm of C. H. Eglee Co. having dissolved, Mr. Loring N. Farnham completed the contract to our entire satisfaction.
MAINTENANCE.
The care and maintenance of the system, having been per- formed in connection with the construction of new work, the expense has been small. By combining the two systems, water and sewer, the maintenance account will be less than if run separate, but it is hardly possible that it will be re- duced much as the sewers will necessarily call for more for running expenses in the future.
Satisfactory settlements have been made with all parties but two, where sewers were laid in private property and the proper rights secured for the Town's protection. As the Town needed the land on Park street for other purposes it became necessary to move the shop, which has been used by the Waterworks for several years, to some other location. A lot was purchased of Hardy & Cole and the shop removed thereto. There is included in the lot bought sufficient land for the storage of pipe and other materials, also part of the spur track, on the premises, which makes it very convenient for the loading and discharging of heavy frieght.
SEWER ASSESSMENTS.
It was voted by the Town that one quarter of the cost of the sewer system should be borne by the Town, and three quarters by the abuttors or those directly benefited. By the authority conferred by the act of incorporation your Board have finally adopted the following plan of assessments for benefits received from the system of sewers. Three quarters of said cost shall be assessed upon the estates directly benefited wherever the sewers shall be laid, by the frontage and area plan combined. Viz. Fifty (50) cents to be assessed on each foot of lot frontage, of estates on any street or way wherever a sewer is constructed, five (5) mills per square foot upon the area of said estates extending back

to a depth of one hundred and twenty (120) feet from the front of the same. Upon all corner lots assessments for lot frontage shall be levied as before stated, upon the whole frontage of such estates which abut on the street where a sewer is first laid, upon the other street or streets or ways upon which such corner lots or estates abut, an exemption, as may be determined by the Board of Public Works, of not exceeding sixty (60) feet of the frontage assessment shall be made on such streets or ways: and the assessments before provided shall be levied on all the remainder of the frontage on such streets or ways.
Upon such estates as shall receive direct benefits from the sewer that have no assessable lot frontage, and not located within one hundred and twenty (120) feet of a street or way, such an equitable charge shall be made for entering the sewer as may be determined by the Board of Public Works for the benefits received therefor. The Board would recom- mend that whenever extensions to the system are made, the property abutting and directly benefited, shall be assessed at the same price and in the same way as the foregoing property.

If the water furnished the Town for its public buildings alone was paid for at the cost of pumping it, the receipts would exceed the expenditures, so practically the water works are more than self supporting without taking into ac- count at all the fire protection afforded by nearly two hun- dred hydrants, and the water used to flush the sewers and other purposes.
