There are three paupers now remaining at the alms- house, viz :

per. There have been four "Tramps" or traverlers enter - tained during the year.
The support of the poor out of the Almshouse is con- siderable, and seems likely to be no less until the sense and sentiment of the town shall provide accommodations and decree that all permanent paupers shall be provided for at the Almshouse unless there be some exceptional reason why not. There is not necessarily any disgrace in being a pauper. It is disgraceful for any town to fail to furnish suitable accommodations and care and sup- port for the poor properly belonging to it under the laws. But it is also just and proper for the town to make these provisions and provide for the wants of the needy in the most economical manner consistent with their comfort. The report of the Treasurer will state what bills have been paid for those who have received aid and full support. We are not aware of any case of disputed settlement at the present time. The Robare family we fear will have to be removed to the Alms- house. A mother and four children under 12 years of age.
We have retained Mr. Terry and his wife for the ensu- ing year at a salary of one hundred and eighty dollars $180.

Report of School Committee.
Another school year has passed with its varied success- es and its partial failure and your committee herewith most respectfully present their annual report with such suggestions as have occured to them.
Whole No. of schoolars in town on the 1st, day of May last between the ages of 5 and 15 was 163, between the ages of 8 and 14 was 96, as returned to us by the Assess- ors. Whole number attending school, of all ages, was 167. Under 5 years of age 13, over 15 years of age 15, between 5 and 15 years of age 139. Making all reason- able and inevitatable causes of absence between 5 and 15 there then seems to be two large a number who have not put in an appearance. We would respectfully call the attention of parents and guardians of children of school age to the Legislative acts of 1873 page 262 and of 1874 page 233 for a more clear understanding of their duties in this matter, and of the penalties for nonperformance.
The appropriation made last year, and placed in our hands for the purpose of remodeling the interior of school house No. 1, and rescating the same, has not been ex- pended. After maturing our plans and preparing speci- fications we submitted then to builders for proposals

for performing the work. The lowest offer was $185 which we considered to be reasonable but left not suffi- cient to reseat, plaster and paint to say nothig about. out of door expenditure which propriety and necessity required and we were and are still of the opinion that be - fore the contemplated improvement is made a new loca- tion should be selected, and the building removed to it. There is not sufficient land in the present lot to place the proper and indispensible out buildings upon. It is a source of annoyance to the religious society whose lands and buildings almost surround it now. We suggest that a committee composed largely of persons who are more immediately interested in the subject, be constitu- ted and authorized to locate, and make all needful ar- rangements, and contracts for moving the house, and for selling the lot upon which it now stands. And then make a suitable and sufficient appropriation for carrying out the plans of last year.
The instructions of the town of November that the committee prepare and present a code of by-laws to comply with the requirements of the Truant act has been attended to and will be presented when called for by the warrant for the annual town meeting.
We have introduced the "Franklin" series of Arithme- tics into the schools, thereby securing uniformity, new books, and a valuable series at a small expense to the town. A uniformity in Geographies is much needed also.
We would call the attention of parents and guardians to the laws concerning vaccinuation, every child must be vaccinated when two years old. Penalty for neglect five dollars. The school committee are directed not to admit pupils into the public schools who have not been vacci- nated. Taking a retrospective survey of the past and comparing it with the preseut condition of our schools

as regards numbers and scholarship as well we are not overjoyed with the comparison, some schools have fully maintained their former standing, while others have failed to do so. To analyze the causes of failure would in all cases bedifficult and in some it might be irritating. This may however be, (we think) truthfully said that for- merly the town of Berkley supplied itself with teachers almost exclusively, and had a surplus for export. And then as a rule our own teachers gave better satisfaction as such than strangers. Shall that time ever arrive again ? All honor to those who are now in the field (mostly ladies) and may there numbers be largely increased. Another suggestion might in this connection be made. All schools in town can not have the same teacher, or his or her equal in all respects. And what might by some be considered a fault in a teacher would by others be ranked among the indispensible qualifications of a teacher. In view of these considerations and many others which might be adduced, is it not far better to make the best use of the opportunies offered (unless in some extreme case,) than resort to revolutionary meas- ures which in most cases result disastrously. Is it not better to endure the evils seeming or real which exist than risk those we know not of. It is emphatically true in schools and school matters that all contentions should be avoided, and all roots of bitterness be weeded out. There must be mutual concession, and mutual co-opera- tion it we expect succes. Are we always careful enough about our criticisms of teachers in the presence of pupils An inconsiderate word in such a case may do great harm while a word fitly spoken may result in a lasting good. Let us all then use our best endeavors to make our schools more and more useful, for upon the public schools depend largely the character of the children and

youth who are to succeed us, and upon whom will de- volve the duties which are now incumbent upon us.
