Report of the School Committee.
Another school year has been gathered to the past, and it has become the duty of your committee to report to the town the condition of its several schools, and to make any suggestions or recommendations concerning them that in our opinion will conduce to their efficiency in the accomplishment of the purposes for which they were and are established.
The whole number of scholars between the ages of five and fifteen years upon the first day of May last, as found in the town by the town assessors, was 139; be- tween the ages of eight and fourteen years was 97. The whole number of scholars of all ages attending all of the schools in the spring term was 145 ; average attendance was 123 ; over fifteen years of age was 17; under five years of age was seven. The whole number of scholars of all ages attending the schools during the fall term was 144, of which ten were over fifteen years of age, and seven were under five years of age ; and the average attend- ance at the fall term was 129. During the winter term 152 scholars of all ages were enrolled upon the school registers, with an average attendance of 132, of which twenty-one scholars were over fifteen, and six under five years of age. Whole number enrolled during the year was (163) one hundred and sixty-three; average attend- ance, 139, or eighty-five per cent. attendance for the year.

The framers of our admirable State Constitution said that " Wisdom and knowledge as well as virtue diffused generally among the body of the people being necessary for the preservation of their rights and liberties ; and, as these depend on spreading the opportunities and advan- tages of education in the various parts of the country and among different orders of the people ; it shall be the duties of legislatures and magistrates to countenance and inculcate * the principles of humanity and general benevolence, public and private charity, in- dustry and frugality, honesty and punctuality in their dealings, sincerity, good humor and all social affections, and generous sentiments among the people."-Chap. I, Sec. 2 Constitution of Mass. In pursuance of this con- stitutional enjoinder the Legislature enacted that " All instructors of youth impress upon the minds of children committed to their care and instruction the principles of piety, justice, and a sacred regard for truth, love to their country, humanity and universal benevolence, sobriety, industry, and frugality, chastity, moderation and tem- perance, and those other virtues which are the ornaments of human society, and the basis upon which a republi- can government is founded." Now, while sectarianism and the introduction of sectarian books are prohibited in the public schools, the teaching, the impressing of the broad principles of morality are enjoined by the above high, and by the Highest Authority as well. " Whatso- ever ye would that men should do to you, do ye even so unto them," said the Great Teacher, who spoke having authority.
We are most happy to have it in our power to express the belief that the teachers in your employment have been faithful to their trusts ; that in the management of their schools and in the progress of their pupils in the various branches and studies pursued, they have been measurably successful -some of them eminently so.

There has been no case of insurbordination or of truancy brought to our notice, and eighty-five per cent. attend- ance speaks for the general good attendance at school. But our system of public school education contemplates more than a mere knowledge of the subjects of study embraced in the curriculum of our public schools. Mere intellectual training and culture is of doubtful utility if the moral qualities of the mind are neglected. The pec- ulations, embezzlements, burglaries, robberies, and other felonies which have been perpetrated, and which almost daily startle the community by their discovery and by their audacity, which so promote distrust and insecurity in almost all departments of legitimate industry, are not due to ignorance, but rather to a high degree of mere in- tellectual culture, while all moral principles and consid- erations are ignored. Is it not because their moral culture has been neglected, and its beneficial influence is powerless to restrain the unholy and demoralizing greed for riches ? " Let the golden stream be quick and vio- lent," and all consideration of honesty, of personal in- tegrity are disregarded.
It has been, it still is, urged against our system of public education (which we so justly view with pride) that Massachusetts, taken as a exponent of it, has a greater per centage of convicted criminals, than states that have few or no public schools within their borders- that illiteracy and crime are not co-relative. While our faith in our school system is not for a moment shaken by the insidious attacks upon it, we submit that whatever semblance of truth there may be in this arraignment by its foes, it is mainly due to the sacrifice of the moral to the purely intellectual culture. After making all due allowance for hereditary mental structureand proclivities, the same system of teaching will have in a majority of children and youth a proper directing influence upon their future. Grant that the teaching of morality must

largely be attended to at home, by the fireside, by pre- cept and by example, "line upon line," and also in Sunday schools, yet we insist that the public school is an important, an indispensible auxilliary in the develop- ment of the true type of manhood and womanhood. We do not arraign our teachers or ourselves as sinners above all in these suggestions, but think there is a laxity in this important element of education which did not obtain a half a century since, and is a sad retrogression and not desirable progress.
SCHOOL HOUSES.
The school house No. 4 (Assonet Neck) needs new desks and newly remodeling in its interior to conform to the arrangement of the other school houses in town. We therefore recommend the town to appropriate a sum sufficient for the accomplishment of this object. Your committee would also renew the suggestions and recom- mendations of the committee in last years report, and fully indorse the need of improvement in the school yard for School No. 2. As it now stands it is a bad educator. A conference with the proprietors of the land desired, would, we think, accomplish the object in view, and result in a mutual benefit. And we respectfully ask for instruc- tion and authority to act in this matter, which cannot brook longer delay. When the above changes are effect- ed we believe it will place our school houses in the front rank compared with those of any other small town in the commonwealth, The scholars are also well supplied with suitable text beeks, readers, and spellers.
The appropriation for support of schools during the current year was, we think, a reasonable one, and being supplemented by our proportion of the interest of the State school fund, and by the dog tax, has enabled us to continue the schools thirty-three weeks, which, we think,

is the minimum length with which the town will be, or ought to be satisfied.
We gratefully appreciate the abiding interest in the schools exhibited by the clergymen of the town in visits, by advice, and by other means for the promotion of the welfare of the pupils, believing that such active interest accomplishes much good, and that a neglect of such favorable opportunities is a grave mistake.
