We have assisted the Registry on periodic checkups and Road Watches. Police Officers patrolled the Town on the Holidays and directed traffic during the Dog Racing Period.


During the year the Berkley Police Department became a member of the Taunton Police Radio Network and thru the generosity of the Berkley Police Association have had two, two-way radios and two receivers installed in Police Officers cars. A Walkie-Talkie was ordered and delivery is expected in February of the coming year.


I thank the Selectmen, Police Officers, Firefighters, and all others for their excellent cooperation in carrying out the duties of the department.

ANNUAL REPORT


REPORT OF PLANNING BOARD


The Planning Board members wish to thank all commit- tees and officials of the town for their cooperation with us. Especially do we thank the library committee for allowing us to meet in the library.


Joint meetings with the Selectmen and the Industrial Committee resulted with a sign being erected which advertises land on the new highway for industrial use.


We had one application for subdivision of land and expect more in the future. We also signed single lot plans for individual house lots. We feel that Berkley is start- ing to grow and the townspeople will do well to think of con- trol measures so as to protect the town from the trouble that neighboring towns have had. All surrounding towns are building up rapidly, leaving Berkley as the only town with no controls for large housing projects. With the present situation in Berkley any contractor could buy land and erect houses of any kind, too close together without any regulatory controls to stop him. NOW is the time to do something.

Gentlemen:


I had four calls for dog bites. There was no slaughtering in the town during 1959. I inspected 40 barns and buildings, also 340 animals.

REPORT OF BERKLEY FINANCE BOARD


The various budgets requests submitted to the Finance Board total $192,652.68, an increase of $21,020.04 over the previous year.


As usual the two largest items are: Schools $114,325.96 and Welfare $41,500.00.


It is quite a shock when one realizes that the townspeople have a say in the spending of $36,826.72 out of the total budget. Of this money $4,000.00 is earmarked for reduction of the town debt, $700.00 for interest and $708.67 assessed by the state for control of Dutch Elm Disease and Gypsy Moth Control. After deducting the above the people have $31,418.00 or only 16.3% of the total budget over which they have any control.

REPORT OF THE TOWN AUDITOR


To the Board of Selectmen


Town of Berkley


The books and accounts of the Collector of Taxes were audited as of December 31, 1959. Records of collections and payments to the treasurer proved to be correct. Tax records were checked and verified with a listing of all outstanding accounts made. The treasurer's books were examined and found to be in order.


Notices of unpaid taxes owing to the town, were mailed for verification purposes to persons shown on the books with ·unpaid balances.

ANNUAL REPORT


REPORT OF THE LIBRARY COMMITTEE


To the Board of Selectmen Berkley, Mass.


It was the aim of the Library Trustees this year to budget the library appropriation that we could make necessary repairs and renovate. It saw the completion of the new sanitary. The basement including the kitchen has been painted. As we were fortunate in receiving an electric stove, work will be done in the kitchen to provide space for it.


A story hour was again conducted in the summer with Mrs. Helen Craven in charge.


Many more adults now use the library than ever before and as an added convenience for them we have opened the library on Monday nights.


We take this time to note the passing of Edwin Tirrell, who was the architect for the library building.


The library is now used by the Girl Scouts, 4-H sewing club, and the 4-H woodworking group. The Planning Board also hold their meetings there. The Board of Registrars have held voters registrations there and the State Auditors always use the building.


The trustees have found since renovating the basement more people have rented it for private socials.


The town should be pleased to have Mrs. Helen Craven as our librarian. No where could you find a person more devoted to her job and interested in the reading habits of the youngsters of the town. She does much extra traveling to find books that the children have asked for. We are most grateful to the towns- people for donating magazines, periodicals and books to the library.


A new roof has been put on and not only has it done away with the leaks but it is an improvement in looks too.


This year should see the end of the main improvements. The townspeople can be proud of their library now and willing to take anyone in to visit.

REPORT OF THE CHIEF OF THE FIRE DEPARTMENT


To the Board of Selectmen Town of Berkley


Gentlemen:


As your Chief of the Fire Department, I submit the fol- lowing report for the year of 1959:


During the year of 1959 there were a total of 49 fire calls answered by the Fire Department, three (3) of these were calls for out of town help by neighboring towns.


The fire extinguishers in the school have been inspected during the past year.


A Resuscitator was purchased by the Berkley Fireman's Association and donated to the town of Berkley under the supervision of the Fire Department for use in the town as needed.


Another tank fire truck was added to the fire department in the Myricks district this past year also the 3000 gallon trailor tank was completed and made ready for use in case of an emergency.


Again I would like to call the attention of the people living in the Myricks district of the Town (in case of FIRE Dial VA. 2-3181-if you do not get an answer within a reason- able time Dial VA. 2-6354), these two telephone numbers are to be used only in case of fire, giving your name and location of fire. Do not build an open air fire without a written permit, permits are written in the Myricks district by Mr. Merle Stetson on Myricks Street and in the Berkley District by Mr. Joseph Freeman on Berkley Street.


I wish to take this opportunity to thank the residents of the town for their prompt action and cooperation with the Fire Department also to express my appreciation to the members of the Fire Department, Police Department and all others who have cooperated and assisted in carrying out the duties of this office.

CIVIL DEFENSE


As your director I wish to report what we have accom- plished this past year. We have built a civil defense office and radio room in the basement of the school. We still have some work to finish on these, but by the time you read this all should be completed. We are having trouble with the state about the purchase of a radio for use in communicating with Sector 2A Headquarters. This we hope will be settled soon. What we plan to do this year, will be explained at the next town meeting. You are all invited to visit the Civil Defense Office.

4. Comment


In the year 1959, $104,030.97 passed through the Collec- tor's Office. This was a bit under 1958, due mainly to a late commitment of the 1959 excise taxes. It is hoped that a new system in handling excises by the state will enable an earlier mailing of them in 1960.


In my first year as Collector, I have made one visit to Myricks and one to the Town Hall each month. Business was usually satisfactory and I will continue the policy during 1960, having the 2nd Tuesday at the Town Hall from 7:30 P.M. to 9:00 P.M. and the last Wednesday at Myricks at the same hours.


I wish to thank all those who have helped me this last year; especially Mr. Francis Andrews the past collector, Mr. John Flynn, the Deputy Collector, Treasurer, Mr. Richard Perry, and the Board of Assessor's who by an early commitment of Real Estate, Poll, and Personal Taxes greatly helped the collections in 1959.
