A detailed report of the audit will be forwarded as soon as possible.


The detailed audit report will contain recommendations that the tax collector obtain a prompt settlement of the delin- quent tax and excise accounts and that he pay his collections to the town treasurer weekly.

REPORT OF STATE EMERGENCY BOARD LOAN APPROVAL


THE COMMONWEALTH OF MASSACHUSETTS EMERGENCY FINANCE BOARD State House, Eoston


November 16, 1961


At a meeting of the Emergency Finance Board of the Commonwealth, held on the 16th day of November, 1961, a majority of said Board being present, the following vote was unanimously passed under the suspension of rules:


VOTED: To approve the borrowing by the TOWN OF BERKLEY of the sum of THREE HUNDRED SIXTY THOUSAND DOLLARS ($360,000.00), under the autho- rity of and in accordance with Chapter 645 of the Acts of 1948, as amended, for the purpose of Constructing, Origi- nally Equipping and Furnishing an Elementary School; said Town having received the approval of the School Building Assistance Commission of an estimated construc- tion cost of THREE HUNDRED EIGHTY ONE THOU- SAND, FIVE HUNDRED DOLLARS ($381,500.00); and of an estimated construction grant of ONE HUNDRED NINETY THOUSAND, SEVEN HUNDRED FIFTY DOLLARS ($190,750.00).

May 22, 1961


1. Accepted a report of the School Planning and Building Committee:


After the town meeting of January 23, 1961 the Berkley school planning and building committee authorized Mr. I. T. Almy, architect, to draw up several plans to include 12 classrooms, a special class, a multipurpose room, kitchen, office spaces, book room, boiler room, toilets and storage spaces.


As a result of the tour of sites held on January 28th it was decided to have Mr. Benjamin Evans survey the Bischoff property. Mr. Evans was unable to do this and the firm of Corse and Tibbetts of Marion and Rochester was en- gaged to do the work.


Mr. Almy presented several plans and the Committee de- cided on one that seemed to best suit the land in question. It was decided to visit the Newman Avenue School in Seekonk as it was similar to the plan presented. It was pointed out during the visit that open wardrobes in each room would save about $400 per room. The Dighton- Rehoboth Regional High School was also visited to view construction.


A meeting was held with a representative from Corse and Tibbetts, the committee and Mr. Bischoff to view the survey. Mr. Bischoff agreed to donate a piece of land about fourteen acres in size that bordered on South Main Street.


The committee then authorized Mr. Almy to draw up (plan) No. 4 on the Bischoff property and send it to the School Building Assistance Commission along with edu- cational specifications. It was approved by the Commis- sion after the location of the teachers' room was changed. A preliminary form F of Cost Estimates was also ap- proved. This estimate was for a total cost of $495,000 with a construction cost of $415,000 included.


The commitee now recommends that a sum of money be raised and appropriated to have working drawings and specifications made up. Construction bids will be asked on these drawings so that the committee may determine accurately the cost of building such a plant before asking for a construction appropriation at a subsequent town meeting.

Voted: That the sum of $360,000 be appropriated for the purpose of constructing and originally equipping and furnishing a 9 room elementary school building and grading the grounds thereof, and that to meet said appro- priation the treasurer with the approval of the selectmen be and hereby is authorized to borrow the sum of $360,000 under the authority of Chapter 645 of the Acts of 1948 as amended, and to issue bonds or notes to the Town therefor, payable in accordance with the provisions of Chapter 645 of the Acts of 1948 as amended, so that the whole loan shall be paid in not more than twenty years from the date of issue of the first bond or note.


October 16, 1961


1. Voted: To authorize the selectmen to take by eminent domain a parcel of land supposed to belong to George Bischoff and Doris M. Bischoff, situated on the westerly side of South Main Street in Berkley, Bristol County, Massachusetts, bounded and described as follows:


Beginning in the westerly line of South Main Street at the southeast corner of land now or formerly of Susan Atterbury and Charles E. Harrison, Jr., for a corner; thence by said land South 57º 56' 40" W. 585.26 feet to a stake set in the wall for a corner; thence by a wall, by the three following courses by land of George Bischoff S. 48° 24' 50" E. 32.17 feet to a turn; thence S. 75° 20' 00" E. 34.36 feet to a corner; thence S. 4º 14' 00" W. 781.56 feet to a corner; thence S. 73º 38' 30" E. 394.98 feet to the westerly line of South Main Street a corner; thence by said South Main Street N. 12º 2' 50" E. 674.10 feet to a turn; thence in the northerly direction in a curve 173.25 feet by said street; thence N. 4º 29' 50" W. 337.81 feet to a turn; thence still by said street N. 7º 14' 40" W. 63.45 feet to the land of Atterbury and Harrison and the point of beginning. Said parcel contains a total area of 10.84 acres, more or less, and is more particularly shown on a plan entitled "Plan of Land to be acquired by the Town of Berkley, Mass. for school purposes, Scale 1"-100 feet", dated June 1961 and made by Corse and Tibbetts, En- gineers and Surveyors.

In addition to the above business meetings, the town election, which is part of the annual town meeting, was held March 20, 1961.


CENSUS


The 1960 census, taken nationally, was officially reported early in 1961, listing the population of Berkley for 1960 as 1,609. This compares with the 1950 census of 1,284 and the 1940 census of 1,130.


These figures projected would seem to indicate a popula- tion of about 2,000 in 1970.

REPORT OF SELECTMEN FOR 1961


During 1961 we note that the town continues to prosper. Permits were issued for the construction of dwellings, trailer homes and business establishments. Under the highway pro- gram Orchard Street was widened and hard surfaced. Sections of North Main Street were widened in order to increase the road surface width.


The survey of South Main Street from the Freetown line to Bryant Street has been completed by the Department of Public Works. At present $32,000.00 has been accumulated toward reconstruction.


The painting of the Berkley-Dighton Bridge has been de- layed until necessary repairs can be made to the structure.

Inasmuch as the vehicular travel has increased immensely over the Berkley-Dighton Bridge, the selectmen of Dighton and Berkley jointly requested Senator John Parker to have a legis- lative group study the present and future needs of a more suitable bridge.


The selectmen advertised for bids for the sale of the Myricks building as instructed by a town meeting vote. No bids were received.


During the year approximately $1,500.00 was expended in the removal of dead and diseased elm trees.


For 1962 we recommend that a sum of $1,000.00 be appro- priated for the gravelling, drainage and oiling of Plain Street from the Taunton-Berkley line to Orchard Street and a sum of $810.00 as Berkley's share to make necessary repairs to Berkley- Dighton Bridge.


We also recommend that $5,000.00 be made available for the South Main Street reconstruction.


To continue the removal of dead elm trees from the sides of our highways we recommend that $1,000.00 be expended for this purpose this year.


Due to a change in the General Laws of the Common- wealth of Massachusetts, enacted during the past year, con- stables elected at the annual election this year will serve for a period of three years. This will necessitate a change in the town by-laws to conform to the state law.


In conclusion, may we express our appreciation to all for their cooperation with us in the conduct of the town's business.
