We feel that our year's work with the school children, who come to the library by classes with their teacher, has proven worth while. More and more of the children now come at other times on their own. We certainly appreciate the co- operation of Mr. Gerald Flemming and the school personnel. It has been of decided benefit to have Mrs. Stanley Trond at the library during the school children's visits. We are able to conduct the exchange and selection of books with greater efficiency.
Mrs. Trond and myself attended a ten week course on "Cataloging and Classification for Small Public Libraries" which was sponsored by the Library State Division of Exten- sion. The course, taught by Miss Rita Steele at The Millicent Library in Fairhaven, has helped with our work here at this library.

REPORT OF THE TRUSTEES OF THE BERKLEY PUBLIC LIBRARY
To the Officers and Townspeople of Berkley:
One of the major projects for this year has been the scraping and refinishing of the floor in the library. This has added greatly to the appearance of the room as a whole. New bookcases have been built at the fireplace end of the room, to be used for juvenile books. This will make room to rearrange the adult books and will give extra space for the reference books which are so badly needed. Twelve small chairs have been purchased for the use of our smaller patrons. New window shades have been placed at all windows in the build- ing. A new sink has been installed in the kitchen, and as it fits under the window and lines up with the stove, it has added to the usefulness of the kitchen.
The building now needs the exterior trim repaired and painted, and the chimney pointed up. After this is accom- plished the place should be in fairly good condition.
During the past year the following groups have found the Library Hall convenient for their meeting place: Brownies, Girl Scouts, Tax Payers Association, Woman's Club, 4-H Club, Registrar of Voters, Planning Board, and State Auditors. We are glad that this building is available for these various functions.
We would like to thank our able caretaker, Mr. Walter Longton for his excellent care of the property. We also thank our Librarian and assistant for their efforts.
Many thanks to all those people, who during this year have helped with Library projects, donations of books and magazines, or in any way helped to make our library of greater service to our community.
We are indeed grateful for the five hundred dollars ($500) which we received from the State of Massachusetts in the form of State Aid to Libraries as well as our town appropriation all of which made the above progress possible.

REPORT OF THE CHIEF OF THE FIRE DEPARTMENT
To: the Board of Selectmen Town of Berkley
Gentlemen:
As your Chief of the Fire Department, I submit the fol- lowing report for the year of 1961.
During the year of 1961 there were a total of 34 fire calls answered by the Fire Department, 13 ambulance calls 10 ambulance trips to Morton Hospital in Taunton, 1 trip to Union Hospital in Fall River and 2 trips with local residents to rest homes.
The Fire Extinguishers in the school library and churches have been inspected during the past year, monthly fire drills are held during the school season under the supervision of a member of the fire department.
In April 1961 the Berkley Firemen's Association at its monthly meeting voted to purchase an ambulance for the town of Berkley. A donation drive was put on by members of the Firemen's Association during the months of April and May and the response from the local townspeople was very good. With the funds obtained from this drive and funds from the Firemen's Association treasury, a 1950 Packard Ambulance was purchased from an ambulance company in Providence, R. I. The Firemen's Association then equipped this ambulance with radio, wheel stretcher, resuscitator, first aid kit, new rub- ber, painted and lettered (in the name of the Town of Berkley), placed in top condition and in June of 1961 turned the ambulance over to the Town of Berkley under the super- vision of the town Fire Department. The total cost of this ambulance equipped was $1,532.03. Total received in dona- tions $1,353.25, and all future donations received for the ambulance are placed in an association equipment fund for future use.
To the townspeople, this is your ambulance and every effort will be made by the Fire Department personnel to give free, efficient, emergency ambulance service to all residents of the town. Please remember that the personnel operating the ambulance are working people. Every effort will be made to handle emergency cases immediately and all others on their

merits. In case you need the ambulance or the resuscitator, dial the FIRE TEL .: number 2-6354 and every effort will be made to assist you.
I wish to take this opportunity to thank the residents of the town for their prompt action and cooperation with the Fire Department, also to express my appreciation to the members of the Fire Department, Police Department and all others who have cooperated and assisted in carrying out the duties of this office.

CIVIL DEFENSE
To the Board of Selectmen
Town of Berkley
Gentlemen:
As your Director of Civil Defense, I submit the following report for the year 1961:
We have purchased two (2) Two-way Radios for the local communication. One has been installed in the Rescue Truck, and the other in the private car of Clifton Holmes on Bayview Avenue. We have installed a public address system in the Rescue Truck, which will be available to any organi- zation in the town needing use of a PA System for outdoor use.
We raised the aerial at C.D. Headquarters from 30 to 60 feet and have very good communications. We purchased material to build a new shed for the generator at headquarters, but did not build this yet, because of lack of help. We will try to do this next year.
We have purchased many small items which are needed to operate Civil Defense.
I wish to thank all who helped Civil Defense this past year, and hope more people will join and help us next year.

BOARD OF PUBLIC WELFARE
To: The Honorable Board of Selectmen:
Gentlemen:
The activities of the Department of Public Welfare for the year ending December 31, 1961, have included the administra- tion of the following programs:
Aid to Dependent Children Disability Assistance General Relief Medical Assistance for the Aged Old Age Assistance
Aid to Dependent Children
As of December 31, 1961, we had seven cases, representing 27 eligible persons, receiving Assistance under this program. It is expected that expenditures for this category of assistance will increase drastically because of the liberalization of the pending Federal laws.
Disability Assistance
During the year 1961, only one person received this type of assistance. The case was closed, however, as his monthly Old Age Survivors-Disability Insurance benefits were sufficient to meet his budgetary needs.
General Relief
Our monthly caseload averaged three during the year 1961. Persons who are ineligible for categorical assistance are recipients of this type of aid.
Medical Assistance for the Aged
Persons over 65 years of age, who are unable to meet the costs of their medical needs: Nursing Home Care, Hospitaliza- tion, etc., because of limited income, are eligible for this pro- gram, which went into effect in October of 1960. Our monthly caseload averaged 7 in the year 1961. Because of increased hospital and Nursing Home per diem rates, the expenditure for this type of assistance is expected to be increased.

Old Age Assistance
Our monthly caseload averaged 19, during the year 1961. Old Age recipients who require Nursing Home Care are no longer eligible for this type of assistance, and are automatically transferred to the new program, Medical Assistance for the Aged.
Administration
The Commonwealth reimbursed the Town of Berkley for 25% of the costs of administering only the Disability Assist- ance program, but since October 1, 1961, the town has re- ceived 25% of administration costs for all categorical assistance programs. As the Federal government reimburses the Town for 50% of those costs, the Town's share is only 25%.
In concluding my report for the year ending December 31, 1961, I wish to express my appreciation to all who have assisted me in any way during the past year.

REPORT OF THE INDUSTRIAL DEVELOPMENT COMMISSION OF BERKLEY 1961
The Industrial Development Commission of Berkley had an active year in 1961. The Commission made preliminary surveys of the type of businesses that are now located in our town.
The surveys disclosed there are more than thirty estab- lished businesses, and that at least two new concerns located in Berkley during 1961. Among these new businesses are the J. & R. Form Co., on County Street, and the Bird Pad Co., on Mill Street. During the surveys the members of the Com- mission received favorable co-operation from business men already established in the town.
Regular meetings of the Industrial Development Commis- sion this past year were held in the basement of the Berkley Grammar School, where the order of business was to discuss and formulate plans to promote and encourage new business and industry in this area.
The matter of taking an active part in the Regional Indus- trial received due consideration. The board voted to send Ben Rose as the Berkley representative to all the meetings, and to report on such meetings. The Industrial Development Commis- sion went on record to support the activities of the Regional Commission, and to encourage and to promote the business, industrial and residential development in our town.

REPORT OF THE TOWN AUDITOR
The books and accounts of the Collector of Taxes were audited as of December 30, 1961. Records of collections and payments to the treasurer proved to be correct. Tax records were checked and verified with a listing of all outstanding accounts made. The treasurer's books were examined and found to be in order.
Notices of unpaid taxes owing to the town, were mailed for verification purposes to persons shown on the books with unpaid balances.

REPORT OF THE WAR MEMORIAL STONE COMMITTEE
The Committee has met a number of times during the past year and discussed several types of permanent stone markers to replace the present temporary wooden marker now standing on Berkley Common.
The Committee have obtained cost prices of two types cf stones-natural boulders with bronze or aluminum plaques and a finished stone made by a professional stone cutter.
The Committee have found a stone which they unani- mously thought to be quite suitable.
This stone is simple and not expensive-made of certified Barre Guild granite with a guarantee of quality and work- manship. The size would be two feet and eight inches wide, ten inches thick and would stand four feet and six inches high with a design consisting of the Town Seal and the words: "To Honor Those Who Have Served Our Country From Berkley." The letters of the words can be read from some distance away.
The cost of this stone set at a location designated on the Common, with a setting of slow growing evergreen shrubs, would not exceed $400.00.
