made the necessary appropriation and its building committee are ready to contract for the erection of a schoolhouse thereon. This proposal is made subject only to the conditions that said. school building and any buildings connected therewith, shall be located not less than forty [40] feet from the northerly line- of Harrison avenne as it is now open, and that the erection of the same shall be begun on or before January 1, 1900. Voted that the town accept the gift of land tendered by Mr. N. E. Hollis.


Voted that the same committee viz : Messrs. George H. Ar- nold, Thomas A. Watson, Irving W. Horne, Herbert W .. Borden, George H. Holbrook, Caleb Thompson, Will H. Shaw be constituted a building committee to carry out the purpose of the town expressed by the foregoing votes.


Voted that when said building is completed it be known by the name of Penniman School.


Voted that the thanks of the town be extended to Mr. N. E. Hollis for his generous gift of land.


ART. 5. Voted to accept the provisions of Chapter 186 of the Acts of the Legislature of the year 1895.


Voted to instruct the Selectmen to assess the abuttors on streets watered, two cents per front foot and that any deficit. over and above said amount be paid from the appropriation for- general repairs of highways ; that the water department be in- structed to furnish water for this purpose free of charge ;. that the water department is hereby instructed to place stand pipes in convenient places in the several parts of the town .. The watering of the streets to be let by contract. The follow- ing streets to be watered from Cart bridge to Quincy line, from Storr's square to Adams, Adams Front and Commercial streets to Weymouth line, Quincy avenue from Commercial street to residence of J. F. Sheppard, with such additional streets as the selectmen deem necessary.

The town met in accordance with adjournment from June 15.


ART. 6. Taken up. Voted to refer the whole matter of ex- tensions to the board of water commissioners with full power.


ART. 7. Voted to refer the matter of the widening of Mill lane to the board of selectmen with full power to act according to their best judgment.


ART. 8. Voted that the sum of three hundred dollars [300.] he appropriated to be expended under the direction of Rev. C. F. Hill Crathern for the suppression of the sale of intoxicating liquors in this town and that the night police be instructed to render him any assistance in their power and to use their ef- forts for said purpose. -


ART .. 10 The committee to investigate the alleged illegal oc- cupation of the highways by the A. S. Morrison Co., reported that said company would relinquish any lighting other than that granted them by the town when the town would furnish light to said consumers.


Voted to accept the report of the committee aud that the same be placed on file.


ART. 9 The committee appointed at the last annual town meeting to investigate the needs of the Electric Lighting plant reported with a recommendation that the sum of twenty-three thouands dollars be appropriated.


Voted to refer the matter back to the committee with in- structions to further investigate, especially a proposition they had received from Mr. Graham relative to selling the town electricity for light and power, and report at an adjournment of this meeting.


Voted to adjourn to Friday July. 7, at 8 o'clock p. m. :

BRAINTREE, July 7, 1899.


The town met in accordance with adjournment from June 23.


The town clerk read a letter from Mr. F. A. Hobart, resign- ing the office of Moderator.


ART. 1. Taken up and on ballot Mr. E. E. Abercrombie was elected Moderator to fill the vacancy caused by the resignation of Mr. Hobart, and was sworn by the town clerk.


ART. 9. The committee on Electric Lighting to whom was recommitted their report made at the last meeting, reported in substance, same as original report, see files. Voted to ac- cept the report of the committee.


Voted to appropriate the sum of twenty-three thousand [$23,000] dollars to enlarge the Electric Light plant.


Voted that the town treasurer be and is hereby authorized under the direction of the selectmen to issue the notes of the town for the aggregate sum of twenty-three thousand dollars [$23,000] for the purpose of enlarging and increasing the town Electric Lighting plant; said notes to bear interest at a rate not exceeding 32 per cent. per annum, and to be payable on Sep- tember first of each year, as follows, viz :


In the year 1900 one thousand dollars [$1,000]


In the year 1901 five hundred dollars [500] In the years 1902-1903-1904 fifteen hundred


dollars, each year, [1,500] .


In the years 1905-1906-1907-1908-1909 thirty- four hundred dollars, each year, [3,400] [equal twenty-three thousand dollars ] and that the selectmen are hereby instructed to raise by taxation each year as named above a sum sufficient to pay each note as it falls due, together with the amount of accrued interest on each note remaining unpaid.


ART. 10. Voted that the same commitee : viz J. M. Kelley, W. E. Dorr, J. T. Steveus, B. F. Dyer, E. C. Abercrombie, A. O. Clark, W. E. Maybury have charge of and are hereby authorized to make said improvements to the Electric light plant.


Mr. Abercrombie resigned from the committee and Mr. John Cavanagh was appointed.

WARRANT FOR TOWN MEETING.


NORFOLK, SS. To either of the Constables of the Town of Braintree. GREETING :


In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the Town of Braintree, qualified to vote in town affairs, to meet at the Town Hall in said Braintree, on Wednesday, the twenty- seventh day of September, at seven and one-half o'clock in the evening, to act on the following articles, namely :


ARTICLE 1st. To choose a Moderator to preside at said meet- ing.


ART. 2d. To see if the Town will appropriate the additional sum of three thousand dollars to increase the Electric Light Plant.


You are to give notice of this meeting by posting up true and attested copies of this warrant in not less than nine public places in this town seven days at least before the time of said meeting, and by publishing the same once in the Braintree Re- porter.

In accordance with the foregoing warrant the town met at the time and place designated. Henry A. Monk, Town Clerk,. read the warrant.


ARTICLE 1. Upon ballot Mr. F. A. Hobart was elected moder- ator and was sworn by the Town Clerk.


ART. 2. Voted to appropriate the sum of three thousand dollars [$3,000] to increase the Electric Light Plant and that the same be provided for in the following manner : That the Town Treasurer be and is hereby authorized under the direction of the Selectmen to issue the note or notes of the Town for the sum of three thousand dollars [$3,000] for the purpose of en- larging and increasing the Town Electric Lighting Plant, said note or notes to bear interest at a rate not exceeding 34% per annum and to be payable September 1st, 1910; and that the. Selectmen are hereby instructed to raise by taxation each year a sum sufficient to pay the interest as it falls due and in the year- 1910 a sum sufficient to pay the note or notes at maturity.


Voted to adjourn sine die.

Braintree. GREETING :


In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of the Town of Braintree qualified to vote in Elections to meet at the Town Hall in said Braintree, on Tuesday, the seventh day of Novem- ber, 1899 at six o'clock in the forenoon to bring in their votes to the Selectmen for Governor of the Commonwealth, Lieuten- ant Governor, Secretary, Treasurer, Auditor, Attorney General, Councillor, Senator, two Representatives in General Court and one County Commissioner.


All of the above votes to be on one ballot.

BRAINTREE, Nov. 7, 1899.


In accordance with the foregoing warrant the meeting was called to order and the warrant read by Ansel O. Clark, chair- man of the Board of Selectmen who presided at the meeting.


W. A. Kane and Richard L. Arnold having been appointed ballot clerks ; George W. Stevens and John T. Powers, inspec- tors ; Walter Howland, Charles A, Belcher, Dennis Dugan and Will H. Shaw, tellers were all sworn by the Town Clerk.


The Town Clerk delivered the first set of ballots to the pre- siding officer and received his receipt therefor.


The cards of instruction and specimen ballots were posted according to law.


The clerk of the Board of Registrars of Voters furnished the presiding officer with a list of the qualified voters for the use of the Selectmen and a duplicate copy for the use of the ballot clerks.


The polls were declared open at six o'clock A. M.


Voted that the polls be kept open until two o'clock P. M.,. and that they be closed at that time.

At the close of the balloting the presiding officer announced that eight hundred and eighty ballots had been cast and that that number of names had been checked by the Selectmen and also by the Ballot Clerks.

For the year ending December 31st. 1899.


The Water Commissioners respectfully present their annual report of the condition of the Department under their super- vision.


At the Annual Town Meeting in March, Mr. John Kelley was elected a member of the Board to serve for the term of three years.


APPROPRIATIONS.


The appropriations for the year were as follows : for hydrant service $4,175 ; for Water Loan Sinking Funds, $5,120.


REVENUE.


The revenue of the Department shows an increase over the

year 1898 of about $1,000. The total revenue for 1898 for water, pipes, etc. being $17,689.11 and for 1899 $18,641.32.


EXTENSIONS.


Quite a large number of extensions have been made during the year all of which were very much needed and will event- ually return a substantial revenue to the Town on the amount expended. Owing to the extraordinary rise in the price of all materials the extensions of mains and service work have been much more expensive than formerly. The Board have insisted on a guarantee from property owners on lines of extensions of 5% on cost of same and no extensions have been made without the signing of an agreement to that effect.


THE DROUTH.


The extraordinary drouth of the past season seriously taxed the capacity of the plant and during the last part of the season the Commissioners felt obliged to restrict the use of hose and ask consumers to be economical in the use of water. We are pleased to say that in most cases the order was very cheerfully complied with.


FUTURE SUPPLY.


The experience of the past year has led us to believe that the town cannot too soon consider the matter of its future water supply ; the number of new services put in this year in- dicates that the town is making quite a rapid growth; the amount of water used for business purposes has also largely in- creased. For this reason we recommend that the town, at its. annual meeting in March, appoint a committee to act with the Water Board in considering the necessity, there resources, methods and cost for an additional supply of water for all town purposes, and report their joint conclusions at some future meeting.


PUMPING STATION.


The machinery at the pumping station has been remodelled during the year at considerable expense. The scarcity of water made this expenditure necessary in order to pump the water economically and secure the full benefit of the supply.

REPAIRS.


The ordinary repairs upon the main pipes, hydrants, and gates have fortunately been very small this year but the natural result of age must be anticipated and future repairs will inev- itably be larger.


COLLECTIONS.


The situation in regard to collections has been somewhat im- proved as can be seen by the report of the collector. We have tried to avoid using extreme measures but have been com- pelled too in some cases.


SUPERINTENDENT.


We still continue to employ Mr. William E. Maybury as Superintendent ; he has satisfactorily and faithfully performed all the arduous duties of that position and we take pleasure in giving him our hearty approval.


SINKING FUNDS.


The following investments of Sinking Funds have been made during the year ;


For the Loan of 1891. One note of the Town of Braintree for ($1000) one thousand dollars bearing interest at 34% per annum, maturing Sept. 1, 1904.


One note of the Town of Braintree for $2,000, bearing inter- est at 32 % per annum, maturing Sept. 1, 1908.


For the Loan of 1887: One note of the Town of Braintree for ($2,500) twenty-five hundred dollars bearing interest at the rate of 32% per annum, maturing Sept. 1, 1909.


One note of the Town of Braintree for ($3,400) thirty-four hundred dollars, bearing interest at the rate of 32% per annum, maturing Sept. 1, 1909.

GENTLEMEN :- The superintendent of the Water Department respectfully submits his annual report for the year ending Dec. 31st, 1899.
