Voted that the town waive all right to contract with the Massachusetts Highway Commission for the building of the section of State Highway to be built in Braintree this year, and the Board of Selectmen is hereby authorized and instructed to sign the form of waiver furnished them by the State Highway Commission.


Art. 3. Voted that the subject matter of this article be indefinitely postponed.

WARRANT FOR SPECIAL TOWN MEETING.


Norfolk, ss. To either of the constables of the Town of Braintree. Greeting :


In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of the Town of Braintree qualified to vote in town affairs to meet at the Town Hall in said Braintree, on Tuesday, the eighteenth day of September, 1900, at seven and one-half o'clock in the evening, to act on the following articles, namely :


Article 1. To choose a Moderator to preside at said meet- ing.


Art. 2. To know why the Board of Selectmen stopped the watering of streets.


Art. 3. To raise and appropriate any sum of money for street watering, or for repairs of streets.


Art. 4. To choose any committee or hear the report of any committee and act thereon.


You are to give notice of this meeting by posting up true and attested copies of this warrant in not less than nine public places in this town, seven days at least before the time of said meeting and by publishing the same once in the Brain- tree Observer.

In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the Town of Braintree, qualified to vote in elections, to meet at the Town Hall in said Braintree, on Tuesday, the sixth day of November. 1900, at six o'clock in the forenoon, to bring in their votes to the Selectmen for Electors of President and Vice-President, a Governor of the Commonwealth, Lieuten- ant Governor, Secretary, Treasurer, Auditor, Attorney Gen- cral, Representative in Congress, Councillor, Senator, two Representatives in General Court, one County Commissioner,

Register of Deeds, and County Treasurer, all of the above votes to be on one ballot. The polls will be kept open until one o'clock P. M.

In accordance with the foregoing warrant the meeting was. called to order and the warrant read by Ansel O. Clark, chair- man of the Board of Selectmen, who presided at the meeting.

The Town Clerk delivered the first set of ballots to the presiding officer and received his receipt therefor.


The cards of instruction and specimen ballots were posted according to law.


The clerk of the Board of Registrars of Voters furnished the presiding officer with a list of the qualified voters, for the use of the Selectmen and a duplicate copy for the use of the ballot clerks.


The polls were declared open at six o'clock A. M.

ORGANIZATION.


Board of Water Commissioners: Hon. James T. Stevens, chairman; T. Haven Dearing, M. D., John Kelley.

The Water Commissioners, in accordance with the By- Laws of the Town, and in conformity with the usual custom, respectfully present their annual report of the operation and present condition of the. Department under their management.


At the Annual Town Meeting in March, Hon. James T. Stevens was re-elected a member of the Board to serve for the term of three years.


APPROPRIATIONS.


The appropriations for the year were as follows: For hy- drant service, $4425; for water loan sinking funds, $5120.


EXTENSIONS.


Some extensions of the mains have been made during the year, all of which are paying 5 per cent. or more on the cost of construction ; for location, etc., see Superintendent's report.


REPAIRS.


The cost of repairs on mains, gates, and hydrants, still con- tinues to be very small.

IMPROVED PUMPING MACHINERY.


The improvement of the pumping machinery commenced last year has been completed and we think the money so in- vested has been of great advantage to the Town.


FUTURE WATER SUPPLY.


In accordance with our recommendation, the Town at its last annual meeting appointed a committee to act in conjunc- tion with this Board to consider the matter of a future water supply. That committee and this Board have had several meetings and a separate report of the finding of said joint committee will be made to the Town.


STREET WATERING.


The large amount of water used for this purpose, as shown by the Superintendent's report, detracts very much from the correct showing of this Department. We think the Highway Department should be charged a reasonable sum for the water used. In our judgment water used for any purpose whatever, --- street watering, flushing sewers, fountains, or any other pur- pose in connection with the Town,-should be charged to the Department using the same.


FINANCIAL CONDITION.


At the commencement of the year the Department had a cash balance of $8.20; it has paid all its ordinary expenses, made additions to the plant amounting to $3927, paid the in- terest on its bonds, and has a cash balance at the end of the year of $844.50; this without having drawn the full amount from the Town for hydrant service.


COLLECTIONS.


This year the collections have somewhat improved; future collections will be made strictly in accordance with the re- quirements of the Town By-Laws.

Mr. Maybury, our Superintendent, has performed the du- ties pertaining to his position to our entire satisfaction during the year; the plant is constantly improving under his super- vision.
