The Town met in accordance with adjournment from March 13th. Moderator Woodsum in the chair, the meeting opened at 7.45 o'clock P. M., and transacted the following business :


Article 4. The committee appointed at the last annual meeting to consider the character of a new schoolhouse in Pre- cinct Two reported in writing with recommendations.


Voted to accept the report and place the same on file and that the thanks of the Town be extended to the committee.


Art. 47. Voted that a committee of seven be appointed by the chair, 2 from Precinct One, 3 from Precinct Two, 2 from Precinct Three, to select a site, procure plans, get estimates of cost and any other necessary information in relation to the build- ing of such schoolhouse and report at an adjournment of this meeting or some meeting called for the purpose.

Voted that $2,500 be appropriated. from the un- expended balance of the appropriation for the Electric Light Department made in 1910, to restore to the Town Treasury the amount of the "Caleb Stetson Note," so called, and that the act of the Treasurer under the authority given by a resolution passed by the Town in 1899 whereby he used the Caleb Stetson Fund to pay two notes of the Electric Light Department amounting to $2,500 be and is hereby ratified and confirmed, and so much of the in- debtedness of the Department is declared liquidated and paid.

Arts. 4 and 63. Continued consideration of the water question unfinished at the last meeting.


Several motions were offered and rejected and after a lengthy discussion of the matter the Town voted that a Commit- tee of nine to consist of the Water Board and two persons from each Precinct to be appointed by the Moderator to thoroughly investigate the Metropolitan District or any other supply, the probable annual expense of each system and report to some adjournment of this meeting or at a special meeting; that said Committee apply at once to the State Board of Health for its advice concerning the present and future needs of our Water Supply and the best method for handling the same.

Meeting opened at 7.50 o'clock P. M., Moderator Woodsum in the chair.


Arts. 4 and 47. The Schoolhouse Committee submitted in writing an amended report.


Voted that the report be received and placed on file. (Sec files in Town Clerk's office).


Voted that the original report be received and placed on file. Motion in writing offered by Mr. Avery.


Voted that the motion of Mr. Avery be divided as fol- lows :


Part first-That the Selectmen be and they are hereby authorized and instructed to purchase for the Town, one hundred and twenty thousand (120,000) sq. ft. of land on the easterly side of Washington Street, being a part of the land owned by N. Eugene Hollis and Mrs. White, as shown on a plan of said land prepared by Hartley L. White, C. E., at a price not to exceed ten cents per sq. ft.


A motion to adopt the provisions 'of said first part of the motion was defeated by a vote of 42 yes, 43 no.


Notice was given within one hour of an intention to move a reconsideration of the foregoing vote.


Voted on motion of Mr. Mellen that a Committee of nine be appointed by the chair to investigate other sites, consider the location, size, cost, etc., and report at an adjournment of this meeting three weeks from tonight.


The Moderator appointed the original committee and added the names of Otis B. Oakman and Benjamin Hawes.


Voted that this meeting adjourn until June 5, 1911, at 7.45 o'clock P. M.

Voted that the Treasurer of the Town be in- structed to get the right from the Legislature to borrow a sum not to exceed $15,000 and issue bonds on notes or script for the purpose of replenishing machinery in the Braintree Water De- partment, said money to be expended under the direction of the Board of Water Commissioners.

Voted to reconsider the vote taken at the last meeting where- by the Town rejected the motion to purchase land of Mr. N. E. Hollis for a site for a new schoolhouse.


Voted to appropriate $55,000 for the construction of a new school building on the schoolhouse lot in Precinct Two which the Town has this day voted to purchase for $10,000.


Voted to appropriate the sum of $10,000 for the purchase of land for location of schoolhouse in Precinct Two.


Voted by ballot with the use of the check lists that for the purpose of raising the $10,000 appropriated for the purchase of a schoolhouse lot in Precinct Two and the $55,000 for the erec- tion of a building thereon, the Town Treasurer with the approval of the Selectmen is hereby authorized and directed to issue and sell $65,000 "School Site and Building Bonds," dated July 1,. 1911, and payable as follows: $3,500 a year 1912 to 1921 in- clusive and $3,000 a year 1922 to 1931 inclusive. Said bonds shall be for $500 each and bear interest at a rate not to exceed 4% per annum, payable semi-annually. Any premium received from the sale of the bonds shall be applied to the payment of the principal of the bonds first maturing. None of said bonds shall be obligatory without the authenticating certificate of the Old Colony Trust Company of Boston, endorsed thereon.

All other particulars as to the form, preparation, issuance and sale of said bonds shall be determined by the Treasurer and Selectmen. The whole number of ballots cast was 110, 6 in the negative and 104 in the affirmative.


Art. 4. Voted that a Committee of 15 be appointed by the chair to be known as the Appropriation Committee to serve for the ensuing year. Henry F. Arnold, Frank W. Couillard, Horace R. Drinkwater, Walter O. Hastings, Herbert A. Bryant, Carroll A. Holbrook, Gilbert V. Pennock, George O. MacDonald, Edward P. Cuff, William A. Ross, Benjamin Hawes, Robert Gibson, Joseph F. Kemp, Charles G. Jordan, Joseph Haley, ap- pointed.


Voted that a Committee of 9 be appointed by the Moderator with full authority, general and incidental to erect on the land purchased of Mr. Hollis a two-story brick school building for the Town, to contain ten class rooms, an assembly hall, teachers rooms, properly equipped basement, coat rooms, etc. George O. Wales, Elmer E. Abercrombie, Herbert F. Kneeland, F. Eu- gene Dyer, Otis B. Oakman, Paul Monaghan, Albert E. Avery, J. Parker Hayward, and Benjamin Hawes, appointed.


Voted that the Selectmen be instructed to look into the mat- ter of laying out a Street from River Street to Sherbrooke Avenue.


Voted that the thanks of the Town be extended to the Mod- erator for his efficient and impartial conduct of the business of this meeting.


Voted that the Committee appointed to revise the Town By-Laws be increased to consist of 9 members. Charles C. Mellen, Arthur W. Hoe, Hartley L. White, Walter B. Skinner, William Orr, added to the original committee.


Daniel E. Cain appointed to fill vacancy caused by the resignation of Otis B. Oakman on the Water Supply Com- mittee.


Voted that the aggregate sum of $260,428.74 be appropri- ated, and that $128,140.25 of that amount be raised by taxation, this year.

WARRANT FOR SPECIAL TOWN MEETING.


Commonwealth of Massachusetts.


Norfolk, ss. To either of the Constables of the Town, of Braintree. Greeting :


In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of the Town of Braintree, qualified to vote in Town affairs, to meet at the Town Hall in said Braintree, on Monday, the fifth day of June, 1911, at 8 o'clock in the evening, then and there to act on the following Articles namely :


Article 1. To choose a Moderator to preside at said meeting.


Art. 2. To see if the Town will vote to raise and appropri- ate a sum of money for the purchase of land for a Public Playground.


Art. 3. To see if the Town will vote to accept the offer of Mr. N. Eugene Hollis, to give certain lands in Pre- cinct Two to be used by the Town as a Public Play- ground.


Art. 4. To see if the Town will vote to accept Sections 1 to 14 inclusive of Chapter 28 of the Revised Laws and any other acts amendatory thereto, authorizing cities and towns to lay out Public Parks within their limits.


Art. 5. To see if the Town will elect a Board of Park Com- missioners consisting of three persons and prescribe their term of office.


Art. 6. To hear and act on the report of any committee and choose any committee the Town may think proper.


You are to give notice of this meeting by posting true and attested copies of this warrant in not less than nine public places in this Town seven days at least before the time of said meeting and by publishing the same once in the Braintree Observer- Reporter and Braintree Bee.


Hereof fail not, and make due return of this warrant with your doings thereon to the Town Clerk before the time of said meeting.

In accordance with the foregoing warrant the Town met at the time and place specified. The warrant was read by the Town Clerk and the meeting declared formally opened.


Article 1. By ballot, with the use of the check-lists, Benja- min H. Woodsum, Jr., was elected Moderator, and was sworn by the Town Clerk.


Voted on motion of Mr. Avery to take up Article 6.


Art. 6. The Committee appointed at the Annual Meeting to consider the matter of a schoolhouse site in Precinct Two sub- mitted a report in writing. (See files in Town Clerk's office.) Voted to receive the report and place the same on file.

Voted that the Town accepts the offer of Mr. N. Eugene- Hollis, and to that end, appropriates $15,000, to sell to the Town his home place in Precinct Two, namely, 536,800 square feet of land more or less, the particulars of which are shown by the sur- vey plan of Hartley L. White, Civil Engineer, on file with the Town Clerk, for $20,000, the Town to pay $15,000 and he to contribute $5,000; the Town to use for a schoolhouse site the 120,000-foot lot indicated as the schoolhouse lot on said plan, and for the purpose of which lot $10,000 of said $15,000 shall apply, and the balance for the purchase of which $5,000 of said $15,000
