WATER DEPARTMENT.
Conforming to the requirements of the By-Laws of the Town and in accordance with established custom the Board of Water Commissioners of the Town submit the following report for the year ending December 31, 1911 :
Since the end of the last fiscal year and while this report is being made up the Board has to record the sudden passing away of Mr. Will W. Mayhew who had been a member of the Board since March, 1909, having been elected to fill the vacancy caused by the death of Dr. T. H. Dearing, and re-elected in 1910 for the term of three years. His loss to the Board and as a Town official, in the midst of important work now in process, on which his advice and counsel was much needed and valuable, is much to be regretted, and his genial, courteous presence will be very much missed by his associates at the Board meetings, from which he was rarely absent.
Under the warrant for the Annual Town Meeting held in March the following appropriations were made :

CONDITION OF THE PLANT.
The imperative need of some action by the Town to put the water system of the Town in a more satisfactory working con- dition became apparent, and at an adjournment of the annual March meeting held June 5, 1911, the following vote was passed under Article 60 of the warrant:
"Voted, that the Treasurer of the Town be instructed to get the right from the 'Legislature to borrow a sum not to exceed fifteen thousand dollars ($15,000) and issue bonds or notes or script, for the purpose of replenishing machinery in the Water Department, said money to be expended under the direction of the Water Commissioners." In accordance with this vote Chapter 598 of the Acts and Resolves of 1911 was enacted. An Act to authorize the Town of Braintree to borrow money for water supply purposes.

At an adjourned meeting held Aug. 28, 1911, it was voted as follows :
"Voted, that for the purpose of procuring machinery for use in its Water Department, and for otherwise improving and extending its water supply as authorized by Chap. 598 of the Acts of 1911, the Town Treasurer be and hereby is authorized to issue Bonds of the Town to an amount not exceeding fifteen thousand dollars ($15,000), said Bonds to be denominated on their face Town of Braintree Water Loan, Act of 1911, to bear interest at a rate not exceeding four and one-half per cent. (.045%) per annum, payable fifteen hundred dollars ($1,500) per annum in each of the years 1912 to 1921 inclusive. Said Bonds shall be signed by the Treasurer of the Town and counter- signed by the Water Commissioners and the said Bonds with accrued interest as they become due shall be paid from the revenue of the Water Department and not included in the tax . levy."
The provisions of the above vote were carried out and the Commissioners, as required by the By-Laws of the Town called for bids for a new pumping engine and two new boilers for in- stallation at the Great Pond Station.
Bids for the pumping engine were received from Geo. F. Blake Mfg. Co., International Steam Pump Co., Laidlaw, Dunn, Gordon Co., M. T. Davidson Co. and Platt Iron Works Co. and for the boilers from Roberts Iron Works Co., New England Iron Works Co., Robb Engineering Co. and Hodge Boiler Works.
After carefully considering the different bids in the presence of the bidders, and visiting several places where engines of the different mannufacture could be seen in working condition, it was voted to place an order for one Collis Cross Compound Steam Cylinder Engine with the Platt Iron Works Co., of Dayton, Ohio, at a price of sixty-four hundred and fifty dollars ($6,450) and this company is now proceeding with the work and expects to make delivery in ten weeks from Dec. 11, 1911.
The contract for the boiler was placed with the Hodge Boiler Works of East Boston, they having submitted the lowest and most satisfactory bid.
The installation of this new machinery necessitates altera-

tions and improvements in the buildings at Great Pond, and this work is now in process by local contractors under the supervision of our Superintendent Mr. W. E. Maybury, With these improvements the Board feels that the Town is placed in a better position to meet all emergencies that may arise, but to still further increase the efficiency of the system, we recommend that the station at Little Pond be given atten- tion and necessary improvements be made and that a storage tank be installed at Braintree Highlands. With such work com- pleted we feel assured that the water system of the Town would be in a condition to meet all requirements for the next fifteen years or more and that a more economic production of water would be obtained.
METERED SERVICE.
There are now in use 1818 services, of which all but about 85 are equipped with meters. Eighty-two new services having been added during the past year.
PAYMENT OF WATER RATES.
The Board desires to call the attention of consumers to the need of more prompt settlement of accounts. Rule 20 of the Rules and Regulations adopted by the Board and approved by the Town, calls for payment of bills within 20 days after receipt of bill, but it will be noticed by comparison of the figures as shown in the Registrar's report that there is a growing tendency to delay payments, which should not be the case, as the Depart- ment relies to a great extent on its revenue to meet its expenses of all kinds. We trust this general notice will have the effect to make our consumers more careful and prompt in making settle- ments.
EXTENSION OF MAINS.
There is need of liberal appropriations for the extension of mains. A number of requests of this kind come to the Board, many of which the Board recognize as quite important and necessary, but the limited means at its disposal make the gen- erality of them prohibitive, as all the work of the Department is done at cost, without profit, and the necessary work of in-

stalling new services and general expenses of running the plant consumes to nearly the full extent the revenue.
The report of the Treasurer, Registrar, Collector and Superintendent are approved and submitted herewith, forming a part of the Commissioners report.
