ELECTRIC LIGHT DEPARTMENT


Article 93. Voted, that the Town appropriate from the income of the Electric Light Department the sum of $11,613.55 for the Depreciation Fund; the sum of $300.00 for the salaries of the Municipal Light Board; the sum of $11,400 for bonds and interest; and the balance of the earnings for 1926 together with the unexpended balance $2,059.49 of the year 1925 for operating expenses, renewals, repairs and new con- struction for the coming year.


WATER DEPARTMENT


Article 94. Voted, to appropriate from the in- come of the Water Department the sum of $300.00 for salaries of the Water Commissioners and the balance for operating expenses, extensions, renewals, repairs, new construction and expenses of the Department.


Article 95. Voted, that there be raised and ap- propriated the sum of $70,000 for the purpose of lay- ing street water mains, to be six inches or more in diameter and for the purpose of acquiring land and constructing a stand-pipe thereon, and that to meet the said appropriation the sum of $20,000 shall be taken from the surplus water revenues, and the treas-

urer, with the approval of the Selectmen and Water Commissioners, be and he is hereby authorized to bor- row the sum of $50,000 and to issue bonds or notes of the town therefor the said bonds or notes to be is- sued pursuant to the General Laws, Chapter 44 and to be payable in accordance with the provisions of Section 19, thereof, so that the whole loan shall be paid in not more than ten years from the date of issue of the first bond or note or at such earlier dates as the treasu- rer with the approval of the Selectmen may determine.


Further voted that the Water Commissioners shall fix sufficient rates to meet the expense of maintaining and operating the water supply system including the interest and the debt charges as they mature and the indebtedness herein authorized.

Article 6. On the item of clerical help for Town Clerk, the Finance Committee recommended an ap- propriation of $410, and that $300 from the Assessor's Department, and $90 from the Selectmen's Depart- ment, be transferred to the Town Clerk's Department.


Voted to adopt the recommendation of the Finance Committee.


Article 9. Voted to increase the appropriation for expenses of Visitor $270.15 making a total for ox- penses of $621.50. $50 not to be included in tax levy.

Voted, that the Town, through its board of Selec- men, purchase or take by eminent domain for Fire Department or Municipal purposes, a lot of land about 6000 square feet, lying on each side of, and in the rear of the Fire Engine House in Precinct 3, and that the town appropriate the sum of $175.00 to be expended by the Selectmen, so far as necessary to pay for the same.

Voted to accept as a town way Edgemont Road, so-called, from Quincy Avenue, to a point 1200 feet west from Quincy Avenue, as laid out by the Selectmen.

Article 101. Voted, that the Building Committee be and hereby is authorized to contract for extra con- struction which it deems advisable and includes bal- cony in auditorium and special brick for the new. High School Building up to $1,500.00.


Article 103. Motion that there be raised and appropriated the sum of $49,624 for the purpose of constructing an addition to the Penniman School, such addition to increase the floor space of the said School, and to meet the said appropriation $4,624 dollars thereof shall be included in the tax levy of the current year and the Treasurer with the approval of the Se- lectmen, be and he is hereby. authorized to borrow the sum of $45,000 and to issue bonds or notes of the town therefor, the said bonds or notes to be issued pursuant to the General Laws, Chapter 44, and payable in ac- cordance with Section 19, thereof so that the whole loan shall be paid in not more than twenty years, from the date of issue of the said bonds or notes, or at such earlier dates as the Treasurer with the approval of the Selectmen shall determine, and that a committee of five be appointed by the Moderator to act for and in behalf of the Town with full power to employ archi- tects, secure bids, and let contracts in the name of the Town, and to do any and all acts necessary to construct and equip said buildings within the aforesaid appropri- ations, and that said committee shall endeavor to have aforesaid construction carried to completion before September 15, 1926.


Above motion carried, 200 voting in affirmative; none in the negative.


The Moderator appointed H. F. Arnold, W. H. J. Fitzgerald, Ralph Woodsum, C. O. Miller and Walter R. Howland as the Committee.

Article 104. Voted, that the Town through its Board of Selectmen, purchase or take by eminent do- main for Park, School or Municipal purposes, all or such part as they deem necessary, of a lot of land of about five (5) acres, situated at Braintree Highlands said land being owned by one Roulston and lying be- tween Washington Street and Liberty Street, and hereby raises and appropriates the sum of twenty five hundred dollars ($2,500) to be expended by the Se- lectmen so far as necessary to pay for the same.

Article 124. Voted, to amend that part of Sec- tion 4, Article 11A of the By-Laws, so to read as follows: Such fees as shall from time to time be de- termined by the Selectmen shall be charged for all building permits issued by the Inspector of Buildings for the erection and alteration of buildings within the limits of the Town. Fees to accompany the applica . tion; to be refunded if permit is not granted .


Voted, that on buildings or alterations costing $5,000 or less, a fee of $5.00.


On buildings or alterations costing more than $5,000, a fee of $5.00 plus an additional fee of fifty cents for each $1,000 or fraction thereof, by which the cost of such buildings or alterations exceeds $5,000. The total amount of the fee in no case to exceed $500.

No personal property of the Town shall be sold by any officer or board unless by vote of the Town or , by the joint authorization of the Selectmen and of the' Chairman of the Finance Committee, except that if its initial cost or value was $200, or less, it may be sold by the authorization of the Selectmen; such auth- orization shall' in each case; (a) be in writing, (1)

certify that the proposed selling price is fair, and (c) be filed with the Town Accountant.

WARRANT FOR SPECIAL TOWN MEETING

Norfolk, ss. To either of the Constables of the Town of Braintree. Greeting :


In the name of the Commonwealth of Massachu- setts, you are hereby directed to notify and warn the inhabitants of the Town of Braintree, qualified to vote in Town affairs, to meet at the Town Hall, in said Braintree.


On Monday, the twenty-sixth day of July, 1926, at seven forty-five o'clock in the evening, to act on the following articles, namely :

Article 1. To hear and act upon the report of any committee and to choose any committee the Town. may think proper.


Article 2. To see if the Town will rescind the vote passed under article 103 at the annual town meet -. ing of 1926, relating to an addition to the Penniman School and to see if the town will authorize the ac- quisition of land in the town by eminent domain or otherwise for the construction of a school building and to see if the town will raise and appropriate a sum of money for the purpose of acquiring the said land and for the costruction of a school building thereon, includ -. ing the cost of original equipment and furnishing and authorize the Treasurer, with the approval of the Se- lectmen, to borrow all or any part of said sums in accordance with the provisions of any general or special act authorizing the Town to borrow for such purposes, or take any action relative thereto.


Article 3. To see what further sums of money the Town will vote to raise and appropriate for the. purpose of making an extension or addition to the Penniman School and for the original furnishing and equipping of said extension or addition, and authorize. the Treasurer, with the approval of the Selectmen, to borrow all or any part of said sums in accordance- with the provisions of any general or special act autho- rizing the Town to borrow for such purposes, or take any action relative thereto.


Article 4. To see what sums of money in addi -- tion to any appropriated in the preceding article or at any prior meeting the Town will vote to raise and appropriate for repairs to and replacements or altera -- tions in the Penniman School Building or take any action relative thereto.

Article 5. To see if the Town will amend the vote passed under Article 95 of the warrant for the annual town meeting of 1926 relating to the acquisi- tion of land and the constructing of a standpipe and the extension of water mains thereto, so as to provide that the moneys raised and appropriated by the said vote shall be used for the purpose of acquiring land and constructing a stand-pipe thereon and extending the water mains of the town of six inches or more in diameter, to the said standpipe, or take any other ac- tion relative thereto.


Article 6. To see if the Town will vote to raise and appropriate a sum of money for grading the Noah Torrey School site or take any action relative thereto.


Article 7. To see if the Town will vote to appro- priate or raise and appropriate such sums of money as may be necessary and to authorize the Treasurer, with the approval of the Selectmen to borrow such further sums for the purpose of carrying out decree No. 607 of the County Commissioners in regard to the widening and relocation of Commercial Street and Quincy Ave- nue to the Weymouth Town Line or act in any manner in relation thereto.


Article 8. To see what sums of money the Town will vote to appropriate for repairs to and maintenance of the Monatiquot River Bridge, so-called, on Quincy Avenue.


Article 9. To see if the Town will vote to accept as a town way, Pleasant View Avenue, so-called, as laid out by the Selectmen, from Quincy Avenue to the water front and make an appropriation of a sum of money to resurface the said Pleasant View Avenue.


Article 10. To see what sums of money the Town will vote to raise and appropriate for the expenses of the Board of Health.

Article 11. To see what sums of money the Town will vote to raise and appropriate for the support of the poor.


Article 12. To see what sums of money the Town will vote to raise and appropriate for the removal and planting of trees.


Article 13. To see if the Town will vote to raise and appropriate a sum of money to construct a water main on Sagamore Street, or take any other action relative thereto.


Article 14. To see if the Town will vote to raise and appropriate a sum of money for grading the Hol- lis Playground.


Article 15. To see if the Town will vote to pur- chase or take by eminent domain land of Mary Leatherbee on the easterly side of Tremont Street, bordering on French's Common, and raise and appro- priate a sum of money for the purchase or taking of this land, or take any other action relative thereto.


Article 17. To see what sums of money the Town will vote to raise for pensions to be paid to any per- sons by virtue of Section 77 of Chapter 32 of the General Laws.


Article 18. To see if the Town will vote to in- struct the Selectmen to petition the General Court for the passage of a special act, permitting the Town to pension Frank O. Whitmarsh, for many years a call member of the Fire Department.


You are directed to serve this warrant by posting true and attested copies thereof in three public places in each voting Precinct in said Town of Braintree, ten days at least before said twenty-sixth day of July, 1926, and by publishing the same once each week for two

successive weeks in the Braintree Observer, first pub- lication to be at least eight days before said meeting.

Moved by Mr. Arnold, that in addition to the moneys heretofore raised and appropriated by a vote passed at the annual town meeting in 1996, under Article 103 of the warrant, there is hereby raised and appropriated the sum of $16,000 for the purpose of constructing an addition to the Penniman School, including the cost of original equipment and furnishings; such addition to increase the floor space of the said building, and to meet the said appropria- tion, the treasurer, with the approval of the selectmen, be and he is hereby authorized to borrow the said sum and to issue bonds or notes of the town to the amount of $16,000 therefor, the said bonds or notes to be issued pursuant to the General Laws, C. 44 and payable in accordance with Section 19 thereof so that the whole loan shall be paid in not more than twenty years from the date of issue of the said bonds or notes, or at such earlier dates as the treasurer, with the ap- proval of the selectmen, shall determine.
