ASSESSORS' REPORT FOR 1929
Real estate valuation in Braintree for 1929 showed an increase over the previous year of $1;424,150, reaching the new high level, $21,869,975. New building operations accounted for this in the main, while the continued policy of equalization contributed a part.
The number of polls grew from 4,133 in 1928 to 4,365 in 1929 and the number of houses from 3,594 to 3,794, but personal property lost the automobiles which went under the new excise law and caused a drop in taxed personal from $1,991,350 down to $1,276,025. There is a real agi- tation throughout the Commonwealth for a stricter en- forcement of the law on taxation of household furniture with $1,000 exemption to each owner, and on all musical or professional instruments, watches, jewelry, precious stones, etc., without exemption. The State Association, through its Committee on Legal Affairs, presented a bill for a more drastic law; this was referred to a selected committee of thirty-five members, including a member of our own Board, and after most careful consideration it was rejected for the present, but some certain means will doubtless soon be taken by the Commonwealth unless the citizens co-operate more satisfactorily under the present law calling for declaration of this class of property.
Automobiles, which totalled $900,000 in valuation in 1928 and produced a tax of $27,000 have been rated under the new law at the state-rate of $29.65 per $1,000, and have been listed as follows:

Abatement on account of over-valuation and disposal of cars has been allowed to the amount of $3,410.51; thus making the net total receipts to the Town from this source exactly 63% more than that of 1928. Of course there has been an endless list of questions to answer and explanations to make, and a lot of added clerical labor and office expense, but it has been a great satisfaction to the Assessors to help to administer a law which operates so fairly and shows such added revenue. The State Rate for 1930 will be $29.12 per $1,000.
The work of Engineer Branch has progressed to a point of approximately 75% completion, and the large number of block plans now at hand furnish information and help to answer questions every single day.
The Board is more sure than ever that the establish- ment of an Engineering Department for the whole Town would be of great advantage to our Department as well as to the departments of Water, Streets, Drains and Sewers and Electric Light. It would be operated with far less cost than is now incurred on private work, jobbing for each department. We recommend this unreservedly, and hope for an appropriation at this March meeting sufficient to appoint a competent man, who will be empowered to act and given funds to employ such assistants as may be nec- essary, and we are sure the various departments will co- operate with regard to the use of his time, etc., to the advantage of all.
The net amount appropriated at the Annual Town Meeting to be raised by taxation was $796,780.26 while an additional burden was laid by the special Town Meeting held in June by the appropriation of $53,041.15 of which $39,379.84 comes from the tax levy. The special meeting, by the way, increased the tax rate for 1929 by $1.70.
The $758,660.40 raised in 1929 is $68,000 more than 1928 and $32,000 more than 1927, which was then the high record.

In the name of the Commonwealth of Massachusetts you are hereby directed to notify and warn the inhabi- tants of the Town of Braintree, qualified to vote in elec- tions therein, to meet at the polling places in their respec- tive Precincts, to wit:
Polling Place in Precinct 1, Town Hall.
Polling Place in Precinct 2, Legion Building, Hollis Avenue.
Polling Place in Precinct 3, Hose House, Allen Street.
On Monday, the third day of March, 1930, at five forty-five o'clock in the forenoon, then and there to bring in to the Wardens of their respective Precincts their votes on the official ballot for a Moderator, Town Clerk, a Town Treasurer, one Selectman for a term of three years, one member of the Board of Public Welfare for a term of three years, one member of the Board of Assessors for a term of three years, three Auditors, one Water Commis- sioner and Commissioner of Sinking Funds for a term of three years, two members of the School Committee for a term of three years, one member of the Municipal Light- ing Board for a term of three years, one Park Commis- sioner for a term of three years, a Tax Collector, a Tree Warden, two members of the Planning Board for a term of three years, and fifteen Constables.
