Many streets in the Town of Braintree are subjected to heavy traffic and adequate drainage has not been pro-

vided. Heavy rains and snow in the freezing weather in winter break down the road surface very quickly, in places where the wear is great and the road is in poor condition. Under these conditions it would seem economy to rip up these old road surfaces, and build and design roads to resist these conditions. This is only possible where money is available for this work, so the most satis- factory and economical methods of reconditioning these roads must be carefully studied.


During the year of 1932, it has been practically impos- sible for the Highway Department to function thoroughly, due to adverse conditions, particularly with reference to the construction of sewers in various parts of the Town. As we are aware, it would be unwise to construct streets of permanent construction which would later have to be torn up for the purpose of making service connections in the sewerage system already installed. These serv- ices should be installed to the property lines at least, in order to allow the street construction to progress. The work of installing services should be done as soon as pos- sible, so that the streets may be put in the best possible condition.


During 1932, the Highway Department has used Wel- fare labor in connection with its activities, as well as the Unemployed. A large number secured work on the Liberty Street Widening, and more recently on Hayward Street. The Welfare Department men have been used as far as possible for cleaning, cutting brush, and for grub- bing work. We have been carrying, between Unem-

ployed and Welfare, to the amount of 200 men per week, and I would suggest that the Town designate a concrete form of work for these men to do, and appropriate money for same. Under supervision, much good can be accomplished as a result of the work that these men perform, if classified and placed where they would be best fitted.


Before closing my report, I wish to thank the Select- men, the Finance Committee, and my associates in all Town Departments for their courtesies and co-operation.
