REPORT OF THE SCHOOL COMMITTEE
January 1, 1932.
To the Citizens of the Town of Braintree:
The following statements by your School Commit- tee should be of interest and may enlighten you as to the conditions existing in your schools.
For the year of 1931 the School Department spent $301,346.40 for the support of its schools, and for 1932 the budget calls for $328,020.00. $27,000, in round fig- ures, seems like large increase, but an analysis of facts and figures, in our judgment, would seem to justify the request for this sum of money.
$10,000 more is asked for maintenance because of the fact that $6,500 was cut off repairs last year by recommendation of the Finance Committee, and the con- tinued neglect of your buildings will ultimately be un- reasonably expensive. The outside of several buildings need painting quite badly, and it is short-sighted to ne- glect such work.
$13,920 more is asked for teachers, but $8,000 of this is due to the fact that since teachers' salaries run from September to June, increases either in salaries or in the number of teachers employed adds only 4-10 of the money required for a whole year in any appropria- tions made in March for the current calendar year. The other 6-10 is an inevitable increase for the next year's appropriation, although the Department actually makes no increases. Taking this fact into consideration, there would be required on account of the present teaching corps at their present contracts $226,500 for the cur-

rent year. More teachers will be required at the High School next September because there will be many more students, and furthermore it will be necessary to run on half-time because of inadequate accommodations. The estimated cost will be $3,600, which is a dangerously low estimate. The other increase is due to the fact that when teachers begin their work here they begin at a low sal- ary, and have always received annually an increase of $100 per annum until they have attained the maximum for a grade teacher of $1,500. For the year of 1932 re- fusing to move the low-salaried teachers up toward the maximum would save $2,320, or about 9c a $1,000 on the tax rate. It does not seem fair to break faith with the teachers for the sake of saving so small an amount.
$3,000 more must be provided for transportation be- cause of the increased demands on account of increased enrollment in the High School, and the half-time pro- gram which will necessitate pupils being brought to and from High School at about noontime, in addition to that transportation provided at the opening of High School in the morning and at the closing at night.
$1,000 more is required for miscellaneous operating costs, which includes water, electricity, and a variety of janitors' supplies, and with the increased number of buildings which we now have to care for this amount seems necessary. Under this heading there was spent last year $4,853.94.
There is $1,000 less in fuel, and several headings have had a little added on, so that they practically bal- ance one another.
The future of our schools should be carefully looked after if we are to have buildings so located and provid- ing necessary accommodations for the future, that: we

may have effective and economical business and educa- tional organization. After several years of investiga- tion, consideration and discussion, we have decided that our schools should be organized on a 6-3-3 plan as soon as possible. Our High School is now over-crowded so that immediate action should be taken to enlarge this building at a cost of $275,000, and this will practically double the accommodations. Sites should now be se- cured, three in number, for the future construction of Junior High Schools. If an East Junior High School and a North Junior High School were now available no im- mediate need for enlarging the High School would exist. But such is not the case, and therefore not only is an addition to the High School an immediate necessity, but some relief should be secured for the crowded conditions now existing in the Watson school, a condition which will be duplicated very soon in other grade buildings. The Junior High School would not only take the freshmen, or first year pupils, out of the High School, but it would also take seventh and eighth grade children out of the grade school buildings, thus giving rooms for the use of lower grades, and so relieve crowded conditions in the grade school buildings. To build two Junior High Schools now, in addition to enlarging the High School, would be a financial burden too great to carry in spite of the extremely low construction costs existing at pres- ent. Therefore we would recommend the construction of a ten- or twelve-room building, so arranged and planned that ultimately it could conveniently and econ- omically be made into a Junior High School located for the convenient accommodation of East Braintree pupils. This building for the present would accommodate the seventh and eighth grade pupils of East Braintree and thus relieve crowded conditions by making available for children of grades one to six those rooms now being
