And may it be the pleasure and the sense of this Town Meeting that the insurance commissions paid to the Town's Insurance Committee that of this amount no less than eight thousand dollars be set aside annually and specifically for the purpose of establishing a scholarship fund for the worthy and well qualified students of any taxpayer of the Town of Braintree.
May it be further resolved: That the Moderator appoint a committee comprised of individuals, other than insurance agents, to oversee and direct the scholarship fund.

M. ): That the sum of $45, 717. 00 appropriated under Article 11 of this Warrant, for Electricity used for street lighting together with the income from the sales of electricity to private consumers and for current supplied to Municipal Buildings and for Municipal Power and from the sales of appliances and jobbing during the current fiscal year be expended under the direction and control of the Municipal Light Board for repairs, renewals, new construction and operating expenses of the plant, includ- ing a sum not to exceed $45, 717. 00 be turned over to the Town Treasury in lieu of taxes, for the fiscal year as defined in Section 57, Chapter 164 of the General Laws and that if said income shall exceed the expenses for the fiscal year such amount of excess as is deemed necessary by the Municipal Light Board shall be transferred to the Construction Fund of said plant and appropriated and shall be used for such addi- tions to the plant as may thereafter be authorized by the Municipal Light Board and any remaining amount paid into the surplus of the Town Treasury.

ARTICLE 17. Appropriation for Council of the Aging.

That the sum of $500. 00 be raised and appropriated to be expended by the Committee for the Aging for the distri- bution of information to the people 65 years old and older giving data on services available to people of these ages; which committee shall be reorganized to include members of the present committee for the Aging, three members of the Housing Authority, and three members of the Town Government Study Committee, to be appointed by the Moderator, and report at the next special or annual Town Meeting giving specific recommendations for the needs of the Town's Aging.
Under Article 2 Mr. Kelley presented the following report of the Committee to study the Problems of the Aging.
Mr. Moderator, Town Members: This is the report of the Committee to study the problems of the Aging as it af- fects the Town of Braintree. This committee was appointed by Mr. Mower at last year's town meeting. During the year the Committee met with the Chairman of the Council for the Aging from the Town of Weymouth. The Town of Weymouth has a very active program. The year that Weymouth esta- blished this council for the Aging, their first action was to publish a booklet listing the 25 or 30 various agencies in town that were available to their senior citizens in the many diverse fields where help might be needed. This booklet was mailed to every resident of the town who was over the age of 65. It listed the agencies, the administrators in charge of these agencies and their telephone numbers. If one of the senior citizens needed legal help, for instance, the agency's telephone number and person to speak to were readily available. The value of such a booklet becomes especially apparent.
The purposes of the Braintree Council for the Aging are as follows:
1. To see what facilities and services for older citizens Braintree already has.
2. To be a clearing house for this kind of information.
3. To encourage and support efforts already being made.
4. To increase cooperation among the various organiza- tions, agencies and departments involved.
5. To discover unmet needs.

6. To suggest courses of action.
7. To create positive attitudes toward the elderly.
8. To help to provide opportunities for them to remain active, alert and useful members of the community.
9. To be the local channel of communication with state and federal agencies dealing with the interests and needs of older people.
The 1960 census shows that the population of the United States 65 years of age and older reached 17 million or 9% of the total population. By 1980 the number of older people is expected to exceed 24 million. Applying these ratios to the Town of Braintree shows that we have 3200 people of the age of 65. This figure can be projected over the next 18 to 20 years to 4500 to 5,000. The purpose of establishing a Council for the Aging in the Town of Braintree now becomes apparent:
1. To prepare now for the busier years that are to follow.
2. To coordinate the various agencies in the town to better serve this large group of people.
The Finance Committee has agreed with the study com- mittee that this Council should be established. A $500. 00 appropriation has been made to print and mail the booklet that I mentioned previously that was so successful in the Town of Weymouth.
Mr. Davis, the Chairman for the Massachusetts Council for the Aging, summarizes the thoughts of the Committee in the following words: Without going into the social changes that created these problems it is enough to note the effects on our older people. Many live alone, away from family and friends. They may be prevented from working because of poor health or advanced years. Hence, through no choice of their own they become dependent on their children or on public assistance. Lonliness, poor health, inadequate hous- ing, and dependency are what we mean by problems of the aging. Ultimately these problems are defined in terms of people -- your parents or grandparents and your neighbors and in terms of their needs. The problems of the aging be- come your own.

ARTICLE III-A - INFORMATION TO FINANCE COMMITTEE Section 1. All boards, committees, heads of departments or other officers of the Town authorized by law to expend money shall furnish to the Finance Committee, not less than thirty (30) days before the end of the Town financial year, detailed estimates of the amounts necessary for the proper maintenance and operation of the departments under their jurisdiction for the ensuing year. And any appointed committee shall submit, to the Finance Committee, a copy of any report to come before the Town Meeting at least thirty (30) days before said meeting.
