ARTICLE 78. Acceptance of Forest Street as Town Way.

UNANIMOUSLY VOTED As we conclude the work of the 1962 Town Meeting, we, the Town Meeting Members, pause briefly to express our deep gratitude to our new Moderator, John J. Canavan.
Although in office only a month, he has set a proper tone of decency, fairness and courage and has conducted each Session with the proper understanding we have come to expect. In gratitude we thank our Moderator for these many attributes.
We also express our thanks to Mr. Page and the Finance Committee and to Mr. Magaldi and the Planning Board for their tireless efforts in our behalf. We also are grateful to Mr. Johnson, our Town Clerk, for the accurate recording of our doings.
We are also grateful to our news media, Radio Station WJDA, the Quincy Patriot Ledger and the Observer, for proper and constructive reporting. I move for the adoption of these sentiments.

TOWN OF BRAINTREE SPECIAL TOWN MEETING MONDAY, OCTOBER 1, 1962
Pursuant to a Warrant duly issued, the Special Town Meeting of the inhabitants of the Town of Braintree, represented by their duly elected and qualified Town Meeting Members, was held in the Braintree Town Hall on Monday, October 1, 1962.
The meeting was called to order at 7:55 o'clock in the evening by the Moderator, Mr. John J. Canavan.
There were 150 Town Meeting Members present.
The Moderator declared a quorum present.
The following tellers were appointed by the Moderator to serve during the course of the evening:

MEMORIAL TO HENRY DAVIS HIGGINS
After a long eighty-nine years of fruitful life filled with civic and other accomplishments Henry Davis Higgins was called to his eternal rest on September 4, 1962.
Mr. Higgins served on the Braintree School Committee for fifteen years from 1925-1940 and was its Chairman for six years from 1931-1937. He served as Chairman of the High School Building Committee, which building was dedicated in 1927. Later he served three terms as a Select- man from 1938-1947. For two terms, from 1943-1947, he represented the Third Norfolk District of which Braintree is a part, in the Massachu- setts Legislature. He served as Director of the Braintree Cooperative Bank for forty-one years from 1921 until the time of his passing. The last seven years he was its President. He was also a Corporator of the Braintree Savings Bank for forty-five years, or since January, 1917.
Because of his unselfish service to Braintree in the many capacities in which he participated; because of his fine sense of fairness to all; because of his excellent administrative qualities and the keen mind which directed him to these many accomplishments we, the Town Meeting Mem- bers duly assembled to conduct the affairs of a special Town Meeting on October 1, 1962, pause in our deliberations to express our sincere re- grets at the passing of Mr. Higgins and to give grateful thanks to him for the distinguished service he so willingly gave to our community during the many years he served in the variety of offices which he held.
It is the wish of this meeting that these sentiments be placed in the records of this meeting and that a copy of them be sent to Mr. Higgins' daughter, Mrs. Barbara Ela of Marshfield.

MEMORIAL TO ERNEST CHOATE WOODSUM
On Friday, September 28, 1962, Ernest C. Woodsum, Town Clerk of Braintree from March 3, 1930 until March 14, 1955, peacefully passed away after a long illness at his home in West Harwich in his 74th year.
"Ernie", as his legion of friends affectionately called him, was an excellent example of a conscientious, impartial public servant of our Town. His many kindnesses, sympathetic understanding and helpfulness endeared him to his fellow citizens and all others with whom he came in contact over his twenty-five year span as our Town Clerk. He was respected by all who knew him.
We, the Town Meeting Members of the Town of Braintree duly assembled to conduct the business of a Special Town Meeting on Monday, October 1, 1962, pause in our deliberations to express our sincere regrets at the passing of Mr. Woodsum, and to give our thanks for the wonderful service he gave our Town during the many years he occupied the position of Town Clerk.

It is the wish of this meeting that these sentiments be placed on the records of this meeting and that a copy of them be sent to Mrs. Almira Woodsum at West Harwich.
The meeting stood for a moment of silent prayer in memory of these two former Town Officials and three Town Meeting Members who have passed away since the last Town Meeting.

ARTICLE 1. Purchase of land for Electric Light Department.
That the Board of Electric Light Commissioners be authorized to negotiate for and purchase in the name of the Town of Braintree for the use of said Light Department a certain parcel of land on Plain Street owned by the Armstrong Cork Company and bounded and described as follows:
Beginning at a point in the northerly line of said Plain Street at the southwesterly corner of the premises now in use for a Substation of said Municipal Light Board;
thence running in a general westerly direction by said Plain Street fifty (50) feet;
thence turning at right angles and running by other land of the Lessor in a northerly direction three hundred and twenty-two (322) feet to the Lessor's property line;
thence turning and running in a southeasterly direction by said Lessor's property line two hundred eighty-two (282) feet to the so-called Mansfield property;
thence turning and running in a westerly direction by said Mansfield property one hundred eighteen (118) feet and by said Substation fifty (50) feet;
thence turning and running southerly by said Substation property one hundred fifty-four (154) feet to the point of beginning.
All as shown on a plan entitled "Braintree Electric Light Department additional area for Station" dated April 24, 1962.
And that there be appropriated from the Depreciation Account of the Light Department the sum of One thousand two hundred and fifty ($1250. 00) Dollars for said purchase.

ARTICLE 2. Sale of land to East Braintree Methodist Church.
That the Selectmen be authorized and directed to sell to the East Braintree Methodist Church under authority of Chapter 449 of the Acts of 1962 for the sum of One ($1.00) Dollar a certain parcel of park land bounded and described as follows:
Beginning at the northwesterly corner of Faxon Park at land of the East Braintree Methodist Church; thence run- ning in a general easterly direction by said church land and other owner to the easterly bound of said park; thence by said easterly bound in a southerly direction forty feet; thence running westerly by a line parallel to and forty feet from the first mentioned bound to Faxon Street; thence running northerly on Faxon Street to the point of beginning. Being a strip of land forty feet wide at the northerly end of said park.
Such conveyance, however, is to be made only upon the following conditions:
1. No building or structure shall be erected thereon.
2. The Public shall have at all times a right of access over said parcel to said Park.
3. Title to said parcel shall revert to the Town at any time when the Grantee shall sell or convey its adjacent church property for any other purposes than use for a church.
