AUDITOR'S REPORT.


We have examined the accounts of the Treasurer for the year ending February 28, 1900, and find his receipts and payments properly entered and vouched for, and a balance of two thousand three hundred and eighty-nine and sixty- three one hundredths dollars ( $2389.63 ) in his hands.


We have also examined the vouchers in the hands of the Se- lectmen and find in their hands receipts amounting to forty-seven thousand eighty-six and eighty-eight one-hundredths dollars ( $47,086.88 ), vouching for orders for same amount drawn by them on the Treasurer and paid by him.

The Board also found several cattle supposed to be affected with a disease known as tuberculosis ; 4 cows were dispatched by the owners ; 2 were removed to the slaughter house by consent of own- er and proved to be very bad cases of tuberculosis, this being done before Oct. Ist, your inspector not having full power to quarantine until Oct. Ist.

To either of the Constables of the Town of Chelmsford, in said GREETING :


County.


In the name of the Commonwealth aforesaid, you are hereby re- quired to notify the legal voters of said Chelmsford to meet at the Town Hall, at Chelmsford Centre, on Monday, the twenty-sixth day of March current, being the fourth Monday in said month, at nine o'clock in the forenoon, then and there to act on the following articles, viz :


ARTICLE 1. To choose a Moderator.


ARTICLE 2. To hear reports of town officers and committees, and act thereon.


ARTICLE ". To determine the manner of collecting the taxes.


ARTICLE 4. To determine the manner of repairing the highways, townways and bridges.


ARTICLE 5. To choose all necessary town officers.


ARTICLE 6. To act in relation to the list of jurors prepared by the Selectmen.


ARTICLE 7. To raise and appropriate such sums of money as may be required to defray town charges for the current year.


ARTICLE 8. To see if the town will authorize the Treasurer to borrow such sums of money as may be required for the demands upon him, in anticipation of the taxes of the current and ensuing years and payable therefrom.


ARTICLE 9.]. To see if the town will vote to grant licenses for the sale of intoxicating liquors for the current year.


ARTICLE 10. To see if the town will authorize the Selectmen to act as its agent in any suit or suits which may arise dur- ing the current year; also in such other matters which may arise requiring in their judgment the action of such agent, and to employ counsel therefor.


ARTICLE 11. To see if the town will vote to accept the gift of one hundred dollars, in trust, from Sylvia P. Bowers, the income of the same to be expended in forever keep- ing in repair the burial lot of Sewall Bowers in West Chelmsford Cemetery.

ARTICLE 12. At the request of R. S. Ripley, Stewart Mackay and others, to see if the town will vote to raise the plat- form now in use in the Town Hall, North Village, build two small side dressing rooms on same, appro- priate such sum of money as needed for same, or act in relation thereto.


ARTICLE 13. To see if the town will vote to accept the provisions of Chapter 309 of the Acts passed by the General Court of Massachusetts in the year 1885, entitled "An Act authorizing cities and towns to license groves to be used for picnics and other lawful amusements."


ARTICLE 14. At the request of William J. Quigley, Hubert Bearce, Stewart Mackay and seven others, to see if the town will vote to raise and appropriate the sum of three hundred and fifty dollars for the purpose of paying Mrs. Mary A. McMahon for damage caused by rais- ing the grade of Princeton street in front of her premises, or act in relation thereto.


ARTICLE 15. At the request of Moses A. Warren, F. E. Varney and twenty-six others, to see if the town will vote to dis- continue and cease to use as and for a public high- way the old road in North Chelinsford leading north- easterly from Princeton street to Dartmouth street, ·near the house of James W. Moore.


ARTICLE 16. At the request of the Chelmsford Veterans Association, to see if the town will appropriate the sum of one hundred dollars for the observance of Memorial day, or act in relation thereto.


Article 17. At the request of George F. Dyar, R. Wilson Dix and others, to see if the town will vote to increase the number of the school committee to six members, or act in relation thereto.


Article 18. To see if the towu will make an appropriation to the North Chelmsford Library Association on condition that the books of said library shall be free to all in- habitants of the town, or act in relation thereto.


Article 19. To see if the town will raise and appropriate the sum of one thousand dollars for the purpose of lighting the streets in the several villages of the town, or act in relation thereto.


Article 20. To see if the town will vote to raise and appropriate the sum of fifteen hundred dollars for the purpose of widening and straightening the Groton road, North Chelmsford, as ordered by the County Commis- sioners, to be completed July 1, of the present year, or act in relation thereto.

Article 21. To see if the town will vote to accept the town-way as widened and straightened by the Selectmen, leading from Stedman street westerly to the road from Mid- dlesex Village to Chelmsford Centre. All land given for widening.


Article 22.


To see if the town will vote to accept the town-way known as Stedman street as widened and straight- ened by the Selectmen, extending southerly from the boundary line between Lowell and Chelmsford to the County road leading from Lowell to Chelmsford Centre. All land necessary for widening given.


Article 23.


At the request of Henry S. Perham, to see if the town will take measures to provide better protection against fires, appropriate money for the same, or act in relation theret ».


Article 24.


At the request of the Proprietors of the Chelmsford Social Library, to see if the town will accept from the Chelmsford Social Library the sum of seventy- five dollars, known as the Adams Emerson fund ; and the sum of five hundred and eighty-one and fifty-one one-hundredths dollars with accrued inter- est from July 1899, held by said Proprietors as a gitt from Joseph Warren, and subject to its terms and conditions ; and hold said sums transferred to said town by vote of said Proprietors, "for the use and benefit of the inhabitants of said town of Chelmsford for library purposes in connection with the Adams Library."


Article 25.


At the request of R W. Emerson and others, to see if the town will vote to lay a suitable crossing between the Post Office at Chelmsford Centre and the I. O. O. F. Building, and grade the street to the same, or act in relation thereto.


Article 26.


To see if the town will vote to appropriate a sum of money to purchase a piece of land situated in the East village owned by Mrs. Martha Wyman, and recommended by your committee for a school house site, or act in relation thereto.


Article 27.


To see if the town will vote to appropriate a sum of money sufficient to defray the expense of erecting a school building on site mentioned in article 26, furn- ishing the same and fencing said site; and also to choose a building committee to expend said sum, or act in relation thereto.

Article 28. To see if the town will vote to incur a debt for the sums appropriated in articles 26 and 27, or any part thereof, or act in relation thereto.


Article 29.


To see if the town will vote to grade and put in proper condition, the grounds about the school buildings at North Chelmsford, raise and appropriate a sum of money therefor, or act in relation thereto.


Article 30.


At the request of the School Committee, to see if the town will vote to raise and appropriate a sum of money for the transportation of pupils to and from school in the town of Chelmsford, the money to be expended at the discretion of the School Committee, or act in relation thereto.

To see if the town will vote to raise and appropriate a sum of money for the enforcement of the liquor law. At the request of George B. B. Wright, Warren Berry and twenty-three others, to see if the town will vote to purchase a stone watering trough for the well at South Chelmsford, appropriate a sum of money for the same, or act in relation thereto.
