ANNUAL TOWN MEETING


March 10, 1947


The annual Business meeting was called to order at 7:30 P. M., on March 10, 1947 in the High School Auditorium with John C. Monahan presiding as Moderator. John H. Valentine was appointed to serve as Acting Town Clerk in the absence of Harold C. Petterson Town Clerk.


The reading of the Warrant was called and waived upon a motion and vote from the floor.

REPORT OF THE TOWN CLERK


UNDER ARTICLE 1. On a motion made by Wendell Harvey it was voted that the Annual Report of the Town of Chelmsford as printed be accepted, excepting, however, that portion submitted by the School Committee and the Superintendent of Schools; and that a committee of five be elected by the voters at this meeting with authority to examine all records of the School Department and to employ the Director of Accounts of the Commonwealth of Massa- chusetts to audit said records if they deem it necessary, and report their findings at the next Town Meeting.

At the annual town meeting of the Town of Chelmsford held March 10, 1947, under Article 2 which deals with and concerns the budget, the Finance Committee recommended that the sum of $80,000 be voted for Old Age Assistance. Under this article John Dusseault moved that $65,000 be appropriated and transferred from the Excess and Deficiency Fund and $15,000 be raised and appropriated for this purpose. It was so voted. .


** Of the $1500 te be raised and appropriated $200 of this sum was voted to be spent under the supervision of the girl scouts, boy scouts and Brownies.

UNDER ARTICLE 3. On a motion made by Mr. Greenwood it was voted that the Town will authorize the Selectmen to act as its agent in any suit or suits which may arise during the current year, with authority to settle and adjust claims or demands for or against the Town and execute in behalf of the Town Agreements for Judg- ment and to employ counsel whenever in their judgment it is necessary.


UNDER ARTICLE 4. On a motion made by Mr. Greenwood it was voted that the Treasurer be authorized, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the current financial year, beginning Jan. 1, 1947, and to issue a note or notes therefor payable within one year and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17 Chapter 44 of the General Laws.


UNDER ARTICLE 5. It was voted to raise and appropriate the sum of $2,694.36 for the purpose of paying unpaid bills for the year 1946.


UNDER ARTICLE 6. On a motion made by Mr. Greenwood it was voted to raise and appropriate the sum of Three Thousand Thirty- two and 59/100 ($3,032.59) Dollars to pay the County of Middlesex as required by law, the Town's share of the Middlesex County Tuberculosis Hospital as assessed in accordance with the provisions of Chapter 111 of the General Laws.


UNDER ARTICLE 7. On a motion made by Mr. Dusseault, it was voted to transfer $3000 from the Excess and Deficiency Account to Chapter 90 Work in the Highway Dept. to balance the amount of money to be contributed by the Commonwealth of Massachusetts and the County of Middlesex, until such times as the said Commonwealth and County have paid into the Town of Chelmsford treasury their respective grants.


UNDER ARTICLE 8. On a motion made by Mr. Greenwood it was voted that the Town raise and appropriate the sum of $1200.00 for the purpose of foreclosing tax titles held by the Town of Chelms- ford.


UNDER ARTICLE 9. On a motion made by Mr. Greenwood it was voted that the Town transfer from Overlay Reserve Account Two Thousand ($2000) Dollars to be used as a reserve Fund at the dis- cretion of the Finance Committee as provided in General Laws, Chap- ter 40, Section 6.

UNDER ARTICLE 14. On a motion made by Mr. Dusseault, it was voted to accept the layout by the Selectmen of a relocation of a portion of Manning Road as shown by their report and plan duly filed in the office of the Town Clerk.


UNDER ARTICLE 15. On a motion made by Mr. Dusseault, it was voted to appropriate and transfer from the Excess and Deficiency Fund $500 for the purpose of reconstructing Manning Road.


UNDER ARTICLE 16. On a motion made by Mr. Greenwood, it was voted to appropriate and transfer from the Excess and Deficiency Fund $4500 for the reconstruction of Boston Road, contingent upon the State and County contributing to the costs of said reconstruction.

UNDER ARTICLE 22. On a motion made by Mr. Greenwood, it was voted to accept Yale Street as laid out by the Selectmen as shown on their report and plan duly filed in the office of the Town Clerk.

UNDER ARTICLE 23. On a motion made by Mr. Greenwood, it was voted to appropriate and transfer from the Excess and Deficiency Fund $250 for the purpose of reconstructing Yale Street.


UNDER ARTICLE 24. On a motion made by Mr. Greenwood it was voted to change the name of Yale Street to Walter G. Wiede Street, in memory of Walter G. Wiede.


UNDER ARTICLE 25. On a motion made by Mr. Dusseault to accept Douglas Road. This motion was defeated.


UNDER ARTICLE 26. In regard to appropriating $400 for re- constructing Douglas Road. This motion was defeated.


UNDER ARTICLE 27. On a motion made by Mr. Greenwood, it was voted to accept Old Stage Road as laid out by the Selectmen as shown on their report and plan duly filed in the office of the Town Clerk.


UNDER ARTICLE 28. On a motion made by Mr. Greenwood it was voted to raise and appropriate $500 for the purpose of reconstruct- ing Old Stage Road.


UNDER ARTICLE 29. On a motion made by Mr. Greenwood it was voted to accept Randall Street as laid out by the Selectmen as shown on their report and plan duly filed in the office of the Town Clerk.


UNDER ARTICLE 30. On a motion made by Mr. Greenwood, it was voted to appropriate and transfer from the Excess and Deficiency Fund $250 for the purpose of reconstructing Randall Street.


UNDER ARTICLE 31. On a motion made by Mr. Greenwood to accept Section 4B of Chapter 136 of the General Laws to permit the granting of licenses for the operation of bowling alleys on the Lord's day, Mr. Ralph Coates moved for dismissal and 175 voted YES and 91 voted NO and the article was dismissed.


UNDER ARTICLE 32. On a motion made by Mr. Greenwood and amended by Claude Harvey Jr. it was voted to name the square in South Chelmsford the "Walter Belleville, Jr. Square" in memory of Walter Belleville, Jr.


UNDER ARTICLE 33. On a motion made by Mr. Greenwood it was voted and amended to change the name of Aspen Street to "Nor- man Smith Street" in memory of Norman Smith.


UNDER ARTICLE 34. On a motion made by Mr. Dusseault, it was voted to sell for the sum of $1.00 the South Row School House and the land appertinent thereto to the South Row Improvement As- sociation, and that the Selectmen are hereby empowered to execute and deliver on behalf of the Town a good and sufficient deed con- veying title to said property to the South Row Improvement Associa- tion, providing if the South Row Improvement Association should ever be dissolved it shall be returned to the Town.

UNDER ARTICLE 35. Under this article it was voted to trans- fer from the Excess and Deficiency Fund the sum of One Thousand ($1000) Dollars, for the purpose of continuing the survey and maps of the Town under the supervision of the Board of Assessors.


UNDER ARTICLE 36. On a motion made by Albert J. Lupien it was voted to appoint three voters of the Town to act with the School Committee and Superintendent of Schools as a committee to investi- gate school building needs, one member to be a member of the Finance Committee.


UNDER ARTICLE 37. It was voted to dismiss this article.


UNDER ARTICLE 38. On a motion made by Mr. Dusseault, it was voted to appropriate and transfer from the Excess and Deficiency Fund the sum of $1500 for the purpose of purchasing an automobile for the Police Department, said purchase to be made under the super- vision of the Board of Selectmen.


UNDER ARTICLE 39. Voted to authorize the Selectmen to transfer by a good and sufficient Bill of Sale Title to a 1942 Two Door Ford Coach Automobile now used by the Police Department.


UNDER ARTICLE 40. Voted to raise and appropriate the sum of $600 for the purpose of defraying the costs and expenses of de- fending and prosecuting law suits for or against the town.


UNDER ARTICLE 41. It was voted to accept Section 202 to 205 of Chapter 140 of the General Laws, these sections refer to the collection of junk.


UNDER ARTICLE 42. It was voted to appropriate and transfer the sum of Fifteen Hundred ($1500) Dollars from the Highway Machinery Fund to the Highway Machinery Account.


UNDER ARTICLE 43. It was voted to appropriate and transfer the sum of Sixteen Hundred ($1600) Dollars from the Sale of Cemetery Lots fund to the fund for the care of cemeteries.


UNDER ARTICLE 44. It was voted to authorize the Board of Assessors to use a sum of money in the amount such as the Com- misioner of Corporation and Taxation of the Commonwealth of Massa- chuetts may approve as free cash, said sum of money to be applied in determining the tax rate for the year 1947. GREETING-In the name of the Commonwealth as aforesaid, you are hereby required to notify and warn the legal voters of said Chelmsford to meet in the Town Hall at Chelmsford Center on Mon- . day, the thirtieth day of June, 1947, at seven-thirty o'clock in the evening, then and there to act on the following articles, viz:


ARTICLE 1. To see if the Town will vote to raise and ap- propriate a sufficient sum of money with which to meet unpaid bills for the year 1946; or act in relation thereto.


ARTICLE 2. To see if the Town will vote to accept a portion of the westerly side of Hornbeam Hill Road as laid out by the Selectmen and shown on their report and plan duly filed in the office of the Town Clerk; or act in relation thereto.


ARTICLE 3. To see if the Town will vote to raise and appro- priate a certain sum of money for the purpose of reconstructing the westerly part of Hornbeam Hill Road; or act in relation thereto.


ARTICLE 4. To see if the Town will vote to accept Harvey Road, so called, as laid out by the Selectmen and shown on their plan duly filed in the office of the Town Clerk; or act in relation thereto.


ARTICLE 5. To see if the Town will vote to raise and appro- priate a certain sum of money for the purpose of reconstructing Har- vey Road; or act in relation thereto.


ARTICLE 6. To see if the Town will vote to accept a portion of Tower Road as laid out by the Selectmen and shown on their report and plan duly filed in the office of the Town Clerk; or act in relation thereto.


ARTICLE 7. To see if the Town will vote to raise and appro- priate a certain sum of money for the purpose of reconstructing Tower Road; or act in relation thereto.


ARTICLE 8. To see if the Town will vote to raise and appro- priate the sum of $500.00 for the purpose of increasing the salaries of public buildings janitors.

ARTICLE 9. To see if the Town will vote to raise and appro- priate the sum of $125.00 for repair and maintenance of the Town clock; or act in relation thereto.


ARTICLE 10. To see if the Town will vote to appropriate and transfer from the Excess and Deficiency Fund the sum of $4,000.00 to purchase new motorized fire equipment to be housed in the Fire Station at West Chelmsford; or act in relation thereto.


ARTICLE 11. To see if the Town will vote to appropriate and transfer from the Excess and Deficiency Fund the sum of $5,000.00 for highway construction, maintenance and repair; or act in relation thereto.


ARTICLE 12. To see if the Town will vote to instruct the School Committee to keep open the South School.


ARTICLE 13. To see if the Town will vote to accept from the Chelmsford Salvage Committee the proceeds from the sale of salvage, the same to be used as a special fund for the benefit of veterans of World War II and administered by a committee of veterans consisting of one veteran from each voting precinct to be appointed by the Selectmen.


AND YOU ARE DIRECTED TO serve this Warrant by posting attested copies thereof at the Post Offices in the Center of the Town, South Chelmsford, North Chelmsford, and at West Chelmsford, and at the School House, East Chelmsford, and at the Golden Cove School House, Westlands, seven days at least before the time appointed for holding the meeting aforesaid.
