REPORT OF THE BOARD OF ASSESSORS


The following is a report of the work done under Article 35 of the 1947 Annual Town Meeting :-


The survey was started on April 22, 1947 at Central Square in the Center Village.


-


An entire transit and tape survey was made of the area bounded on the East by North Road; on the North by Locke Road and a portion of Davis Road; and on the West by Westford Street. Auxiliary lines were run East and West on Dalton Road, Worthen Street and on various wood roads.


This procedure enabled us to compute the work for accuracy and precision, and all polygons had a mathematical closure within the limits we had set. From these polygons we were then able to make tape surveys of all the parcels within the above-described area.


The work was suspended temporarily on July 3 and was resumed November 10. This was done because it was felt that the heavy foliage on the trees and underbrush in the wooded areas would slow up the survey so much that we would not be able to accomplish the amount of work we had set as our goal.


On December 24, the work was completed and the plans were pre- sented to the Board of Assessors for approval.


The field work and plans were done by Mr. Lester W. Ball under the supervision of the undersigned.


It is hoped that the voters will allow us to continue this most im- portant work.

In the above case loads, assistance was to both individuals and heads of families so considerably more persons were provided for than indicated. In addition to the above expenditures $728.38 was paid for aid to people with Chelmsford settlements, in other cities and towns; $1,147.28 for care of four men in the Westford Infirmary; $1,087.04 for care of three minor children in private homes; $1,251.00 for men and women with Chelmsford settlements at the Tewksbury Infirmary; and $371.00 for care of children under the Division of Child Guardian- ship.

REPORT OF VETERANS' BENEFITS AGENT


To the Board of Selectmen:


The sum of $4,770.80 was expended for Veterans' Benefits during the year 1947. This is a decrease of $1,683.63 over the year 1946. This decrease is due to the fact that the requirements for securing approval of applications for Veterans' Benefits are being carefully checked both by the Veterans' Agent and the investigator from the Office of Veterans' Services in Boston who pass on all applications and without whose approval no benefits can be paid. The Commissioner of Veterans' Services is very strict in the Application of the law governing Veterans' Benefits.


Twenty eight applications have been made during the year for benefits, nineteen were approved, eight were disallowed and two are pending as of December 31st.


Very few discharges were recorded during the year but many more veterans visited the office to talk over problems and to secure information as to their rights under federal and state legislation.


Your Veterans' Agent has been designated by the Federal govern- ment to deal with employers and veterans in the settlement of matters pertaining to veterans' re-employment rights. This function was formerly the responsibility of the Selective Service Board but when Selective Service was disbanded the present arrangement was made. There is, of course, no remuneration connected with these duties.

Acknowledgment of the sincere cooperation received from the townspeople and the most generous donations made by various in- dividuals and business concerns, is hereby made and my most heart- felt thanks, too.


At this time, I would like to call your attention to the fact that our expenditures have risen and additional money appropriated for the department. This is due to the fact that several months ago it was felt an absolute necessity to have twenty-four hour patroling and this meant an additional patrolman on an eight-hour day. Needless to say, this is giving the Town more protection and, in my opinion, should be continued.


I am grateful for all past favors afforded me by the townspeople and the cooperation given by my force during the past year.

ANNUAL REPORT OF BOARD OF FIRE ENGINEERS-1947


Board of Selectmen:


Gentlemen:


The Board of Fire Engineers as now organized was appointed in October and consequently had control of the fire department only during the final three months of the year.


During this time, the Board has delved deeply into ways and means of improving the department as a whole-primarily as regards centralization.


At present, there are five distinct companies, each operating under a district chief. Each has its own telephone line, its own truck and equipment, such as it is. An alarm can be sounded in the Center, or any other district, without any other company being aware of the fact that there is a fire in the town or that the company of that particular district is out fighting a fire.


As the first step to overcome this unsatisfactory condition, we have conferred with the New England Telephone and Telegraph Company concerning a centralized telephone hook-up with a switch- board, connecting all companies. If funds are voted for this im- provement, all fire calls will be made by calling one number; all fire calls will be handled through one central point; this central point will be aware of any fire in town and, through this central station, extra companies may be sent to the fire and other district chiefs may be made aware of the fire, so that at least one additional company may be held in readiness to "cover in" for the district where the fire is, should another alarm of fire be sounded.
