WARRANT FOR ANNUAL TOWN MEETING March 6, 1950 and March 13, 1950
COMMONWEALTH OF MASSACHUSETTS
Middlesex, ss.
To Lawrence W. Chute, Constable, or any suitable per- son of the Town of Chelmsford :
GREETING :
In the name of the Commonwealth aforesaid, you are hereby requested to notify and warn the legal voters of said Chelmsford to meet in their several polling places, viz :
Precinct 1. Town Hall, Chelmsford Center.
Precinct 2. Town Hall, North Chelmsford.
Precinct 3. Fire House, West Chelmsford.
Precinct 4. School House, East Chelmsford.
Precinct 5. Liberty Hall, South Chelmsford.
Precinct 6. Westlands School House.
On Monday, the sixth day of March, 1950, being the first Monday in said month, at 12 o'clock noon, for the following purposes :
To bring in their votes for the following officers :
One Moderator for one year.
One Selectman for three years.
One Member of the Board of Public Welfare for three years.
One Member of the Board of Assessors for three years.
One Member of the School Committee for three years.
One Member of the Board of Health for three years.
One Cemetery Commissioner for three years.
One Park Commissioner for three years. Two Public Library Trustees for three years.
One Sinking Fund Commissioner for three years.
One Sinking Fund Commissioner for one year. One Member of the Planning Board for five years. Constable for one year.

TOWN WARRANT
The polls will be open from 12 noon to 8 p. m., and to meet in the High School Auditorium at Chelmsford on the following Monday, the thirteenth day of March 1950 at 7:30 o'clock in the evening, then and there to act upon the follow- ing articles, viz :
ARTICLE 1. To hear reports of Town Officers and Committees; or act in relation thereto.
ARTICLE 2. To raise and appropriate such sums of money as may be required to defray Town charges for the current year ; or act in relation thereto.
ARTICLE 3. To see if the Town will authorize the Selectmen to act as its agent in any suit or suits which may arise during the current year, with authority to settle and adjust claims or demands for or against the Town; and to employ counsel whenever in their judgment it is necessary ; or act in relation thereto.
ARTICLE 1. To see if the Town will authorize the Treasurer, with the approval of the Selectmen, to borrow money in anticipation of revenue of the current financial year ; or act in relation thereto.
ARTICLE 5. To see if the Town will vote to raise and appropriate a sufficient sum of money with which to meet unpaid bills of previous years ; or act in relation thereto.
ARTICLE 6. To see if the Town will raise and appro- priate the sum of forty-six hundred seventy-nine ($469.00) dollars to pay to the Treasurer of the Middlesex County Retirement System, the said amount being the Town's share of the Pension and Expense Fund ; or act in relation thereto.
ARTICLE ^. To see if the Town will vote to transfer from the Overlay Reserve Account a sum not exceeding Five Thousand ($5000.00) Dollars to be used as a Reserve Fund at the discretion of the Finance Committee as provided in General Laws Chapter 40, Section 6; or act in relation thereto.
ARTICLE 8. To see if the Town will vote to authorize the Board of Assessors to use a sum of money in the amount such as the Commissioner of Corporations and Taxation of the Commonwealth may approve as free cash, said sum of money to be applied in determining the tax rate for the year 1950; or act in relation thereto.

ARTICLE 9. To see if the Town will vote to authorize the Cemetery Commissioner to appoint any or all of the members of said Board as laborers to work in the Cemetery Department at the rate of One ($1.00) Dollar per hour; or act in relation thereto.
ARTICLE 10. To see if the Town will vote to authorize the Park Commissioners to appoint any or all of the mem- bers of said Board as laborers to work in the Park Depart- ment at the rate of One ($1.00) Dollar per hour; or act in relation thereto.
ARTICLE 11. To see if the Town will vote to raise and appropriate the sum of Eighteen Hundred ($1800.00) Dollars for the purpose of purchasing one automobile for the Police Department, said purchase to be made under the supervision of the Board of Selectmen ; or act in relation thereto.
ARTICLE 12. In the event of an affirmative vote under the previous Article, to see if the Town will vote to transfer by good and sufficient Bill of Sale one aut mobile now used by the Police Department; or act in relation thereto.
ARTICLE 13. To see if the Town will vote to raise and appropriate the sum of Twenty-seven Hundred Fifty ($2750.00) Dollars to meet the Town's share of the cost of Chapter 90 Highway Maintenance ; or act in relation thereto.
ARTICLE 14. In the event that an affirmative action is taken on the foregoing Article, to see if the Town will vote to transfer from the Excess and Deficiency Account Five Thousand Five Hundred ($5500.00) Dollars to meet the State's and County's shares of the cost of the work, the re- imbursements from the State and County to be restored, upon their receipt, to the Excess and Deficiency Account ; or act in relation thereto.
ARTICLE 15. To see if the Town will vote to raise and- appropriate the sum of Three Thousand ($3000.00) Dollars to be used for Chapter 90, Construction on Boston Road; or act in relation thereto.
ARTICLE 16. In the event that an affirmative action is taken on the foregoing Article, to see if the Town will vote to transfer from the Excess and Deficiency Account Nine Thousand ($9000.00) Dollars to meet the State's and County's shares of the cost of the work, the reimbursements

from the State and County to be restored, upon their receipt, to the Excess and Deficiency Account; or act in relation thereto.
ARTICLE 17. To see if the Town will vote to raise and appropriate the sum of Two Thousand Five Hundred ($2500.00) Dollars to be used for Chapter 90, Construction on Groton Road; or act in relation thereto.
ARTICLE 18. In the event that an affirmative action is taken on the foregoing Article, to see if the Town will vote to transfer from the Excess and Deficiency Account Seventy- five Hundred ($7,500.00) Dollars to meet the State's and County's shares of the cost of the work, the reimbursements from the State and County to be restored, upon their receipt, to the Excess and Deficiency Account; or act in relation thereto.
ARTICLE 19. To see if the Town will vote to raise and appropriate the sum of Four Thousand ($4000.00) Dol- lars for the purpose of purchasing a truck for the Highway Department, such purchase to be made by the Board of Se- lectmen; or act in relation thereto.
ARTICLE 20. In the event of an affirmative vote under the previous article, to see if the Town will vote to transfer by good and sufficient bill of sale, one truck now used by the Highway Department; or act in relation thereto.
ARTICLE 21. To see if the Town will vote to raise and appropriate the sum of Four Thousand ($4000.00) Dol- lars, or some other sum, for the purpose of continuing the survey and maps of the Town under the supervision of the Board of Assessors; or act in relation thereto.
ARTICLE 22. To see if the Town will vote to accept the Honor Roll at the Center Town Hall grounds from the Honor Roll Committee; or act in relation thereto.
ARTICLE 23. To see if the Town will vote to authorize the Board of Selectmen to appoint a committee to be re- sponsible for the maintenance of the Honor Roll; or act in relation thereto.
ARTICLE 24. To see if the Town will vote to raise and appropriate the sum of Seventy-five ($75) Dollars for the maintenance of the Honor Roll for the year 1950; or act in relation thereto.

ARTICLE 26. To see if the Town will vote to raise and appropriate the sum of Fifteen Thousand ($15,000.00) Dollars for the purchase of a new piece of fire apparatus, said purchase to be made by the Board of Fire Engineers ; or act in relation thereto.

ARTICLE 28. To see if the Town will vote to authorize the Selectmen to appoint an Inspector of Wires in accord- ance with Chapter 529 of the Acts of 1949; or act in relation thereto.
ARTICLE 29. In the event of affirmative action on the previous article, to see if the Town will vote to raise and appropriate a certain sum of money for the salary of a Wire Inspector ; or act in relation thereto.
ARTICLE 30. To see if the Town will vote to raise and appropriate a certain sum of money for the purpose of erecting permanent war memorials in various precincts of the Town; or act in relation thereto.
ARTICLE 31. To see if the Town will vote to accept a portion of Swain Road as laid out by the Board of Select- men and shown by their report and plan duly filed in the office of the Town Clerk; or act in relation thereto.
ARTICLE 32. To see if the Town will vote to raise and appropriate the sum of One Thousand ($1000.00) Dol- lars for the purpose of reconstructing a portion of Swain Road; or act in relation thereto.

ARTICLE 34. . To see if the Town will vote to raise and appropriate the sum of Seven Hundred Fifty ($350.00) Dol- lars for the purpose of reconstructing a portion of Priscilla Avenue ; or act in relation thereto.
ARTICLE 35. To see if the Town will vote to accept a portion of Donald Avenue as laid out by the Board of Selectmen and shown by their report and plan duly filed in the office of the Town Clerk; or act in relation thereto.
ARTICLE 36. To see if the Town will vote to raise and appropriate the sum of Three Hundred ($300.00) Dol- lars for the purpose of reconstructing a portion of Donald Avenue ; or act in relation thereto.
ARTICLE 34. To see if the Town will vote to authorize the Selectmen to condense the Town report in the year 1951 and in succeeding years ; or act in relation thereto.
ARTICLE 38. To seee if the Town will vote to raise and appropriate the sum of One Hundred Ninety-five ($195.00) Dollars for the purpose of purchasing a new Check Protector for the office of the Town Treasurer; or act in relation thereto.
ARTICLE 39. To see if the Town will vote to change the term of office for the Moderator from one year to three years, beginning in the year 1951; or act in relation thereto.
ARTICLE 40. To see if the Town will vote to instruct the Public Library Trustees to place a "plaque" in the Anna C. MacKay Memorial Library in North Chelmsford in appre- ciation of the bequest made to the Town of Chelmsford and used for the reconstruction of said Library, the sum be- queathed to the Town being Thirty-two Hundred Seven and 35/100 ($3207.35) Dollars; or act in relation thereto.
ARTICLE 41. To see if the Town will vote to raise and appropriate the sum of Four Hundred ($400.00) Dollars for the purpose of purchasing a lowering device and greens for burials for the Cemetery Department, such purchase to be made by the Cemetery Commissioners ; or act in relation thereto.
ARTICLE 42. To see if the Town will vote to raise and appropriate the sum of Sixteen Hundred ($1600.00) Dol- lars for the purpose of purchasing a three-quarter ton truck for the Cemetery Department, such purchase to be made by the Cemetery Commissioners; or act in relation thereto.

ARTICLE 43. To see if the Town will vote to elect by Australian Ballot, one Highway Surveyor for a term of one year, to replace the present Superintendent of Streets, and to be the head of the Highway Department; or act in relation thereto.
ARTICLE 44. To see if the Town will vote to elect by Ballot, five (5) members to the Board of Selectmen, each member to serve a term of three (3) years; or act in relation thereto.
ARTICLE 45. To see if the Town will vote to appoint a committee of three persons from each precinct in the Town to continue the study of the Selectmen-Town Manager form of government for the Town of Chelmsford instituted by vote of the Town in the Annual Town Meeting of 1949, said com- inittee to consist of either members of last year's committee or entirely new members, and said committee to report back at the next annual meeting or special Town meeting; or to take any action in relation thereto.
