SPECIAL TOWN MEETING June 13th 1949
At a special town meeting held on June 13th 1949 in the upper Town Hall at Chelmsford Centre, Mass., the following business was transacted, the meeting was called to order by Moderator John C. Monahan and the Warrant read by Town .Clerk Harold C. Petterson at 7.30 P. M.
UNDER ARTICLE ONE: On a motion made by Warren Wright, it was voted to dismiss this article.
UNDER ARTICLE TWO: On a motion made by Theodore W. Emer- son, it was voted to transfer from the Excess and Deficiency account the sum of $800.00 to be used for the improvement of land at Vinal Square for a parking lot as described in Book 725, Page 337 recorded in the Middlesex North District Registry of Deeds.
UNDER ARTICLE THREE: On a motion made by Theodore W. Emerson it was voted to transfer from the New Equipment account in the Highway Department to the Machinery Account Repairs and Main- tenance Account the sum of $1,000.00.
UNDER ARTICLE FOUR: On a motion made by Carl A. E. Peterson it was voted to accept the provisions of Section 111A of the General Laws as amended by the Acts of 1949, regarding the payment of va- cation pay to the firemen and policemen employed by the Town.
UNDER ARTICLE FIVE: On a motion made by Arnaud A. Black- adar it was voted to accept the provisions of Chapter 44 Section 65 of the General Laws regarding the advance payment for vacation to employees of the Town.

At a special town meeting held on September 21st, 1949, at 7:30 P.M. in the Upper Town Hall at Chelmsford Centre, the meeting was called to order by Moderator John C. Monahan, who requested Town Clerk, Harold C. Petterson to read the Warrant, after the Warrant was partly read, on a motion made by Warren Wright, it was voted to waive the further reading of the Warrant and the following busi- ness was transacted:
UNDER ARTICLE ONE: On a motion made by Theodore W. Emerson, it was voted, to transfer from the Excess and Deficiency account the sum of $4,000.00 to the Veterans Benefits account.
UNDER ARTICLE TWO: On a motion made by Carl A. E. Peterson, it was voted, to transfer from the Excess and Deficiency account the sum of $2,500.00 to the Welfare Department Cash Grants account.
UNDER ARTICLE THREE: On a motion made by Arnaud Blackadar, it was voted to transfer from the Excess and Deficiency account the sum of $3,000.00 to the Aid to Dependent Children Depart- ment, Cash Grants Account.
UNDER ARTICLE FOUR: On a motion made by Theodore W. Emerson, it was voted to transfer from the Excess and Deficiency account the sum of $16,000.00 to the Old Age Assistance Department cash grants account.
It was stated by the Welfare Agent, Mrs. Perham, that the reason for this large transfer was accountable for the reason that at the Annual Town Meeting the budget presented by her department was reduced by $8,000.00 and that the $16,000.00 asked for at this meeting was to care for this reduction and the balance of $8,000.00 was to be used for the execution of a new law that would take effect on October 1, 1949.
UNDER ARTICLE FIVE: On a motion made by Carl A. E. Peterson, it was voted, to transfer from the Excess and Deficiency account the sum of $2,500.00 to the Old Age Assistance Department, Other Cities and Towns Account.

UNDER ARTICLE THIRTEEN: On a motion made by Charles D. Harrington it was voted to transfer from the Excess and Deficiency account the sum of $500.00 to the Fire Department, Labor at fires ac- count.
UNDER ARTICLE FOURTEEN: On a motion made by Arnaud Blackadar, it was voted, to transfer from the Excess and Deficiency account the sum of $1,200.00 to the Vocational School Account.

Petterson asked Mr. Emerson if it would be necessary for the Town each year to appropriate money for this account and Mr. Emerson answered that it would be positively not as charges would be made against appropriations where work was done by the Highway Department and would be a credit to this account. Mr. Petterson then stated that this same statement was made in 1937 when this account was first set up, but each year an appropriation was made to this account.
UNDER ARTICLE TWENTY: On a motion made by Warren C. Lahue, it was voted, to accept a portion of Cedar Street as laid out by the Selectmen as shown by their report and plan duly filed in the office of the Town Clerk.
UNDER ARTICLE TWENTY ONE: On a motion made by Carl A. E. Peterson, it was voted, to transfer from the Excess and Deficiency account the sum of $500.00 for the purpose of reconstructing a portion of Cedar Street.
