Under Article Sixty:
In regard to an appropriation for the Committee for the Town's three hundreth Anniversary, it was voted to dismiss this article.

To see if the Town will vote to raise and appro- priate, transfer from available funds or borrow a sum of money for the purpose of constructing and originally equipping and furnishing an elementary school building at Chelmsford Centre; determine whe- ther the money shall be provided for by appropriation from available funds in the treasury and by borrowing under the authority of Chapter 645 of the Acts of 1948 as amended or take any action in relation thereto.
ARTICLE 12. To see if the Town will vote to appoint an Ele- mentary School Building Committee and authorize it to proceed with the construction of said project and to enter into all necessary and proper contracts and agreements in respect thereto and to do all other acts necessary for constructing said project; or act in relation thereto.
ARTICLE 13. To see if the Town will vote to recind the action and vote taken under Article 10 in the Warrant for the past Annual Town Meeting held on March 9, 1953; or act in relation thereto.
ARTICLE 14. To see if the Town will vote to transfer from the Excess and Deficiency Account the sum of $30,000 to be used as free cash in reducing the tax rate for the year 1953; said sum to be used in addition to the sum of $40,000, free cash, voted at the Annual Town Meeting to reduce the tax rate for the year 1953; or act in rela- tion thereto.

SPECIAL TOWN MEETING March 26, 1953
At a Special Town Meeting held in the High School Auditorium on March 26, 1953, the following business was transacted:
The meeting was called to order at 7:30 P. M. by Moderator John H. Valentine. On a motion made by Roger Boyd, it was voted to waive the reading of the Warrant.
UNDER ARTICLE 1. On a motion made by Robert Picken, it was voted to accept Sheila Avenue as laid out by the Board of Select- men and shown by their report and plan duly filed in the Office of the Town Clerk.
UNDER ARTICLE 2. On a motion made by Robert Picken, it was voted to discontinue all of Harding Street running from the Duns- table Road to Coolidge Street.

UNDER ARTICLE 10. On a motion made by Carl A. E. Peterson, it was voted to authorize the Board of Selectmen to convey, by a good and sufficient bill of sale, title to the buildings located northerly of Groton Road on the new North Chelmsford school site, formerly owned by one Jamros.
UNDER ARTICLE 11. On a motion made by George S. Archer, it was voted that the sum of $850,000.00 be raised and appropriated for the purpose of constructing and originally equipping and furnish- ing an elementary school building at Chelmsford Center and that to meet said appropriation the sum of $30,000.00 be appropriated from available funds in the Treasury and that the treasurer with the ap- poval of the selectmen, be and hereby is authorized to borrow the sum of $820,000.00 under authority of Chapter 645 of the Acts of 1948 as amended, and to issue bonds or notes of the town therefor, payable in accordance with the provisions of Chapter 44 of the General Laws so that the whole loan shall be paid in not more than twenty years of the date of issue of the first bond or note.

UNDER ARTICLE 12. On a motion made by George S. Archer, it was voted that an Elementary School Building Committee composed of George S. Archer, George R. Dupee, Albert J. Lupien, Arthur R. Nystrom and the members of the School Committee be appointed and authorized to proceed with the construction of an elementary school at Chelmsford Center and to enter into all necessary and proper con- tracts and agreements in respect thereto and to do all other acts necessary for construction of said project.
UNDER ARTICLE 13. On motion made by Warren Lahue, it was voted to rescind the action taken at the annual town meeting held in 1953 under article ten. This article pertained to the transfer of a certain amount of money from the stabilization fund.
UNDER ARTICLE 14. On motion made by Warren Lahue, it was voted to transfer from the excess and deficiency account the sum of $30,000.00 to be used as free cash in reducing the tax rate for the year 1953, said sum to be in addition to the sum of $40,000.00 free cash voted at the annual town meeting in 1953 to reduce the tax rate.
It was voted to adjourn this meeting at 8:35 P. M.

ARTICLE 1. To see if the Town will vote to rescind the action taken at the last Annual Town Meeting under Articles 12, 13, and 14, establishing by-laws known as "PERSONNEL, WAGE AND SALARY CLASSIFICATION AND COMPENSATION TOWN
PLAN OF CHELMSFORD" and thereby repeal said- by-laws or take any action in relation thereto.
ARTICLE 2. If the action of the Town under the previous article is in the negative, to see if the Town will vote to establish April 1, 1953 as the effective date, of the PERSONNEL, WAGE AND SALARY CLASSIFICATION AND COMPENSATION PLAN by-law, or take any action in relation thereto.
ARTICLE 3. To see if the Town will vote to amend the PER- SONNEL, WAGE AND SALARY CLASSIFICATION AND COMPEN- SATION PLAN, by-law by providing that the appropriation of $275.00 for the wages of the Moth Department Superintendent be paid as an annual salary and not on an hourly basis, or take any action in re- lation thereto.

SPECIAL TOWN MEETING May 19, 1953
A Special Town Meeting was held in the Chelmsford High School Auditorium on May 19, 1953. The Meeting was called to order at 7:30 P. M. by Moderator John H. Valentine and two tellers were appointed by the Moderator to determine as to whether or not a quorum of two hundred voters were present or not, the tellers appointed were Hans Hansen and M. Edward Riney, the count returned by the tellers was 168, the required number not being present the meeting was recessed until 8 P. M. At 8 P. M. another count was made by the tellers and they returned a count of 181 and this count not being a quorum the meeting was adjourned until June 2, 1953 at 8 P. M.
June 2nd, 1953
An Adjourned Special Town Meeting was called to order at S P.M. by Moderator John H. Valentine and two tellers were appointed to make a count of the voters present, the tellers were Richard Carr and Edmund Welch, after the count had been made the tellers re- ported that 138 voters were present, this number not being the required number of 200 necessary for a quorum. The Moderator declared the meeting adjourned.

SPECIAL TOWN MEETING
A Special Town Meeting was held in the Town of Chelmsford in the High School Auditorium on June 16th, 1953 at 7:30 P. M.
The meeting was called to order by John H. Valentine, Moderator, who appointed as tellers Alfred F. Rodgers and Herebrt Lamprey and requested the tellers to make a count of the persons present, so as to determine as to whether or not a required quorum was present.
The tellers reported that 248 voters were present, this being 48 more than a required quorum, the meeting proceeded by transacting the following business.
Wiges Salaria
UNDER ARTICLE 1. On a motion made by Raymond H. Green- wood and Roger W. Boyd, it was voted, that all action taken by the annual Town Meeting in March 1953, under articles 12, 13 and 14 of Warrant for said meeting be and it hereby is rescinded and that in- sofar as any of such action had the effect of accepting any by-law for the Town of Chelmsford the same be and it hereby is repeated.
A ballot vote was taken on this motion with the following result: 176 voted to rescind.
100 voted not to rescind, the motion was carried and the so-called by-law was repealed.
UNDER ARTICLE 2. On a motion made by Raymond H. Green- wood and Roger W. Boyd, it was voted: That the compensation of the Moth Superintendent be set at the annual salary of $275.00 for all of his services in that capacity in the year 1953 and that the action taken under item 95 under article two at the Annual Town Meeting held in March, 1953, namely $275 to be paid at the rate of $1.35 per hour as Supt. wages be rescinded.
Voted to adjourn this meeting at 9:15 P. M.

ARTICLE 4. To see if the Town will vote to transfer from the Excess and Deficiency Account the sum of Three Hundred Sixty-Five and no/100 ($365.00) Dollars for the purpose of providing the salary of an additional man for Health Department, Waste Collections; or act in relation thereto.
