ANNUAL TOWN REPORT


ANNUAL BUSINESS MEETING


March 11, 1957


The Annual Business Meeting for the Town of Chelmsford was held at the High School Auditorium on March 11, 1957. The meeting was called to order at 7:35 P.M. by Moderator Edward J. DeSaulnier, Jr. The following business was transacted.


On motion made by Robert F. McAndrew it was voted to waive the reading of the Warrant.


The Moderator declared a quorum present.


UNDER ARTICLE 1.


To hear the report of officers and committees.


Edward Krasnecki, Chairman of the Town Manager Committee stated that his report would come under Article 34.


Mr. George Archer reported that the new Center School is in use bat there are still contracts to be fulfilled and asked that the Com- mittee be continued.


Mr. Roger Welch reported that the report of the No. Chelmsford Firehouse Committee is printed in the Town Report.


There was no report from the Honor Roll Committee.


Mr. Cristy Pettee reported on the Representative Town Meeting Form of Government study and asked that the Committee be dis- missed because of the conflict with the Town Manager plan in the citizens mind.


Mr. Clifford Hartley reported for the High School Building Com- mittee.


Mr. Daniel J. Hart moved that Rudolph T. Hansen be elected for a 3 year term on the Varney Playground Commission. Mr. Hansen was unanimously elected.


UNDER ARTICLE 2.


On a motion made by Attorney Robert H. Goldman it was voted to insert the following "#24 Job Titles and Standard Rates for Wages and Salaries" in place of the section so titled that was adopted at the last Town Meeting held March 12, 1956 under Article 39.

In the name of the Commonwealth aforesaid, you are hereby re- quested to notify and warn the legal voters of said Chelmsford to meet in their several polling places, viz:

REPORT OF THE TOWN CLERK


14th day of March, 1949 at 7:30 o'clock in the evening, then and there to act upon the following articles, viz:


ARTICLE 1. To hear reports of Town Officers and Committees; or act in relation thereto.


ARTICLE 2. To raise and appropriate such sums of money as may be required to defray Town charges for the current year; or act in relation thereto.


ARTICLE 3. To see if the Town will authorize the Selectmen to act as its agent in any suit or suits which may arise during the current year, with authority to settle and adjust claims or demands for or against the Town; and to employ counsel whenever in their judgment it is necessary; or act in relation thereto.


ARTICLE 4. To see if the Town will authorize the Treasurer, with the approval of the Selectman, to borrow money in anticipation of revenue of the current financial year; or act in relation thereto.


ARTICLE 5. To see if the Town will vote to raise and appropriate a sufficient sum of money with which to meet bills of previous years; or act in relation thereto.


ARTICLE 6. To see if the Town will vote to raise and appro- priate the sum of seven hundred fifty ($750) dollars for the purpose of foreclosing tax titles held by the Town of Chlemsford or act in relation thereto.


ARTICLE 7. To see if the Town will vote to raise and appro- priate the sum of Twenty-five Hundred ($2500) dollars to meet the Town's share of the cost of Chapter 90 Highway Maintenance; or act in relation thereto.


ARTICLE 8. In the event that an affirmative action is taken on the foregoing Article, to see if the Town will vote to transfer from the Excess and Deficiency Account Five Thousand ($5,000) dollars to meet the State's and County's shares of the cost of the work, and reimbursements from the State and County to be restored, upon their receipt, to the Excess and Deficiency Account; or act in relation thereto.


ARTICLE 9. To see if the Town will vote to raise and appro- priate the sum of Seven Thousand dollars ($7,000) to be used for Chapter 90 construction on Boston Road; or act in relation thereto.


ARTICLE 10. In the event that an affirmative action is taken on the foregoing Article, to see if the Town will vote to transfer from the Excess and Deficiency Account Twenty-one Thousand ($21,000) dollars to meet the State's and County's shares of the cost of the work,

ADJOURNED TOWN MEETING


March 18, 1957


The meeting was called to order at 7:40 P.M. by Moderator Edward J. DeSaulnier, Jr.


Mr. DeSaulnier called for a count. The tellers reported 201 members present, which constituted a quorum.


Mr. Schliebus moved that Article 44 be taken up out of order. It was so voted.


UNDER ARTICLE 44.


It was voted to instruct the Board of Assessors to use the sum of Fifty Thousand Dollars ($50,000.00) from the free cash in the Treas- ury for the reduction of the 1957 tax rate.


UNDER ARTICLE 5.


On a motion by Robert F. McAndrew it was voted to authorize the Selectmen to act as its agent in any suit or suits which may arise during the current year, with authority to settle and adjust claims or demands for or against the Town; and to employ counsel whenever in their judgment it is necessary.


UNDER ARTICLE 6.


On a motion made by Charlotte P. DeWolf, it was voted to au- thorize the Town Treasurer with the approval of the Board of Se- lectmen to borrow money in anticipation of the Revenue of the current financial year beginning January 1, 1957 and to issue a note or notes therefor payable within one year and to renew any note or notes given for a period of less than one year in accordance with Section 17, Chapter 44 of the General Laws.


UNDER ARTICLE 7.


On a motion by Lewis I. Hilton it was voted to raise and appropri- ate the sum of One Hundred Four and Forty-Five Cents ($104.45) with which to meet bills for the previous years.


This vote was unanimous.


UNDER ARTICLE 8.


On a motion by Charlotte D. DeWolf it was voted to raise and ap- propriate the sum of Twelve Thousand Two Hundred Ninety-Five and 06/100 ($12,295.06) Dollars to pay to the Treasurer of the Middlesex County Retirement System, the said amount being the Town's share of the pension, expense and Military service funds.

UNDER ARTICLE 9.


On a motion by Hans H. Schliebus it was voted to raise and ap- propriate the sum of Twenty Thousand ($20,000.00) Dollars to be used as a Reserve Fund at the discretion of the Finance Committee as pro- vided in General Laws, Chapter 40, Section 6.


UNDER ARTICLE 10.


On a motion by Charlotte P. DeWolf, it was voted to raise and ap- propriate the sum of Nine Thousand Six Hundred Forty-Four and 49/100 ($9,644.49) Dollars to defray its share of the cost of the main- tenance of the Middlesex County Sanatorium by the County of Mid- dlesex.


UNDER ARTICLE 11.


On a motion by Edgar P. George it was voted to accept Orchard Lane as laid out by the Board of Selectmen and shown by their report and plan duly filed in the office of the Town Clerk.


UNDER ARTICLE 12.


On a motion by Edgar P. George it was voted to raise and appro- priate or transfer from available funds $800.00 for the purpose of re- constructing Orchard Lane.


UNDER ARTICLE 13.


On a motion by Daniel J. Hart it was voted to accept Bowl Road as laid out by the Board of Selectmen and shown by their report and. plan duly filed in the office of the Town Clerk.


UNDER ARTICLE 14.


On a motion by Daniel J. Hart it was voted to raise and appropriate or transfer from available funds $600.00 for the purpose of recon- structing Bowl Road.


UNDER ARTICLE 15.


On a motion by Robert F. McAndrew it was voted to accept Rut- ledge Avenue as laid out by the Board of Selectmen and shown by their report and plan duly filed in the office of the Town Clerk.


UNDER ARTICLE 16.


On a motion by Robert F. McAndrew it was voted to raise and ap- propriate or transfer from available funds $500.00 for the purpose of reconstructing Rutledge Avenue.


UNDER ARTICLE 17.


On a motion by Edgar P. George it was voted to accept Aberdeen Road as laid out by the Board of Selectmen and shown by their report and plan duly filed in the office of the Town Clerk.


UNDER ARTICLE 18.


On a motion by Edgar P. George it was voted to raise and appro- priate or transfer from available funds $700.00 for the purpose of re- constructing Aberdeen Road.

UNDER ARTICLE 19.


On a motion by Daniel J. Hart it was voted to discontinue the public way, a street near the land of Robert Richardson and running from Westford Street to Old Westford Road and thus bounded:


Beginning at a stake and stones on the northerly side of the road leading from Chelmsford to Westford near the house of Robert Richardson and running northerly to an elm tree by the wall, thence to run on the old cart path as it now runs, and between the walls as they now stand till it intersects the road leading from Isaiah Spaldings to Lowell, said way passing over land of Robert Richardson and Isaiah Spalding.


UNDER ARTICLE 20.


On a motion by Carl A. E. Peterson it was voted to accept a certain sum of money from the Chelmsford Tercentenary Committee, Inc., said. sum to be all the remaining funds belonging to the corporation after all expenses are paid, and said sum to be applied to the Town of Chelmsford excess and deficiency account.
