Article 11 Voted that the sum of twelve hundred and fifty dollars ($1,250.00) be appropriated for Street Sprink- ling and that an equal amount be assessed on abuttors.
Article 5. The Committee on Increased School Accom- modations submitted the following report which it was voted to accept as a report of progress and to continue the same committee. The report was as follows :-

The Committee on Increased School Accommodations submit the following report :-
The present congested condition of our High School and the probability of an entering class next Fall of 270 can but seriously cripple the efficiency of the school.

The sole solution of the problem is, in our opinion, in the erection of a new High School building properly equipped for carrying on the work of a modern High School.
In view of the present industrial conditions and the high tax rate, we do not feel that we should make any recom- mendations this year, but suggest that as little money be expended on the present building as is possible to make it conform to the present needs.
We would recommend that the present committee be continued, or a new committee appointed, to report at the annual meeting in 1916.

Article 4. Voted that the Town Treasurer, with the approval of the Board of Selectmen, or a majority there- of, be and hereby is authorized to borrow money from time to time in anticipation of the revenue of the Municipal year beginning January 1, 1915, to an amount not exceeding in the aggregate the sum of ($90,000.00) ninety thousand dollars and to issue a note or notes therefor payable within one year, and any debt or debts incurred under this vote to be paid from the revenue of said Municipal Year.

Voted that the sum of one hundred three thousand, two hundred thirty-four dollars and eighty-five cents ($103,234.85) less the estimated Corporation and Bank tax and plus the State and County tax, be raised on the Polls and Estates of the Town, and that it be assessed, com- mitted, and collected in accordance with the Statutes pro- vided therefor, and with the By-Laws of the Town.
Article 20. Voted that a Committee of three be appointed by the Moderator to ascertain the probable cost of a right of way for travel from Cambridge Street, to Sumner Avenue, by tunnel under, or by bridge over the tracks of the N. Y., N. H. & H. R. R. Co., lessees.

The Appropriation Committee met in the Town Clerk's office at 7.30 P. M. on August 21, 1915, and it was voted :--
That the Town Auditor be authorized and directed to transfer $800.00 from Reserve Fund to Incidental Account to provide, in part, for unexpected expense to the Town of Forest Fires during the previous months.
ARTICLES IN WARRANT SPECIAL TOWN MEETING, OCTOBER 27, 1915.
Article 1. To see if the Town will vote to accept the layout of the Selectmen now on file in the Town Clerk's office, of a town way to go by tunnel from the land of C. W. Maxim under the tracks of the N. Y., N. H. & H. R. R. Co., lessees, to the land of the Middleborough Industrial Asso- ciation, and act anything thereon.
Article 2. To see if the Town will vote to construct a way for travel by tunnel from the land of C. W. Maxim, under the tracks of the N. Y., N. H. & H. R. R. Co., lessees, to the Wand of the Middleborough Industrial Association, in accordance with the layout of the Selectmen now on file in the Town Clerk's office, appropriate money therefor and act anything thereon.
Article 3. To authorize the Town Treasurer, with the approval of the Selectmen, or a majority thereof, to borrow

money not exceeding $6,000.00 to meet the necessary expense of constructing a way for travel by tunnel from the land of C. W. Maxim under the tracks of the N. Y., N. H. & H. R. R. Co., lessees, to the land of the Middleborough Industrial Association, in anticipation of the revenue of the municipal year beginning January 1, 1916, giving the notes of the Town therefor, payable within one year from the dates thereof. All debts incurred under authority of this vote shall be paid from the revenue of the municipal year beginning January 1, 1916.
SPECIAL TOWN MEETING, OCTOBER 27, 1915.
Meeting called to order promptly at 3 o'clock P. M. and warrant read by Town Clerk.
Article 1. Voted that the Town accept the layout of the Selectmen now on file in the Town Clerk's office, that pro- vides for a public way between the C. W. Maxim mill and the Parlor Grate building, by tunnel under the tracks of the N. Y., N. H. & H. R. R. Co., lessees, to land owned by the Middleborough Industrial Association thence to Sumner Avenue.
During the discussion of the above motion, the courtesy of the floor was extended to Louis H. Carr, Esq., in behalf of the George E. Keith Company. Mr. Carr, for the George E. Keith Company favored the motion, the same being in accord with the Company's policy of bettering the working conditions of their employees in every possible way, and announced that the Company would contribute the sum of $1,000.00 toward the cost of such public way, if the Town decided to accept the provisions of the motion.
The vote was carried, 198 voting yes and 26 voting no.
Article 2. Voted that the Town construct a way for travel by tunnel from the land of C. W. Maxim under the tracks of the N. Y., N. H. & H. R. R. Co., lessees, to the land of the Middleborough Industrial Association, in accor- dance with the layout of the Selectmen now on file in the Town Clerk's office, and that the Town appropriate the sum of $4,000.00 to cover the cost of same, such amount to be raised by taxation, in accordance with the statutes, dur- ing the municipal year beginning January 1, 1916
The motion was carried 194 voting yes, and 9 voting no.

ARTICLE OF AMENDMENT.
Full power and authority are hereby given and granted to the general court to impose and levy a tax on income in the manner hereinafter provided. Such tax may be at different rates upon income derived from different classes of property, but shall be levied at a uniform rate through out the commonwealth upon incomes derived from the same class of property. The general court may tax income not derived from property at a lower rate than income derived from property, and may grant reasonable exemptions and abatements. Any class of property the income from which is taxed under the provisions of this article may be exempted from the imposition and levying of proportional and reason- able assessments, rates and taxes as at present authorized by the constitution. This article shall not be construed to limit the power of the general court to impose and levy reasonable duties and excises."
