Our chief worry this past year was the gypsy moth. Early in the year we realized that the infestation of this caterpillar would be heavy, because of the great amount of the egg masses encountered as we creosoted them throughout the town. This work of applying creosote to the egg clusters carried through from Jan- uary until early May, when they hatched into caterpillar form. Because of ideal weather conditions, the hatch was one of the largest we have experienced in years. Not only was Middleboro hard hit, but according to the State Supervisor, practically his whole district was in the same condition.


As this season of the year approached our spray equipment was brought into play. As is the custom, we offered our spray equipment to orchardists, cranberry men and others desiring this service at a nominal charge for men and time. Because of the fact, however, that

our funds had been somewhat curtailed, our work of spraying the roadsides and woodland was not as efficient as in the past. Much time, nevertheless, was devoted to keeping our main roadsides free from this unsightly pest by an application of an arsenical spray.


During this spray period it was necessary also to spray the elms throughout the town to aid in controlling the elm leaf beetle. This pest was not quite as apparent here in Middleboro as in the preceding year of 1935.


No trace was found of the Brown Tail moth during the spray season, as these webs had been clipped wherever found during the hibernating period the previous winter.


The tent caterpillar situation was normal and the department applied an arsenical spray wherever these pests appeared in the early spring.


The Satin moth has not been found to any noticeable degree since the extreme cold during the winters of 1934 and 1935.


During the late summer, as the Gypsy moth pupated and then changed into moth form, we realized that we are due for another heavy infestation of this pest. Throughout the Rock, South Middleboro, Thomastown, East Middleboro sections, and even in the central part of the town, and to a small degree in North Middleboro, the egg masses have been located. The department has been spending the fall and early winter months in creosoting them wherever possible. With the approach of the new year, we are to be aided in this creosote work by a WPA moth project.


The department has recently painted the buildings housing our equipment, and it becomes apparent that the buildings will soon need re-roofing.

I should like to stress the desirability of adequate funds to permit the employment of extra help during the spray period, which was not possible during 1936, but had always been possible in past years.


With the exception of our 400-gallon F. & G. sprayer, all equipment is in good condition. It would seem advisable to replace this sprayer, purchased in 1911, with a new one.


In closing, I wish to thank the town officers and the citizens of Middleboro for all assistance and considera- tion given this department during the past year.

I submit herewith my report of an audit of the books and accounts of the town of Middleboro for the period from April 21, 1932, to June 27, 1936, made in accordance with the provisions of Chapter 44, General Laws. This is in the form of a report made to me by Mr. Herman B. Dine, Assistant Director of Accounts.

Sir :


In accordance with your instructions, I have made an audit of the books and accounts of the town of Middleborough for the period from April 21, 1932, the date of the previous audit, to June 27, 1936, and submit the following report thereon :


The financial transactions, as recorded on the books of the several departments receiving or disbursing money for the town or committing bills for collection, were examined and checked with the records in the accountant's office. ,


Accounting Department .- The books and accounts of the town accountant were examined and checked in detail. The recorded receipts were verified by a com- parison with the treasurer's books and with the records in the several departments making the original charges. The disbursements as recorded were checked with the warrants authorizing the treasurer to disburse town funds and with the payments as shown by the treas- urer's books. Approved vouchers and pay-rolls were examined and checked with the books of original entry, and the recorded appropriations and transfers voted by the town were verified by a comparison with the town clerk's records of town meetings.


The general and appropriation ledger were analyzed and a balance sheet, showing the financial condition

of the town as of June 27, 1936, was prepared and is appended to this report.


It is recommended that the town accountant, at the beginning of each year, remove and properly bind to- gether all ledger sheets pertaining to the financial transactions of the past year, using new sheets for the several ledger accounts each year. This procedure will make the accounts of prior years readily available for examination and will reduce the time heretofore re- quired to analyze the ledger accounts of previous years.


Treasurer's and Collector's Department .- The books and accounts of the town treasurer and collector, as treasurer, were examined and checked in detail. The recorded receipts were analyzed and compared with the several departmental records of payments to the treasurer and with other sources from which money was paid into the town treasury. The disbursements were checked with the warrants authorizing the treas- urer to pay out town funds and with the accountant's books.


The payments on account of debt and interest were verified by a comparison with the amounts falling due.


The cash book additions were verified throughout for the period covered by the audit, the cash balance on June 27, 1936, being proved by a reconciliation of the bank balances with statements furnished by the banks in which town funds are deposited and by actual count of the cash in the office.


The savings bank books and securities representir 3 the investments of the several trust funds in the custouy of the treasurer were personally examined, and found to be in agreement with the treasurer's and the accoun- tant's books.

The tax title accounts were examined. The amounts transferred from the tax and assessment accounts were checked and verified, and adjusting entries were made bringing the tax title account into agreement with the treasurer's and the accountant's records.


The books and accounts of the treasurer and collec- tor, as collector, were examined and checked. The com- mitments of taxes and assessments were analyzed and compared with the assessor's warrants committing the taxes for collection, the recorded abatements were checked with the assessor's record of abatements granted, and the payments to the treasurer were veri- fied. The outstanding accounts were listed and proved to the accountant's ledger balance, being further verified by mailing notices to a number of persons whose names appeared on the books as owing money to the town. From the replies received it appears that the accounts, as listed, are correct.


The commitments of departmental accounts were ex- amined. The payments to the treasurer were compared with the treasurer's record of receipts, the abatements were checked to the departmental records of abate- ments granted, and the outstanding accounts were listed and proved to the accountant's ledger accounts.


Town Clerk's Department .- The town clerk's records of receipts from dog, sporting and other licenses, as well as from permits, recording fees, etc., were exam- ined and checked, the payments to the State and the town treasurer being verified and the cash on hand July 23, 1936, being proved by actual count.


Public Welfare Department .- The records of the pub- lic welfare department of charges to other cities and towns and to the State for aid rendered were examined, and commitments, payments to the treasurer, and abate- ments being checked to the collector's and the accoun- tant's books.

The records of receipts of the town infirmary were examined, the payments to the treasurer being verified.


Health Department. The records of collections of the health department on account of licenses issued were examined, and the payments to the treasurer were checked with the treasurer's and the accountant's books.


Library Department .- The records of receipts on ac- count of fines, books, etc., were examined. The recorded payments were verified by a comparison with the treas- urer's and the accountant's books and the cash on hand on August 13, 1936, was proved by actual count.


Water Department .- The financial records of the water department were examined and checked. The records of charges were added and compared with the amounts committed, the abatements were checked and verified, the collections as recorded were proved by a comparison with the treasurer's and the accountant's books, and the outstanding accounts were listed and proved. Further verification of the outstanding ac- counts was made by mailing notices to a number of persons whose names appeared on the books as owing money to the town, and from the replies received it appears that the accounts, as listed, are correct.


Municipal Light Department .- The records of the mu- nicipal light department were examined and checked. The departmental records of accounts receivable were analyzed and compared with the collector's and the accountant's books, the records of collections were com- pared with the treasurer's receipts, and the outstanding accounts were listed and reconciled with the accoun- tant's ledger accounts.


The deposit account was checked with the records on file in the light department.

Thomas S. Pierce Fund Trustees. The books and accounts of the trustees under the will of Thomas S. Pierce were examined and checked in detail. The in- vestments were personally examined and listed, the transactions were verified, and the cash on hand on July 31, 1936, was verified by actual count. In connec- tion with trust fund investments, attention is called to the provisions of Section 54, Chapter 44, General Laws.


Library Trust Fund Trustees .- The savings bank books and securities representing the investment of the several funds in the custody of the trustees were exam- ined and listed. The income was proved and the dis- bursements were checked with the original vouchers and cancelled checks on file.


Maria L. H. Pierce Drinking Fountain Fund Trustees.


The savings bank books and securities representing the investments of the Maria L. H. Pierce Drinking Fountain Fund in the custody of the trustees were ex- amined and listed. The income was proved and the transfers to the town were verified by a comparison with the treasurer's and the accountant's books.


Surely Bonds .- The surety bonds of the town man- ager, town clerk, treasurer and collector, deputy collec- tor, the town manager's clerk were examined and found to be in proper form.


Conclusion .- In addition to the departments and accounts mentioned, the accounts of all other depart- ments receiving money or committing bill for collec- tion were examined and checked.


Appended to this report, in addition to the balance sheet, are schedules showing a reconciliation of the treasurer's cash, tables showing the transactions of the several trust funds, and summaries of the tax, special assessment, tax title, departmental, water, and muni- cipal light accounts.
